Job Title: Finance Officer (1 Post)

Organization Overview:
The Tanzania Youth Alliance (TAYOA) is a non-profit, Non-Governmental Organization established in November, 1997 under the provisions of Trustees’ Incorporation Ordinance of 1956 (Cap 375 of the laws of Tanzania) with registration number 1497. It is an alliance of partners designed to serve youth in urban and rural areas through Information Communication Technology (ICT). Its headquarters are at Bahari Beach Corner, Kunduchi, Dar es Salaam. 

TAYOA cultivates and embraces volunteerism by engaging local and international volunteers to design and implement youth activities.
TAYOA operates on the following strategic objectives:
  1. Scaled up capacity and strengthened sustainability of the National Health Helpline and Mobile Health Services Focus areas under this strategy include increased access to helpline services whereby helpline services will be provided for 24 hours and the number of callers that will be saved at a time will increase from 96 to 20,000 accessing toll free 20 minutes per day. Furthermore, Interactive Voice Response (IVR) services will be introduced and the operational management of the National Health Helpline and Mobile Health Service delivery will be strengthened. TAYOA will further strengthen partnerships, financial sustainability, and Monitoring and Evaluation of helpline services.
  2. Increased uptake of HIV prevention, care and treatment services among AGYW and Men. – Focus areas under this strategy include supporting National response to HIV prevention, including VMMC; HTC; Care and Treatment, Adherence; PMTCT. Furthermore, providing targeted services to Key Population (FSW, MSM, PWID); and supporting Integration of HIV services with other health programs.
  3. Reduced unmet need for Young men, Adolescent Girls and Young Women (AGYW) sexual reproductive health, family planning and sexual health – Focus areas under this strategy include Reproductive, Sexual health and Family planning.
  4. Increased gender equality and GBV services among youth and women: Focus areas under this strategy include Gender Equality, response and prevention of Gender Based Violence.
  5. Increased youth economical and financial inclusiveness and sustainable economic and financial growth through conditional cash transfer – Focus areas under this strategy include intervention around economic value chain in agriculture; Entrepreneurship and employability; Micro- finance and technology targeting youth and women.
At the moment, TAYOA is looking for a Finance Officer, who will be responsible for our upcoming projects, to commence by January 2019.

Essential Duties and Responsibilities:
  1. Administer accounting systems and assess accuracy and completeness of accounting records of the Global Fund project.
  2. Participate in preparation of project budget proposals.
  3. Coordinate and supervise budget expenditures relating to all project’s lines of operations.
  4. Analyses and installs departmental operations control in relation to approved budgets lines of expenditure.
  5. Analyze all activities and expenditures variations for management reports and decisions making purposes.
  6. Responsible for counting, verification and preparation of fixed asset report and submission to the donor in consultation with the Chief executive officer as required.
  7. Makes constructive and timely recommendations for the review of the financial, operational and administrative systems and controls.
  8. Frequently updating TAYOA’s fixed asset register.
  9. Ensure that adequate supporting documents are maintained, payments are adequately supported, valid, accurately computed, promptly paid and reconciled at the end of each month.
  10. Maintains the integrity and confidentiality of the office accounting records and other related Information entrusted to the position at all times.
  11. Collaborate with Project Manager to settle disputes all financial matters.
  12. Prepare quarterly, annual and timely financial statements and reports.
  13. Any other related task as may be assigned by Chief executive officer and the Deputy Director.

Qualifications:
  • Bachelor degree in Finance, accounting or related fields of study.
  • A Graduate with volunteering experience under finance or accounting field will be an added advantage.
  • Ability to write a clean and quality report.
  • Ability to work in highly sensitive, confidential environment.
  • Ability to work within communities.
  • Excellent IT skills especially Microsoft office package, excel, TALLY etc.

Competence:
  • Ability to communicate effectively in English and Kiswahili both orally and in written.
  • Open to learn and receive mentorship for six months from the time s/he starts working.
  • Good and strong interpersonal skills both soft and hard.
  • Ability to perform multi-task and meet demanding deadlines for assigned tasks, sometimes work under pressure and deliver.
  • Able to work independently and sometimes overtime.
  • Flexible to travel and adoptable to any environment.
  • Able to have Attention to details.
