Organizational Context
UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years.
UNIDOs mandate in SDG-9, calls for the need to Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. Accordingly, the Organizations programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment.

UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard-setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices

The Research and Industrial Policy Advice Division (EPR/PRS/RPA) conducts integrated applied economic research on themes related to UNIDOs mandate at the international, regional, country and sector level, and disseminates the findings thereof. On this basis, it provides strategic and specific industrial policy advice to Member States to accelerate industrial development. The Division also supports Member States in the identification, design, implementation and evaluation of policies that aim at expanding and diversifying their productive capacity, and advocates for sustainable industrialization strategies at the global, regional and national level. In discharging these responsibilities, it implements projects and collaborates closely with other relevant organizational entities of UNIDO, including those providing technical cooperation services.

The Industrial Policy Advisor works under the overall guidance of the Senior Coordinator of the Research and Industrial Policy Advice Division and under the framework of Component 2 of project 180028 Programme for Inclusive and Sustainable Industrial Development which is implemented with the allocation to UNIDO from the funds earmarked by SIDA for the Economic Growth and Employment Outcome of UNDAP II. This component is led by the Research and Industry Policy Advice Division of UNIDO and it will ensure that capacities in the Government are improved to collect and analyze necessary information and statistics that can inform decision makers and calibrate policy making up to a detailed level that provides the necessary enabling conditions for businesses in the industrial sector to grow to meet local demand and to be able to export.

Main Functions
  • Oversee the finalization and launch of the Zanzibar industrial policy with action plan and facilitate at least one related public-private sector stakeholder workshop;
  • Follow up on the finalization of the latest Annual Survey of Industrial Production of Tanzania with NBS with final statistical report and data transmitted to UNIDO HQ;
  • Ensure relevant institutions responsible for reporting on the M&E framework of the Five-Year Development Plan II and SDGs have sufficient capacity to cover SDG9 manufacturing-related indicators and provide relevant capacity building when necessary;
  • Coordinate the production of an updated Tanzania Industrial Competitiveness Report drawing also from latest national data and provide relevant capacity building as needed by main stakeholders;
  • Re-assess current gaps (technical and governance) of the Industrial Intelligence Unit at MITI and contribute to the strategy to revamp it, including strengthening linkages with academia and research institutions and on selected analytical activities in the workplan Lead short review of selected policy instrument at industry/trade interface level with policy recommendations for re-alignment where needed;
  • Organize at least two relevant workshops on selected industrial policy areas from the findings of produced analytical outputs including dissemination/awareness events targeting policy-makers;
  • Participate in relevant Development Partners Groups (PSD Industrialization Working Sub-Group) as active member to: a) lead discussions around relevant industrial development topics; b) identify coordination and resource mobilization opportunities for UNIDO;
  • Participate in relevant Governments working groups and fora; providing inputs on strategies to spur industrial development in Tanzania.

Minimum Requirements
Education
University degree at Master's level and in Industrial/Economic Development, Economics, Political Science or a related area.

Languages
Fluency in English required. Working knowledge of other official language(s) of the United Nations, an asset.

Field of Expertise
  • A minimum of five (5) years of practical experience in international economics/industrial development; 
  • Experience in advising policy-makers and/or CEOs in developing countries on matters of industrial development and policy design;
  • Experience in designing and/or managing programmes for the delivery of industrial diagnostic/policy strengthening services;
  • Experience in organizing high-level workshops and launch events is desirable; 
  • Knowledge of the range of UNIDO methodologies to measure industrial competitiveness, including a solid understanding of the indicators used and calculation methods is an asset;
  • Extensive experience as a trainer in industrial policy-related topics and/or in designing training programmes adapted to the specific country/institutional context is an advantage;
  • Experience in the field of economic development research and analysis and the proven ability to produce analytical outputs for various audiences;
  • Experience working in developing countries and in close collaboration with the public sector
