Overview
The Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI) is a non-governmental organisation that plays a pivotal role in complementing the Government of Tanzania’s efforts towards the attainment of its development goals. AGPAHI strives to provide quality and integrated HIV/AIDS health services to children and families. AGPAHI supports the provision of high-quality HIV and other health services and ensures that efforts are wel-integrated into existing regional and district health systems.

AGPAHI is implementing various projects that are highly demanding and thus the organization is looking for a motivated, result driven, qualified and competent staff to fill the following positions below:
Position: Program Manager Clinical Services
Report to: Director of Program
Duty Station: Dar es Salaam
Primary purpose of the position
The purpose of this job is to manage the support of clinical services provided through AGPAHI programs and ensure high quality integrated services in line with organisational strategic objectives. This role also provides technical support and mentorship to AGPAHI staff and the members of the health management teams to facilitate effective implementation of programs under the supervision of the Director of Programs.
  • Program Planning and Implementation
  • Oversee planning of activities and initiatives within AGPAHI scope of work and coordinate others in the technical team to ensure activities are well integrated within the broader clinical program.
  • Lead the implementation of the scope of work, specific activities and initiatives for AGPAHI in liaison with other departments to ensure that activities are well integrated within the broader clinical program to achieve the set objectives;
  • Provide technical expertise in the development and implementation of the programs for AGPAHI to program team and health service providers to ensure the delivery of quality clinical services;
  • Ensure timely and accurate reporting of AGPAHI activity to donors through real-time monitoring of implementation and development of required reports in adherence with timelines
  • Direct and Technical supervision to program coordinators and responsible performance management
  • Implementation Monitoring and reporting
  • In collaboration with quality improvement team, design, plan, implement and monitor initiatives geared to address improvement of services across AGPAHI programs
  • Coordinate the utilization of data for planning and performance measurement of comprehensive HIV and AIDS care and treatment and other related conditions services
  • Extrapolate data for monitoring and quality assurance purposes through regular collection and analysis to ensure the accuracy of data for decision-making purposes;
  • Guide program team on appropriate technical assistance to provide to service providers in the effort to improve the quality of HIV and AIDS services
  • Coordinate with other team members for timely submission of all required reports to provide information on how the department and its staff operate in line with set plans;
  • Consolidate reports for presentation to the Technical Committee and key partners on the performance and progress of the activities undertaken in the health facilities and the success factors and loopholes of these activities that require urgent attention;
  • Participate in recruitment of program staff to address the demands of AGPAHI projects
  • Training and Capacity Building
  • Lead the development of training and capacity building plans for AGPAHI technical staff through training needs analysis to identify the gaps and liaise with the Human Resource department to ensure all staff have the right skills to perform their roles;
  • Provide didactic and clinical mentorship for comprehensive HIV and AIDS care, treatment and other related conditions to medical practitioners within the facilities to ensure knowledge sharing amongst the technical staff;
  • Integrate evidenced-based techniques and strategies into preceptorship activities to enhance the quality of clinical services provided and adoption of best practices by AGPAHI;
  • Other tasks
  • Participate in select national HIV care and treatment initiatives through different workshops and fora to ensure that national guidelines are implemented within the programs run by AGPAHI for quality and maximum impact to the recipients; and
  • Network with other implementation partners to promote linkages between points of service and organizations working to provide HIV care and support.
  • Monitor the implementation of AGPAHI program work plan and budget and utilize information to guide timely response to program demands
  • Work with grants team to support sub-recipients in planning and budget development as well as monitoring of implementation according to rules and regulations Participate in the development of grant proposals, responding to RFA/RFPs and Technical review questions from donor
  • Participate in resource mobilization in line with AGPAHI scope of work for growth of organization portfolio

Required Qualifications
  • Medical Degree and a Master’s in Public Health from a recognized institution
  • Masters’ degree in a Medical related field is an added advantage
  • Current registration with Medical Council of Tanganyika
  • Five years of relevant work experience
  • Three years Managerial experience
Technical and Behavioral Competencies
  • Strong project management experience
  • Experience in working with donor programs that require community-level engagement;
  • Demonstrated experience in developing and implementing program strategies;
  • Demonstrated experience in preparation and control of budgets;
  • Knowledge of national guidelines on HIV and AIDS;
  • Previous experience working with international and local partners;
  • Excellent skills in addressing complex people management issues;
  • Good training facilitation and delivery skills
  • Computer and data analysis skills

JOB TITLE: Data Management Officer
LOCATION: Mara
REPORTS TO: Regional Program Coordinator
Purpose of the Post:
The purpose of this job is to strengthen the health information systems (GLASER, EID, DHIS, CTC2 DATABASES, PHARMACY MODULE AND LABORATORY and MOBILE SMS) to ensure the maintenance of high quality program data. This role is also responsible for capacity building of AGPAHI and supported health facility staff on data management. 

