IMPORT & EXPORT OFFICER at Aga Khan Health Service, Tanzania (AKHST)
The Aga Khan Health Service, Tanzania (AKHST) an institution of The Aga Khan Development Network, is completing a major phase II expansion of the Aga Khan Hospital, Dar es Salaam in 2018. This expansion aims at improving the Hospital’s quality of facilities and infrastructure to become an ultramodern 170 bed facility in order to increase its capacity as a provider of high-quality medical care leading to tertiary care, referral and teaching hospital.

The Phase II development is focusing on expanding key clinical services including a comprehensive cardiology programme, oncology services, and neurosciences, as well as the expansion of orthopedics and trauma, diagnostic imaging, critical care, and women and child health programmes.

The Hospital is ISO and JCI Accredited (achieved a level of quality and patient service that is equal to the best hospitals in the world) and the teaching site for The Aga Khan University, which offers postgraduate medical education programs leading to Master’s of Medicine in Family Medicine, Internal Medicine and Surgery.

It is also an accredited internship site. As part of the integrated health systems approach, AKHST plans to establish 35 outreach health facilities that are located across Tanzania. Currently, 20 such clinics have been established across the country and linked the main hospital in Dar es Salaam.

We are seeking for enthusiastic and qualified IMPORT & EXPORT OFFICER to work within the Material Management Department

POSITION SUMMARY:
As an integral member of the Material Management Department, this role ensures compliance and provides import/export administration and control in accordance with Aga Khan Health Service, Tanzania policies and procedures, government rules and regulations. Interfaces with internal and external customers, freight forwarders, customs officers and other functional areas to ensure coordination and logistics of shipment. Coordinates the selection of carrier/forwarder for shipment of goods and
prepares documents for freight forwarders.

KEY RESPONSIBILITIES AND ROLES:
a. Ensure all import records are maintained & updated regularly
b. Ensure all regulatory requirement and documents for Tanzania Food and Drugs Authority (TFDA) Tanzania Revenue Authority (TRA), Ministry of Health (MOH) etc are completed before goods arrival.
c. Track all shipments from suppliers and ensure all imported goo are insured while in transit
d. Follow up with Finance Department for suppliers prepayment and letter of Credit
e. Advice on the most competitive shipping method and allocate to the competitive freight & clearance company.
f. Liaise with clearing agent on all matters pertaining to clearance
and ensure goods are released and delivered within set timelines
g. Update internal teams regularly on status of their shipments
h. Follow up on all invoices to be received within 2 days of clearance and process for payment.

QUALIFICATION REQUIREMENT:
– Degree in procurement from a recognized University/ Collage
– Must be registered by PSPTB.

SKILLS, KNOWLEDGE & EXPERIENCE REQUIREMENT
i/ Minimum of 3 years’ experience of handling imports and exports while working in the clearing, forwarding agent/ company in Tanzania.
ii/ Up to date with Customs regulations, Duty and VAT applications
iii/ Knowledge of Tanzania Food and Drugs Authority (TFDA), Tanzania
Revenue Authority (TRA) and Ministry of Health, Community
Development, Gender, Elderly and Children (MoHCDEC) regulations
iv/ Strong analytical, problem-solving, negotiation, and organizational skills
v/ Good interpersonal skills: Ability to build relationships among team members
vi/ Ability to work under pressure and meet deadlines
vii/ Proficient at use of computer programs / software.
viii/ Good verbal & written communication skills both in Swahili & English.
ix/ Ability to work with diverse groups and commitment to advancing workplace diversity.
