Freedom House seeks a Program Officer to support evidence-based advocacy by Tanzanian civil society. The Program Officer will work in close coordination with the Chief of Party and Technical Director to support program implementation for a five-year USAID-funded project. This position will be based in Dar es Salaam, Tanzania and will report to the Chief of Party.

Principal Duties and Responsibilities
  • Plan and implement project activities and logistics with guidance from the Technical Director and Chief of Party;
  • Coordinate, manage and support a working group and relevant subgroups for women, children, youth, people with disabilities and others;
  • Assist in the facilitation of trainings, workshops, roundtables and other capacity building events supported by Freedom House;
  • Compile and write weekly and quarterly reports on project activities, including monitoring and evaluation reports;
  • Manage, track and report on all project expenses by ensuring that financial reports and expenditure sheets are completed, verified, reconciled and promptly forwarded to the finance department, in line with Freedom House’s policies;
  • Develop and maintain up-to-date files of program information and materials; and
  • Assist the Chief of Party and Technical Director with program design and development as needed;
  • Undertake other duties as assigned.

Minimum Qualifications
  • Bachelor’s degree required; Master’s degree preferred – in human rights, political science, law or other social sciences;
  • A minimum of 3 years of experience working with civil society in Tanzania related to human rights and advocacy ;
  • Knowledge of democracy, governance and human rights issues in Tanzania is required;
  • Two years of technical experience in dealing with multiple stakeholders including the media, CSOs, and youth activists in Tanzania and in the East Africa region;
  • Strong interpersonal skills, demonstrated ability to create and maintain effective working relationships with local partners, government officials, media houses, as well as in-country and foreign experts;
  • Demonstrated experience in developing activity work plans, budgets, implementing programmatic activities, and providing short-term technical assistance;
  • Demonstrated experience in managing M&E systems including target setting, data collection and reporting;
  • Knowledge of USAID rules and regulations, and other donor approaches to civil society development;
  • Strong ability to communicate effectively in English and Kiswahili, both orally and in writing; and
  • Ability to use productively software such as MS Word, Outlook, PowerPoint; and Microsoft Excel.

  • Comply with all policies and procedures; and
  • Work with the TD to ensure that conveners and members CSO are well trained in data management, collection, analysis and are utilizing data to drive advocacy agenda.

General Working Conditions and Physical Requirements
Essential functions are typically performed in an office setting with a low level of noise. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. The position may require regular travel to locations outside of Dar es Salaam.
