How can you make a difference?
Under the guidance of the Representative, and within the approved UNICEF Country Programme, the Chief Field Office (CFO) is responsible for the management of UNICEF Zanzibar Field Office's staff, and programme. This includes:
1. Maintain close cooperation and coordination of the programme with the Revolutionary Government of Zanzibar authorities and other development partners in Zanzibar, advocating for and leveraging support for children issues.
- Build and strengthen strategic partnerships with government institutions, national stakeholders and global partners / donors / academia to advocate UNICEF goals to advance child's right to survival development and wellbeing, mobilize resources, seek cooperation and establish alliances.
- Represent UNICEF (as appropriate/delegated) in Zanzibar-based events and key meetings to contribute to strategic discussions on programming issues, policy dialogue, discuss initiatives, report on progress achieved, present papers / ideas and/or advocate UNICEF's vision in the Country that is consistent with UNICEF Strategic Plan and supportive of national development goals and priorities.
- Attend and contribute to One UN meetings in Zanzibar, collaborate with RC Liaison Officer and UN system partners present and/or operating in Zanzibar to strengthen UN system interagency coherence, collaboration, cooperation and harmonization of programming, common services and operations. Ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda/priority setting for Zanzibar.
- Collaborate with inter-agency partners/colleaggues on UNDAP 9One UN) country development planning of programme/projects.

2. In coordination with the Deputy Representative and closed collaboration with Chiefs of Sections from the Country Office, lead and coordinate the development, implementation, monitoring and reporting of annual work plans covering the different programme areas.
- Coordinate the planning and conduct of situation analysis by the various sectors in the Zanzibar Field Office to establish a comprehensive and current data and information for programme development planning, management, monitoring and evaluation.
- Provide advice to the Deputy Representative and Chiefs of Section on strategies, direction and planning of programmes and projects to translate analytical data / information (from situation analysis) and priorities and goals into concrete programmes and projects that advance UNICEF goals in Zanzibar on child rights, survival and development.
- Guide and advise the various sectoral staffs throughout the process of programme formation, planning and preparation of the Annual Work Plans ensuring harmonization of approaches and alignment with UNICEF Strategic Plan, corporate guidelines, policies/procedures and regional and national priorities.
- Monitor and assesses programmes and operations and provide advice on best and innovative programming and management practices to enhance programming and operations.
- Undertake filed visits and surveys to monitor and evaluation implementation, identifies problems and proposes remedial action. Identify and propose alternative courses of action to accelerate / improve programme delivery and ensure capacity building and programme sustainability.
- Participate in meetings / events and annual / midterm reviews with government and other counterparts / stakeholders to contribute to strategic programme discussions, planning and assessments.
- Advise the Representative on FO annual work planning, setting priorities / targets and establishing performance measurements. Monitor implementation and progress of work plans; collaborate with colleagues to assist, advise and guide to ensure achievement of results according to targets and performance standards. Take timely decisions to achieve results and / or alert the Representative for timely action.
-  Establish clear individual performance objectives, goals and timelines; and provide timely guidance to his/her team to enable them to perform their duties responsibly and efficiently. Plan and ensure timely performance planning, management and assessment.

3. Guidance, supervision and development of Field Office Staff.
- Evaluate overall programme progress; identify weaknesses, bottlenecks and potential problems.
- Monitor and evaluate performance of staff based in Zanzibar, in cooperation with respective Section Chiefs.
- Promote learning and development through planning and organization of training events, activities and other capacity building initiatives to enhance the competencies / productivity of staff members.
- Monitor the optimum and appropriate use of programme resources (financial, human, administrative and other assets) and verify compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Approve disbursements and allocations in accordance with delegation of authority established by the Representative.

4. Coordinate evidence gathering, periodic reviews and reporting on the Zanzibar component of the Country Programme.
- Coordinate evidence gathering, assessments and evaluations to inform UNICEF programming in Zanzibar.
- Coordinate the collection, institutionalization and sharing of lessons learned to enhance performance and to use lessons learned in development / policy planning.
- Coordinate Zanzibar inputs into CO reports.

5. In coordination with the Chief of Operations, establish and maintain sound internal controls supportive of programming endeavors and to coordinate financial and supply management requirements and accountability.

To qualify as an advocate for every child you will have…
  • An advanced university degree (Master’s or higher) in social sciences, international relations, government and public relations, public or social policy, sociology, social or community development or other related fields, is required.
  • A minimum of 8 of relevant professional experience that combines technical and managerial leadership in development cooperation at the international level, some of which served in developing countries, is required.
  • Relevant professional experience in any UN system agency or organization is an asset.
  • Familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
