Background:
Tanzania Cheshire Foundation (TCF) with Leonard Cheshire (LC) has been awarded a four year grant since 2017 from a donor to deliver an Inclusive Education Programme in Dodoma City and Chamwino Districts Councils of Tanzania in line with the National Inclusive Education Strategy (NIES), The project aims to increase the enrollment and retention of children with disability in primary schools, to increase their learning and improve their life chances. 

Job Title: Project Manager
Reporting to: Steering Committee
Location: Dodoma, Tanzania
Contract type: Two years contract subject to 1st-year performance evaluation
PURPOSE OF THE JOB:
To work as part of the Leonard Cheshire (LC) and Tanzania Cheshire Foundation’s (TCF) Tanzania inclusive education project team, in Dodoma and Chamwino Districts of Tanzania. To be in charge of the project, to plan, budget, oversee, document and report all aspects of the project. 

Key responsibilities
Program Development, Implementation, and Management
  • Programme Development and Delivery: Ensure project outcome delivered to the quality required by the programme (with specified risks and benefits); to schedule, within set budgets and scope; provide key coordination and implementation role, ensuring project management standards are followed and deadlines met.
  • Prepare management products – including the project implementation plan, Activity vs Budget plans, quarterly and annual reports as per TCF, LC and donor requirements in the agreed contracts.
  • Monitoring, Evaluation, and Learning: Work very closely with MEL manager in leading the measurement and realization of benefits delivered by the project. Facilitate project data collection as a way of generating an evidence-based and inclusive education delivery.
  • Grant Management: Effectively manage donor grant allocated to project, ensuring that the grant is well managed and is in line with donor terms and conditions outlined in contracts.
  • Provide leadership for the development, management, and implementation of programme activities in line with TCF and LC’s strategic plan and the project scope.
  • Develop and maintain consistent, clear and timely communications and reporting for all project related activities, issues, and updates with the relevant persons at TCF and LC.
  • Work with relevant in-country and headquarter staff to strengthen and improve program impact and sustainability.
  • Accountable for project budget, resources and assets, working with a relevant project, TCF and LC staff to ensure financial controls are in place and cost-effectiveness of processes and practices.
  • Represent the project in national and other relevant meetings, including donor meetings as expected.
  • Enhance the capacity of the project and other stakeholders as relevant in the East and North Africa region to advocate on issues related to inclusive education and development,
  • Work strategically with MOEST, PO-RALG and other government agencies

REQUIRED QUALIFICATION AND EXPERIENCE:
  • Recognized and appropriate three years’ experience in project management. Degree /Masters or postgraduate in relevant field preferably in education,project planning management, monitoring, and evaluation.
  • Strong leadership experience, project management, budgetary and financial skills.
  • Good skills in project development, reporting, and Grant/ Fund management.
  • Excellent verbal communication and writing skills.
  • Ability to work independently on own initiative, And able to maintain strong relationship with internal and external partners,

Job Title: Project Community Worker
Reporting to: Project Officer
Contract Type: Two years contract subject to 1st-year performance evaluation
PURPOSE OF THE ROLE
To work as part of the Leonard Cheshire’s (LC) and Tanzania Cheshire Foundation’s (TCF) Tanzania inclusive education project team, in Dodoma and Chamwino Districts of Tanzania. To provide technical and operational support at the district level in day to day project activities.

KEY RESPONSIBILITIES
  • Visit beneficiaries in their homes to ascertain required information and track all beneficiaries at household level in your designated district.
  • Conduct scheduled school visits and updating attendance registers as directed by Monitoring Evaluation and Learning (MEL) Officer.
  • Report writing and other necessary documentation, developing and submitting activity reports as guided by the project officer.
  • Creating awareness about disability issues at the district level.
  • Providing operational support during the educational assessment.
  • Continuous provision of information to the management about the progress of the project.
  • Act as a link between the project office and stakeholders, especially children with disabilities, parents, schools and education managers in a district.
  • Support project in the implementation of Child to Child dubs, and Parent Support Group activities.
  • Support project officers in child protection case management and follow-up.
  • Support MEL Officer to provide regular statistics and data as required.
  • Submit monthly progress report.
  • Any other duties as directed by senior TCF and LC staff.

REQUIRED QUALIFICATION AND EXPERIENCE:
  • Recognized and appropriate three years experience in community work.
  • Degree in relevant field preferably in social work and community development.
  • Excellent verbal communication and writing skills.
  • Ability to work under pressure.
  • Able to maintain a strong relationship with internal and external partners.
