Job Description
Reports to: Associate Director for Clinical Services
Location: Mbeya
Contract: One year, with option(s) to renew

General Overview:
The purpose of this position is to provide technical programmatic and clinical advice and direction in the implementation and scaling-up comprehensive Maternal and Child health services in HIV including Prevention of Mother to Child Transmission of HIV (PMTCT) in the Southern Highland zone.

The Pediatrics and PMTCT Advisor will be part of a team of experts whose areas of work will include: scaling up of PMTCT and pediatrics services including PITC, ART and Early Infant Diagnosis (EID). She/he will be a technical lead on the PMTCT and pediatric and will strategically provide directions to roll-out, implementation and monitoring of all interventions pertaining these programs. The Advisor will directly work with Adult and Pediatric Programs as well as community organizations to ensure linkage across the continuum of care.
The PMTCT & pediatrics Advisor will be based in Mbeya with frequent travel to Rukwa, Katavi, and Mbeya regions and with limited travels to Dar es Salaam. She/he will report to the Associate Director for Clinical services.

Duties and Responsibilities
  • Provide technical advice to the medical director, the program and HJFMRI regional teams, and RHMT/CHMTS on HIV Maternal and Child health services including PMTCT and EID if HIV in the Southern Highlands regions.
  • Coordinates the components of management of Pediatric HIV with in the program in the zone
  • Supervise and support a team of Regional Pediatric and PMTCT officers in effectively implementing of comprehensive HIV Maternal Child Health services at regional level.
  • Coordinates the planning, initiation and implementation of Early Infant Diagnosis program and integration of Early Infant Diagnosis with HIV Pediatric Care and Treatment program including PMTCT
  • Provide technical support to implementing partners in planning, budgeting and supervision for pediatric HIV and Care and PMTCT activities
  • Responsible for the design, implementation, coordination, and evaluation and a broad range of agency-funded Pediatrics and PMTCT program activities , initiatives and studies required to implement the President’s Emergency Plan for aids Relief (PEPFAR) in the zone
  • To assist in program monitoring and evaluation in PMTCT and Pediatrics HIV care and treatment
  • With Regional Health Management teams (RHMT), Council Health Management Teams (CHMT) and Hospital Management Teams (HMT), design and implement innovative strategies for improving the quality of PMTCT and Pediatric HIV including EID services
  • Provide technical support in the planning, implementation, monitoring and evaluation of PMTCT and Pediatrics program.
  • Support HJFMRI regional teams to build capacity of Clinical and Community partners to deliver quality PMTCT and Pediatrics services in the Southern Highlands.
  • Conduct quarterly supportive supervision to build capacity of the HJFMRI staff, RHMT, CHMT, and facility based health-care workers for the delivery of quality PMTCT and Pediatric packages.
  • Ensure service guidelines and protocols, SOP, and Job Aids are available, properly and constantly used by the health care providers at the facility level
  • Provide technical support to ensure accurate PMTCT and Pediatrics program data are well captured, compiled and reported timely according to reporting schedules.
  • Monthly review program data, analyze, provide interpretation, acknowledge best practices and provide recommendations for service improvement.
  • Establish and maintain a strong relationship with Regional MOH and District Health entities, and Faith – based organizations responsible for implementing the national PMTCT and Pediatrics program.
  • Technically support the program in development of the program procedures, systems and referral mechanisms
  • Assist in the development of community linkages and support groups for HIV positive mothers and their families to ensure a network of quality care.
  • Develop strategies to strengthen Mother-Infant pair (HEI) follow up at least until weaning period, EID services and enrollment of HIV positive infants on ART.
  • Write regular program reports as required.
  • Undertakes periodic review of implementation and operation of monitoring and reporting mechanism (SAPR and APR); including preparation of best practices and lessons learned.
  • Participate in the Zonal RCH meetings to strengthen the integration of Pediatric HIV care and EID services in the zone and ensure services are linked with the National goals.
  • Effectively represent HJFMRI in National/USG HIV TWG and Forum as it relates to PMTCT services.
  • Perform any other related duty as assigned by the supervisor.

Requirements:
  • MD with Masters in Public Health (MPH) or similar degree and with a minimum of five years’ experience in providing technical support on PMTCT and Pediatrics services.
  • Experience with Pediatric HIV programming and/or RCH services
  • Experience working with PEPFAR funded programs.
  • Proven interpersonal skills and with ability to work effectively as a member of a team or independently
  • Ability to deal effectively and diplomatically with multiple government agencies, non-governmental organizations, faith-based organizations, and the private sector
  • Strong supervisory and management skills
  • Proven verbal and written communication skills including a demonstrated ability to write technical documents and give state-of-the-art presentations
  • Willingness to travel in Southern highlands up to 40% of the time
  • Fluency in Kiswahili and English.
