ROLE PURPOSE: Save the Children is seeking a Senior Field Operations Manager for the USAID-funded Improved Nutrition for Better Life Program in Tanzania. This four-year program will intensify and integrate nutritional support to targeted regions to improve the nutritional status for women of reproductive age. This target group includes pregnant and lactating women, adolescents and children under five years of age in Tanzania. In addition, the staff will also work closely to support the Government of Tanzania (GOT) and local NGOs working at the district, facility, and community levels to improve nutrition-related behaviors within households by promoting evidence-based nutrition specific and nutrition sensitive interventions, and in line with the GOT’s National Multi-sectoral Nutrition Action Plan.

SCOPE OF ROLE: Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. Current programming focuses on child protection, child rights governance, education, nutrition and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania. We currently have an operational presence in Dodoma, Shinyanga, Zanzibar, Songwe, Kigoma and Dar es Salaam and we work through partners in other parts of the country. We employ more than 100 staff and have an annual operating budget of approximately $12 million

Reports to: Chief of Party
Role Dimensions: Should be willing to travel at least 50% of time in-country
Number of direct reports: HR Officer, Project Area Managers in the 4 Field offices (Dodoma, Morogoro, Rukwa, Iringa)

KEY AREAS OF ACCOUNTABILITY

This position is responsible for the overall operational management of the project and will coordinate and ensure strong alignment with the Deputy Chief of Party (D/COP) on all operational issues relevant for the project. S/he is responsible for ensuring that USAID requirements for budget planning, monitoring, and reporting are fully met in a timely manner, and the establishment and management of operational and administrative systems are utilized. This requires close liaison with the finance and technical planning departments of all partners and program staff, Save the Children, and USAID.

The position reports directly to the Chief of Party (COP), and will be a member of the Senior Management Team. S/he will advise the leadership team concerning relevant issues within or external to the project, including financial, personnel, administrative and security. In addition to necessary financial and administrative skills, this position requires someone with initiative, who is well organized, can handle pressure and deadlines, work in complex and conflict-affected areas, is capable of training and supervising staff, and has strong computer skills.
  • Ensure timely delivery of the activity in all four target regions and in line work plans and budgets in accordance with USAID guidelines and regulations.
  • In coordination with the COP, D/COP and Save the Children Country Director, represent Save the Children in front of GOT at both national and regional levels and USAID.
  • Supervise the HR and Project Area Managers including performance evaluation and revising job descriptions as necessary. Develop the capacity of the team and facilitate their professional growth;
  • Provide leadership support to Project Area Managers on their partnerships with implementing partners and other relevant stakeholders
  • Ensure all project management plans, reports, budgets from project area offices are accurate, timely, and consistent with Save the Children and USAID guidelines and regulations;
  • Ensure that key program personnel are aware of budgetary resources and are able to monitor their budgets respectively;
  • Review quarterly reports from Project Area Managers to ensure consistent with USAID reporting guidelines;
  • Prepare and revise project and operation guidelines so they adhere to Save the Children and USAID requirements;
  • Encourage a work environment of mutual respect where team members strive to achieve excellence.
  • Act as Safety and Security focal point for the Dodoma Office.

QUALIFICATIONS AND EXPERIENCE
  • Advanced degree in relevant field; professional qualification in project management desired;
  • Minimum ten years’ experience managing operations for USAID-funded projects; in-depth knowledge of USAID programs, rules and regulations;
  • Proven ability to prepare budgets and work plans;
  • Strong analytical, leadership and interpersonal skills; demonstrated ability to lead and work effectively in team situations;
  • Proven track record representing organizations in front of the government and donors at the highest levels
  • Experience as a coach/mentor to train staff and develop operational and project management skills of colleagues;
  • Experience managing and monitoring sub-awards, including all partners;
  • Demonstrated capacity and prior experience in managing the personnel, administrative and logistical functions of programs and projects;
  • Proven experience building the capacity of local NGOs and government bodies and collaborating closely with multi-level stakeholders;
  • Excellent oral and written communication skills in English required;
  • Familiarity with the political, social, and cultural context of Tanzania.
