IntraHealth International Tanzania Office is implementing a five-year project (2016 -2021) named Tohara Plus Project for “Accelerating the Scale- up of Voluntary Medical Male Circumcision (VMMC) for HIV prevention for Maximum Public  Health Impact in the United Republic of Tanzania, under the President’s Emergency Plan for AIDS Relief (PEPFAR)”. This project is funded by PEPFAR through the Centers for Disease Control and Prevention (CDC).

IntraHealth International Tanzania office is soliciting applications from suitable candidate to fill in the Administrative and Operations Officer Position for IntraHealth Tohara Plus Project. The position will be based in Kagera.

OVERALL PURPOSE
The Administrative and Operations Officer provides project support and administrative functions to the CDC funded Tanzania Tohara Plus project. The incumbent of this position will work under the overall supervision of the Regional Technical Manager.

ESSENTIAL FUNCTIONS
  • Assist in preparing project documents, proposals and records
  • Assist with the preparation of workshops, conferences, and seminars related to the project
  • Provide appropriate support to missions, consultants, and project related visits
  • Manages office supplies and keeps update records of office stationery and other supplies.
  • Manage the office petty cash in accordance with approved financial procedures and regulations.
  • Assist in maintaining an updated inventory of office assets and conduct physical inventory check yearly.
  • Maintaining the filling system in collaboration with the Senior Administrative and Operations Manager.
  • Assist to monitor the procurement function of the Kagera office and ensure quality, cost –effective and timely services; ensure strict adherence to the organizations and donors/USG policies.
  • Assist to secure relevant and adequate insurance in order to minimize risk and liabilities to the project (staff medical, vehicle insurance, etc)
  • Ensures regular and timely payments for utilities, staff mobile airtime, staff medical insurances etc
  • Ensures all statutory deductions are submitted to the relevant authority timely
  • Interface with IH-Dar Es Salaam offices’ focal persons on administration and human resource functions to ensure consistent adherence to IntraHealth policies and procedures.
  • Help interpret the organizational policies and employees handbook for field office staff.
  • Supervise staff in administration and operations unit and prepare work-plans and budget.
  • Assess expenditures in administration (office premises, fuel consumption, vehicle, repair and maintenance, etc.) and prepare budget.
  • Maintain, monitor and order all office stationeries and supplies within agreed budget.
  • Liaise with all office contractors and service providers and ensure the efficient running of the office including IT systems and other equipment
  • Ensures that all newly hired employees in the office have gone through formal orientation about the organization and the job;
  • Advises and timely brings HR matters to the attention of the Regional Manager and the Senior Administrative and Operations Manager;
  • Consults with the Senior Administrative and Operations Manager regarding all unclear issues related to Staff disciplinary and grievance policies, procedures or systems as required;
  • Provide secretarial and administrative support for the Tanzania Tohara Plus project
  • Receive visitors and channel them to the appropriate officer(s)
  • Receiving deliveries, couriers, incoming faxes and arranging distribution to recipients.
  • Monitor and maintain records for incoming/outgoing calls and faxes
  • Perform any other duties that might be assigned by the supervisor.

EDUCATION/EXPERIENCE REQUIREMENTS 
  • Bachelor's degree in Business Administration or equivalent
  • At least 3 years’ experience in administrative, secretarial, receptionist or clerical support.
  • Demonstrated excellent personal integrity and confidentiality
  • Previous experience working with CDC funded project or INGO is advantageous
  • Excellent interpersonal communication skills,
  • Demonstrated ability to work effectively in team based environment
  • Demonstrated ability in using Microsoft Office applications (Word, Excel, PowerPoint, Access, Outlook, etc)
  • Oral and written proficiency in English and Kiswahili required
