Duties:
The Public Health Specialist (Laboratory/Project Manager) works under the leadership of the Public Health Specialist (Laboratory Team Lead) as a senior laboratory program advisor to programs under the President’s Emergency Plan for AIDS Relief (PEPFAR). The incumbent provides comprehensive technical, administrative and managerial advice and assistance in support of building laboratory capacity, which includes surveillance, research and investigation activities of host government ministries, International Organizations, Non-Governmental Organizations (NGO) and host ministry of health partners involved in treatment of HIV/AIDS in country.

Duties
The Most at Risk Populations (MARPS) Prevention Program Officer works under the direction of the Prevention Team Lead as a key public health advisor to the Team Lead, Prevention Chief and CDC management. The major focus of the position is the development and implementation of strategies for the prevention of HIV in injection drug users (IDU), non-injection drug users, and men who have sex with men (MSM). Groups and risk behaviors do overlap and programs overseen by the incumbent will at times include work with sex workers (SW) and other emerging high risk populations. Manages prevention aspects and support for PLHIV as a member of the USG and MOHSW working group for Positive Health Dignity and Prevention (PHDP) and has the additional role of CDC gender focal point.

The job holder’s responsibilities include day-to-day program and administrative management, and coordination and collaboration with other PEPFAR agencies to ensure that project implementation addresses program strategic objectives and internationally recognized public health standards and best practices. This management role requires public health technical leadership, results-oriented analysis, advocacy, and constant and clear communication with implementing partners, such as the Zanzibar AIDS Control Program (ZACP), the Tanzania Drug Control Commission, Columbia University, Muhimbili University and various other governmental, university and non-governmental organizations (NGOs).

The incumbent serves as the primary CDC contact for implementing partners for all issues related to CDC-supported MARPS program activities and a leading technical expert within the U.S. Government interagency technical team.
