Overview
Jhpiego seeks a Technical Director to provide technical leadership and innovative programming for a Global Affairs Canada (GAC) adolescent sexual and reproductive health and rights (ASRH-R) project in the Mara region of Tanzania. The project aims to increase the agency of female and male adolescents (ages 10–19) over their SRH and well-being by 1) increasing knowledge, skills, and abilities of adolescent girls and boys, individually and as partners, to make, full, free, and informed decisions; and 2) Improving the capacity of health system to deliver high quality services to adolescent girls and boys; and 3) improving skills of adolescent girls and boys to advocate and participate in health accountability mechanisms.

The position will operate under the leadership of the Project Director and Jhpiego’s senior management team. S/he will oversee and ensure the technical and methodological soundness of project activities, develop and lead the team on application of innovations and human centered design principals, and ensure gender transformative approaches are utilized throughout the project. In collaboration with project team and partners, the position will also support the design and implementation of project approaches, operational research, gender analysis and required assessments.

Responsibilities
  • Provide technical oversight, strategic direction, application of innovations, best practices and definition of appropriate project activities
  • Establish and implement a system to ensure appropriate technical oversight and ongoing quality of project activities
  • Integrates technical feedback from Project Steering Committee and Adolescent Advisory Committee into project implementation
  • Lead the development of and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of GAC and the Government of Tanzania (GoT)
  • Provide technical assistance to partners and stakeholders in adolescent engagement, gender transformation, empowerment, and education; healthcare worker training in ASRH-R and GBV case identification, response, and case management; and advocacy and leadership skills training for adolescents.
  • Lead technical strategy and engagement with local partners to build their capacity and to ensure project sustainability
  • Coordinate advocacy, demand generation, and policy support, across project sites as required
  • Work closely with project leadership and the strategic information staff to promote a culture of data use and adaptive management practices.
  • Work closely with project leadership to engage in human centered design and application.
  • Be able to communicate, engage with and work effectively with youth.
  • Operationalize guidelines for accountability structures for meaningful participation at the council and regional level (Mara)
  • Lead the formulation of innovative approaches for scale up of targeted diagnosis and treatment services
  • Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
  • Mentors youth in program design, technical skill building and areas of expertise to develop youth skills in the project
  • Work with health care providers, local authorities, community members and project team members to identify service delivery issues that impede access to care and uptake of services
  • Identify and implement appropriate facility- and community-based strategies to address gaps in implementation
  • Identify capacity building needs for project-supported clinical and community services and assist in the design and implementation of measures to address those needs
  • Work closely with the Project Director on setting project priorities and directions, and responding to requests for support from local counterparts
  • Work with M&E staff to design, implement a plan assessments, operational research and data collection and analysis to track data/results to inform adjustments in project implementation
  • Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US, Canadian, and international implementing partners, to ensure that all activities conform to the requirements and regulations
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Document and maintain an inventory of successful tools and approaches for case management including diagnosis and treatment
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Supervise project technical staff
  • Manage technical contributions of potential subgrantees, including defining scopes of work
  • Maintain excellent relationships with GAC and GoT and in-country stakeholders and develop rapid responses
  • Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with the GoT, its ministries, GAC, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award

Required Qualifications

  • A bachelor’s degree in a relevant field/clinical degree (doctor, nursing, midwifery) required and a Masters in a relevant field preferred
  • At least 5 years’ experience implementing ASRH programming, preferably in East Africa
  • At least 5 years’ experience in implementing and/or providing technical assistance to donor-funded development projects valued at $3 million per year or more, preferably in East Africa
  • Demonstrated experience training clinical and community-based healthcare workers in ASRH, GBV case identification, first line response, and case management
  • Demonstrated experience leading a capacity-building approach for CSOs, providing capacity building assistance at individual and organizational levels
  • Skilled in the following technical areas: strengthening service delivery projects; providing leadership skills and advocacy training to adolescents; and/or monitoring and evaluation
  • Demonstrated in-depth understanding of the healthcare system in Tanzania, with experience living and working in Tanzania preferred
  • Familiarity with GAC’s administrative, management and reporting procedures and systems
  • Proven track record managing a project team composed of several technical experts and fostering teamwork
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Verbal, written, interpersonal, and presentation skills in English
  • Proficiency in Microsoft Office
  • Ability to live in Mara and travel to project sites.
