JOB PURPOSE:
Under the direct supervision of the Head of Programme and the general guidance of the Deputy Country Director, the Consultant will support the CO in the management of the cash-based transfers and SCOPE portfolios. The job has two primary objectives:
Plan, implement and scale-up a vouchers programme for refugees hosted in Tanzania.
Manage the implementation of SCOPE in the refugee and nutrition programs.

The candidate will be based in Dar es Salaam, with frequent travel to the field. ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive)
The consultant’s main tasks will be as follows:
Cash based transfers
• Update sectorial assessments, cost-effectiveness and risk analysis prior to CBT intervention;
• Refine the strategy for the voucher programme in refugee camps, including strategic decisions on transfer models, transfer values, beneficiary targeting criteria, distribution modalities and plans, sensitization strategy;
• Prepare workplan, timeline and budget for implementation and scale up
• Draft and share Standard Operating Procedures for the implementation of CBT;
• Negotiate with Cooperating Partners and financial institutions, as applicable;
• Collaborate closely with the supply chain unit to develop and implement the required retail sector support;
• Monitor implementation, prepare progress reports, and provide advice for issues encountered during implementation;
• Support the development of a monitoring framework to highlight impact and lessons learnt;
• Coordinate the country office CBT working group.

SCOPE
• Update workplans, budgets, SOPs, and data sharing agreements, as applicable;
• Lead the scale-up of SCOPE in the refugee operation, and the full roll-out and management of SCOPE for the Boresha Lishe nutrition programme;
• Support WFP to design, build and implement a functioning beneficiary service desk to manage change brought about by use of technology and SCOPE;
• Ensure constructive partnership with the business units and other stakeholders and provide guidance for capacity enhancement and mainstreaming of SCOPE functionality and reporting into normal business processes;
• Generate ideas and requirements for adapting of SCOPE based on CO operational requirements. In particular, explore possibilities for integrating SCOPE with locally available commercial payment or delivery systems and services including use of beneficiary data sourced from other registration platforms;
• Participate in capacity building initiatives aimed at building solid cross functional BTM expertise at the CO including ensuring the right business and stakeholders alignment;

Other
• Contribute to the CO’s fundraising efforts through the development of partnerships and proposals, donor reports, visibility and donor/media visits as appropriate;
• Any other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:
• Voucher program supported by SCOPE is operational and improving access to a diversified diet for up to 80,000 refugees;
• All relevant CBT assessments are updated;
• Monitoring processes for voucher operations are established and strategic and operational decisions are being informed by monitoring data;
• Draft decision paper to further scale up voucher program;
• SCOPE is successfully implemented to meet assistance operational needs in both the refugee operation and the nutrition programme;
• SCOPE processes are executed and owned by CO business units i.e. Programme, Finance, Supply Chain etc;
• Sustainable cross functional business and technical support capacity for SCOPE operations is established;
• Data protection and privacy assessments and processes are in place and incorporated in all inter-agency and partner contracts and agreements. Data sharing agreements with partners are established;
• SCOPE and CBT training has been delivered to all staff (primary and alternate end-users) at the country and sub-office levels;
• SOPs are prepared for SCOPE and CBT implementation, including with cooperating partners if applicable;

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Economics, Agriculture, International Affairs, Business Administration, Social Sciences, Development Studies or other related fields or First University degree with two additional years of relevant work experience from the minimum experience requirement stated below. 

Experience: At least five years (of which three international) of postgraduate progressively responsible professional experience in the relevant field. Strong experience of cash-based transfers programmes in humanitarian contexts, and specifically in refugee camps.  

Knowledge & Skills: Strong understanding of the theory and application of food security, livelihood and safety net programmes. Good understanding of targeting, monitoring and evaluation techniques and their application. Knowledge of major humanitarian, recovery and development challenges and issues, specifically strategies for poverty and hunger reduction. Design, implement and evaluate of in-kind food, cash and voucher transfers cash. 

Langauage: Fluency in oral and written English. Knowledge of French and Kiswahili is of value.
