FUNCTION
Tanzania Milk Processing Project (TMPP) Monitoring Learning Evaluation (MLE) Officer reports to the Program Director. S/he also works closely with the country TMPP management team to provide the overall support to the Monitoring Learning Evaluation function across all zones where TMPP operates. As such, s/he will work in close collaboration with respective TMPP staff with the view to supporting each zone to realize quality project outcomes and to document and present the same in a manner that is impactful and of high quality. To this end, he/she will provide technical assistance, advice and support on key aspects of Monitoring Learning Evaluation that would shape the overall TMPP’s framework and ensure that all outcomes are achieved.

RESPONSIBILITIES & DELIVERABLES
MLE strategic Implementation ( 45%)
  • Provide technical guidance and support in the implementation of the overall monitoring, learning, and evaluation framework in line with the TMPP Program Framework and Heifer International’s global goal and monitoring, learning, and evaluation requirements.
  • Ensure clear definition of objectives and their results; adequate provision of technical advice for the revision of key indicators, realistic intermediate and end-of-project targets are defined, focused baseline studies are conducted at project start, and clear identification of sources of data and collection methods.
  • Deploy and optimize use at country level of TMPP MLE system of record for project and program results
  • Supervise quality data collection and management in accordance to latest industry standards as adopted by TMPP MLE.
  • Establishment of quality assurance procedures for data prior to its use
  • Plan and coordinate Country Program Framework reviews, Project Self Reviews and Planning (PSRP) sessions, midterm and final or end of project evaluations.
  • Design and implement a system to identify, analyze, document and disseminate lessons learned for program and project results.
  • Conduct research to assist project design with relevant secondary information.
  • Design project MLE frameworks and project documents
  • Design and implement a system to identify, analyze, document and disseminate lessons learned for program and project results.
  • Develop and set-up systems at all country levels and ensure quality data entry.
  • Developing and maintaining a database for the project beneficiaries in all the key project both internally and in Survey CTO platform on a continuous routine.

Capacity Development ( 35%)
  • Lead and collaborate in the development of people and management strategies to strengthen MLE effectiveness across the country program and in the region.
  • Supervision of MLE interns, providing mentoring and coaching on approaches and technical methodologies.
  • Participate in exchanges visits with other partners and other regional assignments to contribute to the MLE activities of TMPP.
  • Promote a results-based approach to Monitoring, Learning and Evaluation emphasizing on data quality, results, and impacts.
  • Contribute in the recruitment, training and supervision of external parties that are contracted to implement special surveys and studies required for evaluating project effects and impacts.
  • Build staff and partners’ capacities on MLE through facilitation of trainings, collaboration, and development of MLE tools
  • Foster quality participatory monitoring by training and involving primary stakeholder groups in the M&E of activities
  • Continuously build self and professional development knowledge, skills and competencies

Proposal development and report writing (15%)
  • Ensure availability of quality project and program data reports, information, analysis and insights for country staff, management, partners, and external donors.
  • Conduct an analysis of the country program and project’s work to ensure it is fully integrated into the assessment of results and insights.
  • Routine practices and protocols in report writing to enable timely, relevant and accurate reporting.
  • Visually appealing formats/infographics for reporting across all stakeholders.
  • Present country program achievements and lessons learned to the internal and external audiences.
May perform other job-related duties as assigned (must be included in every job description). 5%

Minimum Requirements:

  • Bachelor’s degree in international development, quantitative economics, business and or statistics or the equivalent
  • At least two (2) years of demonstrated experience in the Monitoring, Learning & Evaluation field, ideally gained through working in the development context, preferably in a non-governmental organization (NGO) or relevant private sector context. Experience in supporting and monitoring field-based programs.
  • Experience in managing databases and coordinating evaluations, surveys and impact monitoring at a senior level.

Preferred Requirements:
  • Master’s degree or equivalent in international development, quantitative economics, business and or statistics or the equivalent with an academic focus on monitoring and evaluation, plus four (4) years of directly relevant experience in Monitoring Learning Evaluation.
  • Experience in supporting and monitoring field-based programs in Tanzania or the East African region.
  • Proven experience in staff training.
  • Understanding of Heifer’s Value-based model is an added advantage.

  • Knowledge of enterprise development and linkages to poverty alleviation.
  • Excellent organizational skills.
  • Proven experience in building the capacity of partner institutions to document and disseminate industry information, manage knowledge, measure progress and plan and advocate within the industry.
  • Proficient knowledge of word processing, spreadsheets, presentation tools, electronic mail (Microsoft Office preferred) and the Internet.
  • Knowledge of and experience with developing private/public partnerships at the national and business level.
  • Demonstrated proficiency in English and other local languages, both oral and written.
