Overview
Jhpiego seeks a Sr Technical Advisor: QI and Sustainability/QI Program Lead for an upcoming Centers for Disease Control and Prevention (CDC)/PEPFAR-funded voluntary medical male circumcision (VMMC) project in Tanzania. The project aims to contribute to the PEPFAR goal of achieving HIV epidemic control through the scale-up of quality, safe VMMC services targeting adult men and high-risk populations for HIV prevention in Tanzania. The project will work in CDC priority regions to reach males >15 years and saturate VMMC services in low coverage areas in Geita, Kagera, Mwanza, Shinyanga, Simiyu, Mara and Kigoma regions. The project will operate over a 5-year period.

The QI Program Lead will provide technical leadership in strengthening and institutionalizing QI initiatives to improve VMMC services at national/regional/district/facility levels. The position will operate with oversight from the Deputy Project Director and will ensure strategic planning, technical oversight and methodological soundness of all QI and sustainability activities. The position will meet and collaborate closely with the donor GoT stakeholders and other VMMC and PEPFAR IPs to ensure strong collaboration on planning and implementing sustainable programming. The position will be responsible for developing QI approaches and strategies to meet QI standards in order to achieve and maintain national, PEPFAR and international standards. With an emphasis on government led programming, in collaboration with project team and partners, the position will liaise with Government of Tanzania through the National AIDS Control Program and R/CHMTs to design and implementation of service delivery strategies to improve quality and sustainable programming.

Responsibilities

  • Provide technical oversight, strategic direction and definition of QI project activities
  • Engage local stakeholders to define desired sustainability priorities in line with national documents
  • Lead regional and district teams to integrate QI activities into all VMMC service delivery including review of QI standards; assess gaps in meeting standards; and support facilities and service providers to develop a plan of action to achieve the desired health outcomes
  • Support the GoT for updating or revision of national QI standards for quality assurance (as necessary)
  • Develop a CQI package of interventions for different ensuring quality at various settings (mobile/outreach, static clinics, referrals) providing VMMC services
  • Conduct supportive supervision following national and PEPFAR SIMS VMMC tools
  • Identify and implement appropriate facility- and community-based strategies to address standards and data reporting of AE including notifiable adverse events (NAE), QI; HCW/CHW capacity building in QA/QI training gaps
  • Document and maintain an inventory of successful tools and approaches for standardization and data reporting for QI/QA, AE, NAE, and HCW/CHW capacity building in QI/QA
  • Develop and test approaches for quality and performance improvement and/or human resources development
  • Align quality approaches with national MOH and district-level stakeholders and their desired health outcomes
  • Apply quality standards to ensure that health services meet PEPFAR program requirements, as well as meet client expectations
  • In collaboration with program staff ensure that necessary quality improvement planning, budgeting and management activities occur to facilitate smooth and efficient program functioning
  • Monitor and track improvements and progress toward quality goals
  • Reinforce the peer review process, including sharing lessons learned and best practices adopted, to continually bridge performance gaps
  • Develop, implement and monitor standards for quality programming
  • Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
  • Identify CQI training needs for providers and assist in the innovation design of training methods (e.g. virtual, blended, low dose high frequency) and implementation of measures to address those needs
  • Work closely with the Principal Investigator/Project Director and Deputy Project Director/VMMC Lead on setting project priorities and directions, and responding to requests for support from local counterparts
  • Collaborate with M&E staff to design, implement a plan to track data/results related to addressing standards and data reporting of AE including notifiable adverse events (NAE), QI; HCW/CHW capacity building in QA/QI, and TA to MoHCDGEC, PORALG and IPs to inform adjustments in project implementation
  • Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Supervise technical staff
  • Maintain excellent relationships with CDC and in-country stakeholders and develop rapid responses
  • Contribute to the development the project strategic plan, work plan, and project monitoring, in close collaboration CDC, MoHCDGEC, PORALG at all levels and IPs to ensure timely implementation and compliance to the requirements and regulations of the award

Required Qualifications
  • A Clinical Degree (doctor or nursing), and Master of Public Health preferred
  • At least 7-8 years’ experience implementing and/or providing technical assistance QI initiatives for HIV prevention projects, specifically VMMC;
  • Demonstrated experience training clinical and community-based healthcare workers on data collection and usage, QI/QA standardization, AE and NAE reporting and sustainability approaches
  • Demonstrated experience providing capacity building assistance at individual and organizational levels
  • Demonstrated experience with a mix of practical technical skills capacity building and adaptation and usage of QI/QA standards necessary for strengthening HIV prevention and VMMC service delivery at the regional, national, clinical and community-level
  • Experience with using innovative tools for data visualization, including GIS software Demonstrated in-depth understanding of Tanzania healthcare system, particularly the public health system, experience living and working in Tanzania preferred
  • Familiarity with CDC’s administrative, management and reporting procedures and systems
  • Oversight of QI and sustainability point persons at regional level
  • Strong collaboration with GoT VMMC regional/district focal persons/R/CHMTs, GoT national quality assurance office and other stakeholders
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent verbal, written interpersonal and presentation skills in English and Swahili
  • Proficiency in Microsoft Office
  • Ability to travel nationally to project sites
