Introduction:
The US Military HIV Research Program (MHRP) is staffed and aided by the Henry Jackson Foundation for the Advancement of Military Medicine (HJF) and its subsidiary HJF Medical Research International (HJFMRI) to employ specialized HIV/AIDS technical support in Tanzania. Efforts executed under this program focus primarily on HIV prevention, care and treatment with funding from the President's Emergency Plan for AIDS Relief (PEPFAR).
With headquarters in Bethesda, Maryland, MHRP and HJF work together to support programs in Kenya, Uganda, Tanzania, Nigeria and Thailand.

The Global Health Program in Tanzania works in tandem with the Tanzanian People’s Defence Forces (TPDF), Ministry of Health Community Development, Gender, Elderly, and Children (MOHCDGEC), and President’s Office –Regional Administration and Local Government (PORALG) and in collaboration with non-government entities (NGO), Community-Based Organizations (CBO), and Faith- Based Organizations (FBO) with the purpose of creating a lasting health change in Tanzania. Job Title: GBV and Children, Adolescent and Young Adult Program Advisor (1 Position)
Reports to: Associate Director, Community Services
Location: Mbeya HQ
General Overview:
The Gender Based Violence (GBV) and Children, Adolescent and young Adult Program Advisor will serve as the primary technical expert and contact person for HJFMRI/MHRP GBV and Determined, Resilient, Empowered, AIDS-Free, Mentored, and Safe (DREAMS) for adolescent girls and young women (AGYWs) Program at the organizational, facility and community level.

This position is located in Mbeya, Tanzania with travel throughout the Rukwa, Songwe, and Ruvuma and Katavi regions. The CAYA Program Advisor will oversee planning and implementation of Determined, Resilient, Empowered, AIDS-Free, Mentored, and Safe (DREAMS) initiative and GBV/VAC Program. The incumbent will be responsible for liaising with Ministry of Health Community Development, Gender, Elderly and Children (MOHCDGEC), local and national organizations, including Faith Based Organizations to facilitate the expansion of DREAMS interventions at health facility level and in community settings.

The GBV and Children, Adolescent and Young Adult Program Advisor will work closely with our Clinical and Community partners to design strategies and coordinate all DREAMS and GBV related interventions in the DREAMS districts of Mbeya City , Kyela and Mbarali District and other HJFMRI coverage regions.

Duties and Responsibilities
Program Quality and Management:
  • Serve as the lead for the DREAMS and GBV program implementation, overseeing all programming and coordination of programming
  • Serve as the primary point of contact and collaboration for other stakeholders, including MOHCDGEC, Ministry of Education, Ministry of Home Affairs and other related associations, and actors in the sectors of social work, HIV/AIDS, and children’s protection such as UNICEF and UNAIDS.
  • Lead the planning of program activities and set high quality performance targets ensuring adherence to technical standards, best practices and PEPFAR guidelines.
  • Provide guidance and technical support to partners in developing work plans; track progress on work plans; provide recommendations on challenges that arise during implementation.
  • Use appropriate program management tools to plan, review and track progress on program implementation as well as on the utilization of program resources.
  • Work closely with SI department to ensure the implementation of a strong M&E system, using MHRP/HJFMRI – T and Ministry tools and resources to maximize project impact on beneficiaries.
  • Identify and respond to partner needs for training, technical assistance, and capacity strengthening and facilitate capacity building initiatives.
  • Keep abreast of technical developments and new research in the area of Children, Adolescent and Young Adult.
  • Ensure effective linkages between key stakeholders, implementing partners, and HJFMRI – T to provide quality service to beneficiaries with a focus on sustainability. 
  • Hold regular meetings with implementing partners to discuss and track progress on needs basis.
  • Submit timely and accurate reports related to progress and other reports as required to Associate Director, Community Services.
  • Develop annual work plans, budgets and reports for DREAMS and GBV Programs; and ensure integration of initiative activities into wider HJFMRI-T annual plans and the Outreach Department work plans.
  • Participate in local and international government and USG Tanzania technical meetings focusing on Children, Adolescent and Young Adult program
  • Support Senior Management Team especially in identifying areas requiring policy influence and support implementation and development of long term plan
  • Provide on-going support through coaching, supervision visits and mentoring to partner organizations, facilities and HJFMRI/MHRP staff in implementing DREAMS and OVC activities; Program Compliance/Financial Management Support:
  • Provide financial management support to Finance Department on DREAMS and GBV Program budget through monthly/quarterly wire Forecast and budget modifications as required.
  • Work closely with Finance Department to ensure effective use of program funds.
  • Conduct periodic follow up with implementing partners to support efforts with issues of overall program efficiency, effectiveness, accountability and compliance.
Coordination and Communication:
  • Ensure participation of implementing partners in relevant coordination meetings at the district, regional, national and international levels.
  • Work closely with relevant support teams (procurement and finance) to ensure systems are in place that will enable timely receipt and distribution of all program materials.
  • Maintain strong communication within the program team, Technical Advisors, regional staff, with in-country stakeholders, and including with other sister HJFMRI offices as appropriate.
Other Duties:
  • Perform other duties as requested by Outreach Director and support required by the general program.

Qualifications:
  • Master’s degree in gender, public health, behavioral sciences, human rights or related field
  • At least Five years’ experience implementing HIV and AIDS related initiatives which can include a combination of community-based awareness-raising and prevention and/or facility based work developing capacity of (training) service providers to respond meaningfully to GBV and HIV and AIDS interventions.
  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out
  • Experience working with CSOs in HIV/AIDS, GBV, AGYW and DREAMS advocacy, training and institutional capacity building
  • Three years’ experience managing donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners, and diverse beneficiaries.
  • Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills
  • Prior PEPFAR budget management experience strongly, especially prior USG experience
  • Prior AGYW, youth and GBV /VAC program management experience.
  • Experience with monitoring and evaluation of GBV and HIV and AIDS focused interventions, preferably under PEPFAR.
  • Excellent written and oral English communication skills.
  • Ability and willingness to travel 40% of time.
