The Government of United Republic of Tanzania has developed the National Social Protection Policy (NSPP) that sets out the broad policy framework for the development of a strong and effective social protection system in Tanzania Mainland. It is complemented by an Implementation Strategy 2019/20 – 2022/23 that provides detailed information on the actions to be carried out, the targets to be achieved and the resources required. The Policy seek to establish an elaborated Monitoring and Evaluation framework and a Coordination Mechanism.

The main rationale of this assignment is to develop essential tools and structures for tracking the implementation of the National Social Protection Policy and measuring its results thereby maximize the efficiency and effectiveness of the social protection system and its components. The M&E framework is a tool in collecting information and data on the progress made in achieving the targets and objectives of the NSPP, and on related bottlenecks and difficulties encountered. The Coordination structures will ensure that the results of M&E are properly taken into consideration and used to guide necessary adjustments in the implementation of the policy and optimize the performance of the social protection system and its components. 

Main and Specific Objectives
1. Component on the Monitoring and Evaluation Framework 
The monitoring and evaluation (M&E) framework will be a results-based approach, using a range of tools and indicators to assess progress achieved in the implementation of the Policy and individual schemes and programmes, identify bottlenecks and measure the impact of the social protection system and its programmes with respect to the objectives of the Policy. The M&E framework will include a set of performance indicators, at both output and outcome levels, along with baseline data and the sources of information that will be used to track the indicators.

The Specific Tasks: 
1. Identify main information needs for policy-level monitoring and decision-making and associated information users;
2. Identify critical policy implementation risks and related indicators for monitoring;
3. Develop an NSPP results-based monitoring framework that outlines policy-level objectives and measures, progress indicators, targets, and (existing) means of verification;
4. Develop an NSPP evaluation plan;
5. To establish a set of key performance indicators to assess progress in achieving the intended results of the Policy, at both output and outcome/impact levels;
6. To set out the different activities required for regular and effective M&E, and define their periodicity;
7. To indicate the responsibilities of the different stakeholders with respect to these M&E activities; 

2. Component on the National Social Protection Coordination Mechanism
The policy provides that for the successful implementation of the National Social Protection Policy it requires the participation of a wide range of actors with clear roles and responsibilities
The Specific tasks:
1. Review the identified coordination structures and roles/responsibilities as stipulated in the draft Terms of Reference Coordination Implementation of NSPP.
2. Assess the gaps, opportunities, and current challenges of the following: a. Roles, responsibilities, and membership of key coordination structures and linkages (information flows; accountability; reporting lines) between these structures; b. Linkages between key coordination structures and other relevant institutions within and outside the social protection sector; c. Role of key coordination structures vis-à-vis routine social protection sector reviews (annual review; mid-term review);
3. Analysis of required resources and capacity development/ training in order to operationalise enhanced social protection coordination in the coming years;
4. Develop coordination mechanism with clear function of roles and responsibilities of each structure and show the internal resources for implementation.
5. Describe how to ensure adequate information flows, including in relation to the new NSPP Monitoring and Evaluation framework, between social protection coordination structures

III. Scope and Methodology of the Assignment
The scope of the assignment M&E results matrix will include NSPP objectives indicators with clearly identified means of verification, targets to the extent possible, and risks & assumptions.  An attempt will have to be made to include a budget allocation and expenditure monitoring component.  A separate framework will be produced for use at the district level, based on relevant and available information that can be consolidated and feed into the central level NSPP M&E framework. Several field visits will take place to selected districts to inform the framework. 

The Coordination Mechanism part will focus on mapping out the roles and responsibilities of National structures and sub-national structures. Several field visits will take place to selected districts to inform the sub-national structure and linkages to the national level 

Methodology
The consultant will carry out a brief assessment of M&E frameworks of the main programmes and policies under the NSPP to understand how they can inform an overall NSPP M&E framework. Any weaknesses in the design of M&E frameworks of underlying programmes and policies that affect the overall M&E for the NSPP will be analysed and recommendations formulated for addressing these. The benchmark for this assessment is the overall results structure of the NSPP. Use of existing information sources (both routine and survey based) will be critical to a feasible and pragmatic design of the NSPP M&E framework.

There shall be several consultations across various ministries responsible for the implementation of programmes and policies under the National Social Protection Policy. Virtual meetings will be encouraged in compliance with COVID 19 preventive measures. The NSPP M&E framework will not substitute the M&E frameworks of these underlying policies and programmes. Rather, it will build on their main objectives, indicators, management information systems, and reporting structures to design an overarching sector-wide M&E framework. 

The Consultant will also consult with key stakeholders, including Government (MDA), NGOs Private Sector and Faith Based Organization in developing the Coordination Mechanism.  

To ensure the consultative nature of the process of designing the M&E framework and Coordination Mechanism, if possible, a workshop with main stakeholders will be held after the assessment stage as well as to present the draft Coordination Mechanism. These meetings will follow preventive measures of COVID 19 (social distancing, wearing masks, using sanitizers etc). Throughout the process, the consultant will maintain regular consultations with the PMO LYED and UNICEF.

To qualify as an advocate for every child you will have…
  • An advanced university degree (Master’s or higher) in in Economics, Social Science, International relations and public administration and management or related field.
  • A minimum of [five years] of relevant professional experience in monitoring and evaluation of social development or social protection programmes
  • At least 3 years of professional work experience with policy or programme M&E frameworks and systems
  • Extensive experience in conducting trainings and capacity building
  • Excellent analytical skill
  • Excellent organizational skill
  • Excellent communication and inter-personal skill
  • Demonstrated knowledge and understanding of Tanzania political economy
  • Fluency in English is required. Knowledge of a  local language is an asset.
