Position: Head of Operations and Regional Delivery 
Location: Dodoma 
Overview
Chemonics seeks a head of operations and regional delivery for an anticipated multi-year, DFID-funded education programme in Tanzania. Shule Bora seeks to improve quality, inclusiveness, and safety of learning for all 11.5 million girls and boys in government pre-primary and primary schools in Tanzania. In addition to providing support to government systems at the national level, Shule Bora will provide additional focused support to an estimated 4.4 million children in nine regions. The head of operations and regional delivery will guide the programme’s operational management and drive implementation in the nine selected Shule Bora regions (provisionally Singida, Katavi, Tanga, Kigoma, Rukwa, Mara, Simiyu, Mtwara, and Pwani).

The position will be based in Dodoma and will require travel to other parts of Tanzania. The project is expected to start in March 2021 and conclude in March 2027. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Support the team leader in the day-to-day management of the programme as part of the senior management team
  • Lead the programme operations and finance team based in Dodoma
  • Oversee nine regional leads who in turn will manage regional staff (technical, monitoring and evaluation, operational, and finance)
  • Ensure delivery of project activities in the nine regions through managing and engaging staff in a matrixed system, with a focus on adaptive management
  • Act as the team lead in their absence
  • Work with with the team leader in programme work planning, budgeting, performance management, risk management, monitoring and evaluation, and strategic communications
  • Maintain quality control over all programme operations, ensuring performance targets are met and deliverables outlined in the programme contract are completed in a timely manner, offer value for money, and adhere to DFID and Chemonics regulations and procedures
  • Supervise field operations (including the programme’s facilities such as office space (central office in Dodoma and nine regional offices), equipment, and programme vehicles), administration, logistics, procurement, budgeting, and financial accounting
  • Supervise daily programme financial operations, including cashflow management, timesheet records, financial reporting, and monitoring of budgets and expenditures
  • Work with the senior management team to ensure that, where possible, funding for interventions is channeled through Tanzanian government budgeting and planning processes
  • Manage communication and agreements with subcontractors; monitoring of deliverables (technical and financial) and compliance with Chemonics and DFID regulations
  • Handle human-resources and personnel-management issues and tasks, including recruitment of local staff, administration of local staff leave and benefits, local staff care and professional development, and performance management and review
  • Establish business conduct standards and procedures that comply with Chemonics and DFID standards, and ensure staff are regularly train on compliance and use of systems and internal controls to reduce risk and exposure to vulnerabilities
  • Support other members of the senior management team in the identification and design of new project interventions under Component C of the project (Support the Tanzanian government to test, adapt and deliver interventions at scale) based on evidence
  • Oversee the implementation of Component C interventions in the nine regions; and ensure technical outcomes and deliverables
  • Ensure the monitoring and evaluation of these interventions and contribution to programme level learning
  • Promote quality assurance and quality improvement for technical activities
  • Support the development of the monitoring, evaluation, and learning plans
  • Work with the rest of the senior management team to identify programme technical assistance needs, develop suitable scopes of work and recruit staff and consultants
  • Support the DLI independent verification teams (IVTs) from an independent learning and evaluation service provider through mobilising the regional M&E leads
  • Contribute to the design and updates of the theories of change for each of the four outcome areas: learning, disability, girls’ education, and school safety
  • Participate in key strategic reviews of the project
  • Represent the programme to key regional stakeholders (regional and district government and non-government)
  • Support Tanzanian government to build awareness, understanding, and support of the education sector payments for results mechanism at the regional and local levels
  • Support the senior management team to engage with key national stakeholders as necessary (e.g,. Ministry of Education Science and Technology and the President’s Office Regional and Local Government)

Qualifications:
  • At least eight years of professional experience managing or providing technical oversight for large (£15 million), complex projects in developing countries, including at least four years as a team leader, chief of party, project manager, deputy team leader, or deputy chief of party, ideally for a DFID-funded project
  • Experience leading large teams across multiple locations and managing programmes that achieve results, with a focus on adaptive management
  • Combination of operational and financial experience as well as monitoring and evaluation and technical experience (education sector experience preferred but not required)
  • Proven project management skills, ideally with a project-management qualification
  • Experience of and ability to collaborate and build partnerships with host-country governments, UK government agencies, donor agencies and international organisations
  • Experience managing and coaching direct reports
  • Experience in Tanzania or East Africa is required
  • Demonstrated leadership skills, versatility, and integrity
