Background:
Palladium is currently seeking a Front-end Developer, Tanzania to support implementation of the Translating Data for Implementation (Data.FI) award. Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of epidemiologic and program data to inform management responses to gaps in programming and sustain impact by supporting local partner transition.

In Tanzania, Data.FI will support the government (PORALG) and USAID to strengthen and expand the application of the Makole Model as a change management approach to improve productivity and the quality of services at health facilities. The model combines data from existing quality improvement and quality assurance (QI/QA) platforms with data from other systems to improve institutional performance and health outcomes. Data.FI will support data management and use and will be guided by a technical advisory group composed of experts from USAID, PORALG and UNICEF.

Purpose of Position:

We are looking for a skilled front-end Web Developer to join our development team.
Reporting to the Senior Systems Architect, this role will be responsible for developing and implementing user interface components, for example, using React.js concepts and workflows such as Redux, Flux and Webpack. You will also be responsible for profiling and improving front-end performance and documenting our front-end codebase.

To ensure success as a front-end web developer, proficiency with React.js is recommended, as are in-depth knowledge of JavaScript and React concepts, excellent front-end coding skills, and a good understanding of progressive web applications. A commitment to collaborative problem solving, sophisticated design and quality products are important.

This position is based in Dar Es Salaam or Dodoma, TBD. The initial position term is 6 months, with an extension for up to 3 years, depending on funding.

Key Responsibilities:
  • Meeting with the development team to discuss user interface ideas and applications.
  • Reviewing application requirements and interface designs.
  • Developing and implementing highly responsive, re-usable, user interface components using React concepts.
  • Troubleshooting interface software and debugging application codes.
  • Developing and implementing front-end architecture to support user interface concepts.
  • Monitoring and improving front-end performance.
  • Documenting application changes and developing updates.
  • Optimizing components for maximum performance across a vast array of web-capable devices and browsers
  • Any other duties assigned by the Sr. Systems Architect.

Required Experience:

  • Thorough understanding of React.js and its core principles is recommended
  • Proven experience working as a React.js Developer or equivalent front-end web development expertise.
  • Knowledge of modern authorization mechanisms, such as JSON Web Token
  • In-depth knowledge of JavaScript, CSS, HTML, current specifications of EcmaScript and front-end languages.
  • Knowledge of React tools including React.js, Webpack, Redux, and Flux.
  • Proven experience with browser-based debugging and performance testing frameworks.
  • Excellent troubleshooting skills.
  • Good project management skills.

Required Qualifications:
  • BSc. in Computer Science or a related field, or equivalent experience.
  • At least 5 years’ experience developing digital information systems, with a significant amount of time spent developing web-platforms.
  • Familiarity with open-source global goods, including demonstrated experience using DHIS2.
  • Proven experience developing web applications.
  • Demonstrated proficiency of JavaScript frameworks such as Angular, React or Vue, CSS, HTML, current specifications of EcmaScript and front-end languages recommended.
  • Ability to take direction to iteratively define and implement the solution as requirements are being identified and finalized.
  • Demonstrated experience in working within a multi-disciplinary team in a fast fast-paced, technically challenging environment.
  • Experience using software projects using tools to facilitate the DevOps process such as Trello, Jira, or Microsoft DevOps.
  • Experience using BI tools such as Tableau, PowerBI, Metabase preferred

  • Ability to travel 30% within Tanzania.
  • Fluency in English required, fluency in Swahili preferred.
