EMPLOYMENT OPPORTUNITY UNDER THE EAC STATISTICS DEVELOPMENT AND HARMONIZATION REGIONAL PROJECT
The East African Community (EAC) is the regional inter-governmental organisation of the 6 Partner States, namely the Republics of Burundi, Kenya, Rwanda, South Sudan, the United Republic of Tanzania, and the Republic of Uganda, with its headquarters in Arusha, Tanzania. The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.
To achieve these objectives, the key building blocks are the Customs Union, Common Market, Monetary Union and ultimately the Political Federation. The EAC started a fully-fledged Customs Union in January, 2010 and implementation of the Common Market in July, 2010 while the East African Monetary Union Protocol (EAMU) was signed in November 2013 and is under implementation.

The EAMU Protocol, among others, requires the Partner States to develop and adopt common methods, concepts, definitions and classifications for compiling, analysing and disseminating the statistics necessary for the proper functioning of the Monetary Union, while observing internationally accepted best practices. To support implementation of this requirement, the EAC Secretariat has secured a grant from the World Bank to implement a 5-year Project, the EAC Statistics Development and Harmonization Regional Project (EAC/Stat-DHRP). The objective of this project is to develop the statistical capacity of the EAC Statistics Department and the National Statistical Offices (NSOs) to produce harmonized and quality statistics necessary for planning, implementing, and monitoring the EAC integration agenda.

The Secretariat therefore invites applications from highly motivated and result-driven professionals who are citizens of EAC Partner States to apply for the project position tenable at the EAC Secretariat detailed below: 
Position: COMMUNICATIONS AND ADVOCACY EXPERT
(REF: EAC/HR/2018-2019/13)
Job Grade equivalent: P2
Job reports to: Project Manager
Job Purpose: to develop and implement a communications and advocacy strategy for the EAC Statistics Development and Harmonisation regional Project; and support the National Statistics Offices’ (NSOs) communication strategies. The communication strategy will set the framework for a statistics community-wide mainstream and social media visibility.

Duties and responsibilities
  1. Design a communications and an advocacy strategy for the EAC StatDHRP, and also an action plan for the project identifying key developmental issues to prioritize advocacy and awareness raising efforts;
  2. Liaising with media practitioners and the public on issues of mutual concerns
  3. Developing publicity materials and management of web site content;
  4. writing and editing statistical stories on topical issues, including media supplements, documentaries, press release and media features;
  5. Handle matters relating to public relations, information output, press releases and media requests, social media and/or advertising;
  6. Support in identifying statistical success stories and other themes that can be used in communication campaigns both at regional and national level;
  7. Support the NSOs to enhance their media and online presence and dissemination of information;
  8. Advise on and support the organization of publicity/outreach for the project, knowledge-sharing events and promotional opportunities;
  9. Organize events with the public/stakeholders to increase product awareness or knowledge on project activities or recent developments;
  10. Manage information output, by handling incoming requests for information from media outlets;
  11. Proofreading and fine-tuning of texts and materials to make them understandable and interesting to the targeted audience; and
  12. Perform any other duties as shall be assigned by the Project Coordinator.

Qualifications and experience
  1. A Master’s degree in either Communications; Mass Communication; Public Relations; Journalism, and related studies;
  2. A minimum of 8 years of experience with a proven professional record in working in the field of Corporate communication in a reputable organization, 3 of which must be at senior level;
  3. Experience in the usage of media technology, social media for public information/advocacy, and good knowledge and experience in handling of web-based management systems; and
  4. Experience at the national or international level in public relations, corporate communication or advocacy would be an advantage but not a requirement; and
  5. Understanding of official statistics would be an added advantage.

Competencies and skills
  1. Advanced skills in graphic design and desktop publishing;
  2. Ability to produce a wide range of communication supports, including infographics, presentations, videos, and layouts for both web and print.
  3. Fluency in English;
  4. Excellent communication skills;
  5. Excellent Team-work oriented and interpersonal skills; and
  6. Excellent analytical skills.
Eligibility
Only applicants from EAC Partner States are eligible to apply for the above positions. 

Terms and Conditions of Service
These are project positions supported by Donor Funds, and are non-established in the Secretariat for which contract terms are limited to the period of the project. The successful candidates will be recruited for an initial period of two (2) years and the contract may be renewed for another two (2) years, subject to project budgeting and a satisfactory performance evaluation.

Education Qualifications
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective Partner State. This condition is applicable for locally and internationally attained qualifications.
All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.

Relevant Working Experience
Internship, training and apprenticeship will not be considered as relevant work experience.
