Job Title: ICT Specialist
Job Summary: RTI International is seeking an ICT Specialist for a USAID-funded malaria surveillance and monitoring project in Dar es Salaam, Tanzania. The ICT specialist will coordinate the project’s IT software design, development, deployment and support. S/he will maintain functional relationships with the Tanzania National Malaria Control Program (NMCP), Zanzibar Malaria Elimination Program (ZAMEP), Ministry of Health (MoH), University Computing Centre (UCC), University of Dar es Salaam (UDSM), and other relevant stakeholders to ensure strategic and technical alignment with GoT priorities, plans and standards. Under the supervision of the Surveillance and MERLA Director / Deputy Chief of Party (DCOP), the ICT specialist will build in-country capacity for support and maintenance of DHIS2, SmartCare, DATIM, eLMIS, and other HIS technologies. S/he will design, develop and deploy all core and technologies and middleware to support integration of databases in health and data visualization

Essential Duties:
  • Support and strengthen the capacity of the Tanzania National Malaria Control Program (NMCP) and the Zanzibar Malaria Elimination Program (ZAMEP), including for HMIS/DHIS2, eIDSR, MEEDS, MCN and other ICT platforms. 
  •  Interface frequently with senior members of the NMCP, ZAMEP and other partner organizations to solicit system requirements, build support and buy-in for systems, and advocate project goals. 
  •  Engage with national stakeholders on eHealth strategy implementation and development of relevant strategies and policies.
    Assist with the management of the HIS IT grants and technical team in their efforts to develop, implement, install and operate the Health Information System.
  • Support institutionalization of HIS within the NMCP and ZAMEP through the development of standard operating procedures (SOP) for governance of their HIS systems, updates and patches to existing systems, or development of new systems.
  • Assist in the development of data standards and protocols necessary for the integration of disparate systems; conduct primary and secondary research into existing health data standards in Tanzania and elsewhere in the world.
  • Assist team to ensure data accuracy and security, legal, and regulatory compliance with national standards.
  •  Evaluate the technical components of contracts with consultants, technical personnel and vendors of services and products related to HMIS.
  • Design and development of robust data visualization solutions

Minimum Required Education & Experience
  •  Master’s degree and 3 years of experience or bachelor’s Degree and 6 years of experience or equivalent combination of education and experience.
  • Prior professional experience as senior manager or higher in information technology management, business analysis, or enterprise/solution architect.
  • Proven experience with information system and technology management, including requirements gathering, system design, implementation, and policy development .
  • Experience with developing technical diagrams to represent business process, data flow and logical and physical data modeling.
  • Experience generating, reviewing, and administering IT-related contracts, Service Level Agreements (SLA), and Standard Operating Procedures (SOP).
  • Knowledge of DHIS 2 including roles management, data visualizer, data structures, data export capabilities.
  • Strong knowledge and experience with mobile data collection tools such as ODK, Commcare.
  • Experience working with relational databases to conduct data management and data analysis.
  • Demonstrated ability to transfer technical skills through preparation of training materials and through direct mentoring.
  • Strong oral and written communication skills in English required, including evidence of quality report writing and presentations.
  • Strong organizational and interpersonal skills.
  • Good team player.
  • Ability to collaborate and share ideas.
