Project Overview

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70 of funding to local partners.

ACHIEVE has been funded by USAID in Tanzania to implement a four-year activity which aims (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV; (2) to deliver high-quality services to OVC in assigned regions; and (3) to strengthen the capacity of local organizations to deliver OVC services. ACHIEVE will begin activities in Tanzania in October 2020.

Position Summary

The Systems Strengthening Project Officer, reporting to the Systems Strengthening Technical Director, and located in Dodoma, Tanzania, will support the project's first Strategic Objective, related to strengthening the social services workforce, social welfare planning and budgeting systems, and other OVC-focused systems, structures, and tools. The Systems Strengthening Project Officer will also work with the Systems Strengthening Team to ensure that the project's systems strengthening activities successfully link to, and support, the achievement of the project's other objectives

Key responsibilities

- Coordinate and provide a range of technical, programmatic and administrative support to the Systems Strengthening team to ensure achievement of results under SO1.
- Identify key systems strengthening gaps and provide direct technical inputs in line with background expertise and project needs, as guided by the TD-SS and/or Senior Advisors.
- Support the engagement of local and/or international consultants or short-term TA as needed to meet specific project objectives.
- Support the technical team in planning, organizing, facilitating, and documenting planned consultative workshops, meetings, trainings, and learning forums with government partners and other stakeholders.
- Support development, dissemination and implementation of key project systems and tools, including SW supervision framework, NICMS, CCSWOP, etc.
- Lead support for ward readiness assessments and action plan development and implementation.
- Facilitate the documentation of system strengthening activities.
- Lead or support development of scheduled reports, work plans, budgets, technical briefs or other deliverables as assigned to support the completion of all requirements related to the Systems Strengthening objective.
- Participate in cross cutting activities that serve to enhance the overall project implementation.
- Collaborate with Government of Tanzania partners, including PORALG, MoHCDGEC, and others, as well as other stakeholders on systems strengthening.
- Coordinate with other ACHIEVE/Tanzania teams, Pact/Tanzania, and ACHIEVE HQ staff in the successful programmatic and technical implementation of the Systems Strengthening component of the project.

Basic Requirements
- Advanced degree (Masters or higher) in a relevant field such as public health, social work, etc.
- At least 5 years of technical experience with one or more of the following social welfare workforce strengthening; design and/or implementation of integrated case management systems focused on children or adolescents; and social welfare planning and budgeting.
- Strong understanding of interventions in social welfare and protection system strengthening and capacity development of Government entities at all levels.
- Demonstrated experience in the design and implementation of training curricula.
- Knowledgeable about adult learning methodologies and principles.
- Demonstrated experience in cultivating and sustaining working relationships with government, particularly PO-RALG and/or Department of Social Welfare.
- Strong written and oral communication, facilitation, and interpersonal skills. Fluency in English and Swahili.

Preferred Qualifications
- Demonstrated knowledge of USAID's objectives and Journey to Self-Reliance.
- Prior experience working with or in collaboration with PO-RALG and/or MoHCDGEC Department of Social Welfare.
- Previous experience working on USAID- and/or PEPFAR-funded systems strengthening, technical assistance, OVC or child protection, and/or capacity building projects.
- Tanzanian work experience necessary; Tanzania National preferred.
