Associate Technical Director

ROLE PURPOSE:
Save the Children is seeking an Associate Technical Director for an anticipated five-year USAID-funded integrated RMNCAH health program. This transformational program focuses on achieving improved health outcomes for women of reproductive age and children under five years old. This RMNCAH health program’s main aim is to increase the demand for as well as utilization of quality RMNCAH services particularly women of reproductive age, youth (targeting Adolescent girls and young women) and children in the targeted regions. To achieve this, the Activity will improve access to quality-integrated services at health facility and community levels, improve the quality of service delivery at all levels, promote health seeking behaviors and strengthening an enabling policy environment and national level. The foundation of success for this program depends on working with a number of partners, multiple complementary USAID investments, and most importantly, the government of Tanzania.
This position is contingent upon donor approval and funding.

SCOPE OF ROLE

Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of GoT priorities and policies, both directly and through local partners. Current programming focuses on child protection, child rights governance, education, maternal and newborn health, nutrition and emergency response. We currently have an operational presence in Dodoma, Morogoro, Iringa, Rukwa, Shinyanga, Zanzibar/Pemba, Songwe and Kibondo. We employ nearly 165 staff and have an annual operating budget of approximately $13-15 million.

Associate Technical Director will provide technical leadership and oversight for an upcoming five-year U.S. government funded integrated health project aiming to increase the demand for and use of quality integrated RMNCAH services in target regions, particularly by youth and women. The position will lead design and day-to-day management of technical assistance efforts to improve capacity of the Government of Tanzania to deliver quality reproductive, maternal, newborn, child, adolescent health and CECAP services at the facility and community level. The Associate Technical Director will work closely with technical implementation teams to ensure the project progresses towards expected results. S/he will also work with M&E staff to ensure project deliverables are monitored and course corrections are identified and implemented as appropriate. This position is contingent upon award by the donor.

KEY AREAS OF ACCOUNTABILITY
  • Lead and oversee the development and delivery of a high quality, innovative, cost effective and sustainable program for both facility and community resulting in improved integrated health outcomes for women of reproductive age and children under five years old.
  • Provide technical leadership to implement the program to achieve key results: improving the quality of health services, improving the ability of individuals to practice health seeking and self-care behaviors, improving the enabling environment for quality health services.
  • Provide day to day technical and program oversight in the design, planning, measurement, and day-to-day management of implementation in support of the project goal and objectives
  • Ensure the technical, methodological soundness and fidelity of activities across targeted regions, in collaboration with the project team and partners, support the design of service delivery and community engagement strategies, based on sound and current scientific evidence.
  • Collaborate closely with the Ministry of Health and key USAID Implementing Partners and other donors and key stakeholders such as LGAs, CSOs and NGOs to ensure harmonization of technical approaches across technical and geographical coverage and to ensure technical assistance.
  • Based on collaboration and in consultation with MOH, USAID and other stakeholders, provide technical leadership in the development, refine and adjust project strategic plan, technical approaches and annual work plans and project monitoring.
  • Work closely with the Chief of Party and DCOP on setting project priorities and directions, and responding to requests for support from local counterparts
  • Oversee efforts to support capacity building including supportive supervision and mentorship at the individual and organizational level in reproductive, maternal, newborn, child, and adolescent health and nutrition services
  • Document and disseminate project success, Lessons learned, innovation good practices and challenges in the project implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • In collaboration with Monitoring Evaluation Accountability and Learning team and other technical colleagues, to develop and utilize data capturing and reporting tools and implement a plan to track data/results related to service delivery to ensuring donor and MOH compliance as well as ensuring data quality and assurance systems for the program are up and running including informing adjustments in the project implementation.
  • Track measures for climate risks in the EMMP and include them in the work plans, budgets, and MEL plan
  • Ensure Save the Children’s active participation and contribution to policy dialogue and engagement at the national level, including relevant TWGs, sub-committees and other professional forums in collaboration with Health and Nutrition Specialist.
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Supervise technical staff and build capacity, mentor, and manage a team of highly qualified staff to ensure rapid and sustainable results
  • Manage technical contributions of sub-grantees, including defining scopes of work

QUALIFICATIONS
  • Clinical degree in medicine, nursing, or midwifery
  • Master’s Degree in public health, international development or related field.
  • Minimum of 8 years’ experience with progressively increasing responsibility for designing, managing and implementing/providing technical assistance in complex integrated health projects, Reproductive health, Maternal, Newborn, Child Adolescent health, and nutrition programming in developing countries involving multiple stakeholders and implementing partners

EXPERIENCE AND SKILLS
Essential

  • Demonstrated hands-on experience in building community, facility, and Ministry of Health capacity to provide quality health services
  • Demonstrated experience in quality improvement at facility and community levels
  • Ability to collaborate and liaise with senior MoH officials, other USAID implementing partners, other relevant health sectors programs, national experts, and senior members of the donor community
  • Five years’ experience in senior management role in an international and National donor funded organizations
  • Ability to collaborate and liaise with SCUS technical advisors and administrative staff
  • Proven track record managing a project team composed of several technical experts from multi-cultural backgrounds and fostering team work
  • Strengths in inspiring and enabling others through training, and capacity building to realize organizational objectives.
  • Strong oral, written, and presentations skills in English.
  • Familiarity with the political, social, and cultural context of Tanzania is preferred.
  • Familiarity with Tanzanian healthcare system
  • Five years’ experience implementing large scale USAID funded or similar projects and designing and implementing Health Delivery Services in Tanzania
  • Ability to travel nationally and internationally 30%

  • 10 years’ experience implementing large scale USAID funded projects and designing and implementing Health Delivery Services in Tanzania.
