Background
UNDP has been supporting the National Assembly (NA) of Tanzania for more than a decade achieving significant results in strengthening the capacities of the institution. However, there is still much to be done if the NA is to meet regional and international standards that have been established for democratic parliaments. Not least amongst these is the limited engagement of the citizens of Tanzania in the work of the NA.

As a response to this, the five-year project, “Legislative Support Project II” (2017-2021), is being implemented with the National Assembly of Tanzania as the key partner. Through this project, UNDP supports the NA to be more effective, transparent and inclusive in fulfilling its Constitutional mandate and operating in accordance with international good practices for democratically functioning parliaments, through 1) Increased capacity of parliamentary committees to scrutinize Bills, oversee government and engage citizens; 2) More effective NA scrutiny and oversight of government, activities, budget and expenditure; 3) Strengthened functions and capacity for representing the interests of citizens in the NA; 4) NA supported to more effectively engage in strategic leadership, transparency and external engagement. 5) Gender is mainstreamed in all functions of the National Assembly.

The project is implemented through a National Assembly staff project team, based in National Assembly in Dodoma. Under the guidance and supervision of the UNDP Country Office and Chief Technical Adviser, the Driver provides reliable and safe driving services to UNDP/National Assembly LSP team and visitors, ensuring highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds.
Upon request of UNDP or NA in consultation with the CTA, the Driver can be also required to provide driving services to the operations and programme staff in the National Assembly, CO, consultants and experts and UN staff on mission. 

Duties and Responsibilities
• Ensure provision of reliable and safe driving services by:
• Driving office vehicles for the transport of UNDP staff, other high-ranking officials and visitors,
• Delivering and collecting of mail, documents and other items, and
• Meeting authorised personnel and visitors at the airport including visa and customs formality arrangements when
• Ensure proper daily maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, checking tires, brakes, car washing, etc. Raise any concerns with the condition and roadworthiness of vehicle immediately to project management;
• Ensure proper recording and use of the logbook and the dispatch book
• Ensure cost-savings on proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports
• Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts. Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents

Required Skills and Experience
• Successful completion of Secondary School Education
• Formal driving qualifications from a recognized transport institution
• Valid Class “C” driver’s license that has been obtained at least 5 years ago.
• Minimum of three (3) years’ experience as a professional driver
• Specific experience with UN or diplomatic organizations highly regarded
• Prior knowledge of the UN and UNDP administrative procedures preferable
• Outstanding safe driving record and strong orientation towards safety
• Adept in national driving rules and regulations
• Skills in minor vehicle repair and mechanics
• Basic computer literacy as an added advantage.
