Job Title: Group Human Resources Manager
Tanzania Leaf Tobacco Company Limited (TLTC) invites applications from suitably qualified and experienced candidates to fill the position of GROUP HUMAN RESOURCES MANAGER in the Human Resources Department.

Main Job Purpose: To provide a full range of Human Resource services to Executive and Line Management in terms of recruitment and selection, performance management, industrial relations, training and development, compensation & benefits and maintaining a record of staff information, ensuring that HR activities are properly coordinated and operating in accordance with Universal Leaf Africa’s policies and objectives as well as country-specific legislation.

Job Specific Requirements
  • Firstly, Knowledge Requirements
  • Secondly, Knowledge of labour legislation – Essential
  • Knowledge of HR policies and procedures – Essential
  • In-depth understanding of human resources management theories – Essential
  • Knowledge of general management principles – Essential
  • Knowledge of payroll – Essential 

Skills Requirements
  • Firstly, Negotiation skills – Essential
  • Secondly, Computer literacy – Essential
  • Thirdly, Verbal and written communication skills – Essential
  • Furthermore, Interpersonal skills-Essential
  • Moreover, Decision-making skills – Essential
  • Good command of both spoken as well as written English

Experience Requirements
7 years’ experience in managing an HR Department – Essential
5 years of dealing with a large workforce (1000 and more employees) – Essential
3 years of handling industrial relations matters, including trade unions – Essential
1 year exposure to the agricultural industry

Desirable Education Requirements
Degree in Human Resources Management or any other similar discipline from a recognized Higher Learning Institution
Master Degree – will be an added advantage

Main Job Objectives
  • To coordinate the implementation and update of Regional Human Resources policy objectives and strategy to deliver the intended results for the business
  • Also, To prepare and oversee Human Resources Department annual budget and monitor expenditure to contribute positive results to the business
  • To manage and oversee employee remuneration and benefits
  • Moreover, To advise Executive and Line management on Human Resource management best practice
  • To represent the company during all labour matters and advise management on changes in labour legislation
  • Furthermore, To organise and provide recruitment services for the business by acquiring competent and potential employees with required skills, knowledge and experience
  • To oversee and drive the performance management program, ensuring timeous, accurate and objective performance results
  • Continuously to oversee and drive the talent and succession management program
  • To coordinate company training and development functions to ensure that they add value to the business
  • To manage and oversee the implementation and maintenance of company policies and procedures
  • Reporting
  • The incumbent will be reporting to the Managing Director Duty Station Morogoro Municipality
