Background
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Tanzania, UN Women is implementing the Women’s Leadership and Political Participation Project (WLPP), Wanawake Wanaweza Phase II (2018 – 2022). The Wanawake Wanaweza project operates on four main areas of focus: (i) support towards legislative and policy environment that enhance women’s political participation and representation in decision making positions; (ii) support towards expanding the pool of qualified and capable women to run for election, including through initiating programmes that boost women’s confidence and capacity to lead, enhancing their campaign strategies and techniques,; (iii) transform gender norms so that women are accepted as legitimate and effective leaders including through developing campaigns that sensitize the media and electorate on the need for women in public life at all levels, and (iv) support women leaders in gender-sensitive political institutions, including parliament and political parties to attract, promote and retain women leaders, and highlight the constructive contribution they make to decision-making. The project is in line with UN Women Strategic Plan 2018 – 2021 as well as with the United Nations Development Assistance Programme (UNDAP) II Outcome “Women and girls increasingly participate in political and public life and are elected to leadership positions”, the National Gender and Development Policy, the SDGs, CEDAW and other international and regional commitments, such as the African Union Agenda 2063.

In this regard, the Country Office is seeking the services of an international gender and political leadership trainer with extensive years of experience in developing training programs and training materials for female leaders, candidates and elected women. The expert will work closely with the Department of Political Science and Public Administration (PSPA) of the University of Dar es Salaam and provide technical and quality assurance oversight on the training manual and other materials, facilitate the ToT for women aspirants and accelerate the delivery of the various training programs in the most efficient and highly professional manner, bringing best global and regional practices.

Reporting to the Acting Head of Women Leadership and Political Participation Section, the consultant will support PSPA University of Dar es Salaam to develop a tailor-made training program with supporting modules and key training materials. S/he will also conduct the Training of Trainers courses, applying a participatory and trainee centered approach, practical and specific to the context in Tanzania. The training should include the skills that will help participants to increase their confidence, conduct effective campaigns and perform their tasks as political leaders more efficiently. She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio.

Duties and Responsibilities
1. Oversee the schedule and workplan in delivering the training manual, TOTs and the series of trainings
Provide high quality technical inputs and oversee the training of women leaders and aspirants;
Provide high quality technical inputs and quality assurance for the production of training manuals, handbook for aspirants and other knowledge products;
Facilitate series of ToTs and training workshops for women leaders and aspirants in close partnership with the PSPA UDSM and women caucuses of parliament;
Provide weekly updates on the delivery of the training program for the women leaders and aspirants and bring to the attention of senior management any challenges;

2. Perform any other duties and responsibilities as requested by senior management, in relation to the above.
Deliverables:
Support the PSPA University of Dar es Salaam in developing the methodology for delivering series of trainings, based on international and regional best practices;
Provide high quality technical inputs, including drafting/revising sections of the training manual, handbook for aspirants, the TOT Course Materials and provide specific recommendations;
Co-facilitate series of TOTs and aspirants trainings with PSPA University of Dar es Salaam;
Adhere to timelines in finalizing training materials and other related knowledge products;
Monitoring and Evaluation Tools for each training workshop;
Submit weekly progress reports and updates to the WLPP Team Leader;
Final report on the implementation of the tasks at the end of the contract, with clear recommendations to UN Women.

Fees and terms of payments: Payment will be made monthly, upon submission of monthly progress report on deliverables.

Required Skills and Experience
Education:
Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field.

Experience:
At least seven (7) years of experience at international level in designing and delivering training programs that target women in leadership positions and those aspiring to become political leaders;
Must possess good facilitation and pedagogical skills, and the ability to adapt to participants’ skills and needs; as well as facilitate a reflective learning and change process;
Knowledge of tools for capacity building of mainstreaming and planning, including on campaign and advocacy, gender budgets, monitoring and evaluation, and impact assessment;
Extensive experience in training, communication, presentation and negotiation and leadership skills; especially in curriculum development and training of trainers’ methodology;
Experience in participatory and trainee-focused methodology;
Excellent English written and oral presentation skills.

Language Requirements:
Fluency in English is required;
Knowledge of Swahili is an asset.