Major Duties and Responsibilities:
  • Assist in the implementation of data management strategies to contribute towards the achievement of AGPAHI strategic objectives;
  • Participate in the development and maintenance of the documentation and data management guidelines for AGPAHI to avoid any breach of confidentiality and to ensure that safety to all information is observed;
  • Review and approve CRF design, data review ground rules and database design in accordance to the Standard Operating procedures and protocol of the programs and the IT department;
  • Assist in the standardization of data management procedures to ensure all staff adhere to the same guidelines provided to them by AGPAHI;
  • Conduct data cleaning, back-up, design and programming of a clinical database to ensure system efficiency and effectiveness in the project sites
  • Review, analyse , and validate program data through review of patient’s files to ensure consistency, integrity, and accuracy based on project specific guidelines;
  • Carry out scheduled stress tests on the different databases that are in use at AGPAHI to identify any loopholes that require to be addressed to ensure proper functionality;
  • Query data inconsistencies and revise case report forms in compliance with standard operating procedures, client guidelines and regulatory agency guidelines to ensure strict adherence from all staff;
  • Provide expertise in all areas of data management through weekly staff meetings, workshops and training to ensure all staff are updated on the current trends in data management and have the required skill to work on the system;
  • Assist data clerks to collaborate with Site coordinator and finance staff to ensure that funds provided for IT maintenance and internet are timely and used for the right purpose in the purchase of internet and anti-virus packs for the system;
  • Conduct quarterly updates of the IT inventory from the facility level to ensure all facilities are adequately equipped with the necessary equipment to avoid any system downtime;
  • Train and build capacity of AGPAHI program staff in the use of Data and database for the monitoring of site’s performance and to address any issues that may arise from non-performance;
  • Review data collection tools used against the required reports and provide advice and assistance in the improvement of these tools to create efficiencies in the system;
  • Review monthly NACP reports prepared by the data clerks to ensure information provided is of high quality and timely submission to the site coordinator;
  • Run frequent queries for extraction of data from CTC2 database as required for donor uses as well as AGPAHI for program improvement.;
  • Carry out quarterly data verification and collection activities, upload the data into Glaser system and respond to urgent queries from staff, donors and partners;
  • Compile and prepare monthly and quarterly data reports for analysis and donor use and ensure that the information provided is accurate and of high quality; and
  • Collaborate with Programme Officer Quality Improvement to conduct Quality Improvement performance measurement from data collection, data entry, and data verification to ensure data collected from the facilities is accurate and of the standard required by the donors and management.

Qualifications
  • Bachelor’s Degree in Social Sciences, Communication Engineering, Communication, ICT from a recognised institution
  • Three (3) years of relevant work experience

Technical and Behavioural Competencies
  • Knowledge of national laws and regulations governing pediatric AIDS services and operations;
  • Experience working with donor funded organisations requiring community level engagement;
  • Knowledge of relevant AGPAHI donor requirements;
  • Ability to produce comprehensive reports;
  • Proficiency in the use of databases such as Microsoft Access, Epi-lnfo and analytical software, such as STATA, SPSS, R;
  • Skills in operational research;
  • Good facilitation skills and ability to deliver training; and
  • Discretion with confidential information.

JOB TITLE: Program Officer, Quality Improvement
LOCATION: Mara
REPORTS TO: Regional Program Coordinator
Purpose of Job
The purpose of this job is to provide assistance to supported facilities and CHMTs to develop continuous quality improvement teams, implement quality improvement plans, report and document all quality improvement initiatives. 

Major Duties and Responsibilities
  • Participate in the development and implementation of the Quality Improvement work plan and monitor the activities under this work plan to ensure they are executed as planned in the different regions;
  • Initiate Quality Improvement activities in health facilities that are identified in the different activities run under the program based on analysis of C&T, PMTCT/EID, LAB, TB/HIV, PITC, SCM, CL data for reporting purposes to the donors;
  • Participate in the development of tools and indicators that will be used in the field to ensure the work done and data collected is accurate, efficient and elaborate;
  • Assist in the development and maintenance of the quality improvement monitoring tools that are used by AGPAHI staff to monitor AGPAHI supported sites;
  • Carry out regular performance measurements at health facilities and analyse the Quality Improvement data to ensure staff and sub-grantees apply Quality Improvement principles in their routine supportive supervision at the health facilities;
  • Conduct site specific assessments of quality improvement capacity and monitor program officers to ensure data collected is of the required standard and quality;
  • Oversee data collection activities related to quality improvement efforts by regularly sampling data from different health facilities to ensure the data collected is to the standards required by the donors;
  • Support RHMT and CHMT Ql teams in the implementation of the National Quality Improvement Guidelines and National Comprehensive Supportive Supervision & Mentoring Guidelines to ensure efficiency and effectiveness of the programs;
  • Facilitate frequent training and workshop sessions that build the capacity of all technical staff to integrate Ql principles into their work and various departments in order to improve their performance;
  • Coordinate on-site Quality Improvement mentor programs and refresher courses for all program officers that have had previous training in Ql to initiate quality improvement initiatives in each department;
  • Coordinate regular meetings to share M&E and Ql data and patient outcomes so that departments know how effective the program is and what are the areas that need more support and focus;
  • Manage data and information generated from routine monitoring and evaluation and disseminate data and reports to RHMTs, CHMTs, sites, and partners for decision making;
  • Coordinate regular feedback to and information exchange with all stakeholders to share experiences in order to improve quality in the partners’ program;
  • Organise meetings at site-level with program officers in the review of data, flow charts and follow up of action plans through PDSA cycles in order to strengthen Quality Improvement in existing health management structure;
  • Act as AGPAHI’s primary liaison person with National AIDS Control Program and University Research Company (URC) to support them in the implementation of National Ql program;
  • Use results of Ql interventions in the development of reports, best practice documents and guidelines in collaboration with other -AGPAHI staff to share with AGPAHI, site staff, and partners;
  • Conduct semi-annual Quality Improvement campaigns to expand of Quality Improvement initiatives at health facilities,

Qualifications, Skills, and ability

  • Current registration with the Medical Council of Tanganyika or equivalent professional body
  • Three (3) years of relevant work experience
