The Position:
The
United Nations Population Fund (UNFPA) is seeking to recruit an
Adolescent Sexual and Reproductive Health and Rights (ASRHR) Analyst
with a focus on Youth Empowerment and Engagement. The successful
candidate will work under the overall guidance of the Deputy
Representative and the direct supervision of the Programme Specialist
HIV as part of UNFPA’s Country Team in Tanzania based in Dar es Salaam.

Job Purpose:
The
ASRHR Analyst provides strategic support and guidance as part of a
broader team in advancing key UNFPA interventions encompassing
Adolescent and Youth Empowerment and Engagement; Sexual and Reproductive
Health and Rights (SRHR); Gender Equality and Women’s Empowerment,
including Ending Sexual and Gender-based Violence; and Population and
Development both in the context of Mainland Tanzania and Zanzibar with
Humanitarian interventions spanning all areas. All of which is under the
umbrella and guidance of UNFPA’s Tanzania Country Programme (2016 –
2021) and the broader United Nations Development Assistance Programme II
(UNDAPII) (2016-2021).
Main Tasks & Responsibilities
The role of the ASHRH Analyst is intended to:
Identify and support Adolescent/Youth Groups and Leaders to lead and
engage in the promotion of adolescent/youth empowerment and engagement
with the aim to strengthen leadership and participation of young people
in policy advocacy; and adolescent/youth SRHR programming at all levels
(national, sub-national).
Support the Government of the
United Republic of Tanzania in the development of policies and
strategies (national, sub-national levels) to ensure that adolescent and
youth development needs are effectively prioritized and integrated.
Continuously analyze and interprets political, social and economic
trends, progress, challenges and bottlenecks for youth development,
empowerment and engagement in the context of Adolescent SRHR and more
broadly.
Keep abreast of new policy development and
strategies for implications in the context of adolescent SRHR with a
focus on empowerment and engagement through analyzing policy papers,
strategy documents, national plans and development frameworks, and
prepare briefs and inputs for policy dialogue, technical assistance
coordination, and development frameworks.
Represents UNFPA
within the context of the UNDAPII coordination processes, in
government-led and other youth development dialogue structures,
including the ASRHR related working groups, particularly in areas of
youth empowerment and engagement.

Key Outcomes
A. Strategic Technical Support
Contributes to the establishment and/or strengthening of national level youth-led groups, advisory panels and youth umbrella networks for active leadership and engagement in policy formulation and programming for ASRHR; and other related issues.
Identifies vulnerable groups among adolescents and youth; and supports the designing and implementation of targeted programmes that address their ASRHR needs with a focus on youth empowerment and engagement.
In-line with the UNDAPII contribute to the incorporation of youth development, youth engagement and ASRH concerns in relevant Thematic Results Groups, Outcome Groups and other relevant processes.
Assists in building strong technical and programme multi-sectoral partnerships for advocacy for the ICPD Agenda through national institutions, networks, alliances and coalitions.
B. Results-based Management
Monitors UNFPA programme implementation by keeping a close monitoring on progress of activities, funds being expended at the programme level and agreements being made with local partners.
Prepares and monitors ASRHR project budgets and expenditure through UNFPA global financial and programme platforms; and reviews funding authorisation and certificate of expenditure reports.
Establishes and maintains network of partners, including key Ministries, Civil Society Organizations and Development Partners and provides assistance in organizing and conducting meetings and public information events.
C. Capacity Development
Participates in strengthening capacity of government (national, sub-national) and other relevant stakeholders in improving the engagement of adolescents and young people in policy formulation and programming for ASRHR; and other related issues.
Supports and guides programme staff on ASRHR programme policies and procedures, particularly in areas of youth empowerment and engagement. Continuously guides ASRHR Implementing Partners on UNFPA programming processes, including adherence to quality and timely reporting.
D. Evidence and Knowledge Development and Dissemination
Helps to strengthen and operationalize the evidence base on current and emerging ASRHR issues to inform national, sub-national and sectoral policy development, planning and monitoring networks and coordination.
Contributes to the creation and sharing of knowledge by synthesizing and documenting research findings, lessons learned, success stories, best practices, strategies and approaches of the Country Office and prepares relevant ASRHR materials for dissemination.
Supports the communication and resource mobilization strategies of the Country Office by compiling and synthesizing relevant background materials on ASRHR for use in discussions, public events and social media platforms.
Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience
Education:
Advanced university degree in public health, sociology, anthropology, development studies, community development or other related social sciences.
Knowledge and Experience:
At least five years professional experience in Sexual and Reproductive Health and Rights, with focus on Adolescent Sexual and Reproductive Health and Rights. Additional experience in Adolescent and Youth Empowerment and Engagement development programmes highly desirable.
Demonstrated experience in working on adolescent and youth, human rights, and/or gender equality and women’s empowerment programmes will be a strong advantage.
Experience and a thorough understanding of government systems (national, sub-national) especially in the areas of adolescent and youth; sexual and reproductive health and rights planning systems and programmes.
Languages:
Fluency in Kiswahili and English.
