Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek sanctuary in Tanzania. As of December 2017, Tanzania is hosting almost 235,000 Burundian refugees and over 50,000 refugees from the DRC in three refugee camps. To respond to this situation, NRC now operates in two camps hosting Burundian asylum seekers and refugees in Mtendeli camp and Burundian and Congolese asylum seekers and refugees in Nyarugusu Camp

NRC Tanzania office is seeking to recruit Support Manager who will be reporting to the Area Manager and will be overseeing the Finance, Logistics, HR/Admin, ICT departments or staff.

Job description
Generic Responsiblities

Line management of Coordinators: Finance, HR & Administration, and Logistics (incl. ICT)
Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements.
Facilitate the support function`s strategic input to the development of the Strategy and Plan of Action.
Provide input on operational support, in proposal development, and to coordinate and align operational support with programme plans.
Responsible for ensuring quality support to project implementation.
Facilitate the Support Master Budget and BPO development, including assessing and monitoring costs and resource allocation needs
Responsible for the strategic development of structures, technical systems, human resource capacity and allocation
Responsible for development of new specific technical SOPs, guidelines and tools
Responsible for organisational learning related to programme support.
Responsible for technical capacity building of support staff.

Specific Responsibilities

Member of the Country Management Group (CMG).
Assist in the development and delivery of the Country Strategy, Plan of Action/ Balanced Score Card.
Duputise for the Area Manager and Country Director as required.
Supervision of the NRC Office and staff in Dar es Salaam.
Ensure banking arrangements in Tanzania for NRC.
Preparation of financial information and development of budgets for proposals.
Maintain overall budget control and monitor cash flows.
Develop donor reports and maintain overview donors’ requirement and deadlines.
Implement NRC’s financial, HR, administration and logistics systems, routines and procedures, developing SOPs in each are in line with NRC policies and procedures.
Ensure adherence to NRC’s anti-corruption procedures and policies, including conducting investigations as necessary.
Develop and deliver a capacity-building plan for all staff in the country programme.
Ensure the correct use of NRC’s financial tool (Agresso) and ensure that posting and closure of expenditure is done on a monthly and annual basis.
Arrange for project and annual audits for NRC TZ.

Qualifications
Minimum 5 years’ relevant experience from a senior management position in a humanitarian/ recovery context
Experience from working in complex and volatile contexts
Allocation of resources and costs expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Qualifications relevant to the position
Education field
Administration / Organisation / Management

Education level
College / University, Bachelor's degree

Responsible for ensuring programme support to integrated programme, coordination and technical quality in Area office
Provide area specific input relevant for CC strategies
Compliance to donor standards, and grant management and regular reporting to donor in Area
Identify funding opportunities and develop funding strategy and forecasts
Responsible for grants management and BPO allocations in Area
Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation
Coordinate new emergency response in Area, and approve existing
Ensure capacity building of all technical staff

Specific responsibilities
Representation in coordination mechanisms/meetings at Area and National level.
Targeted capacity-building of project/technical national staff.
Deputise for Area Manager when requested

Qualifications
Minimum 5 years’ experience from a management position in a humanitarian/ recovery context
Experience from working in complex and volatile contexts
Wide core competency expertise
