Rationale
Purpose of the SSA:

Background
WHO is providing financial and technical assistance to the Government if Zanzibar through the Ministry of Health, Social Welfare, Gender, Elderly and Children in strengthening response measures aimed at mitigating the impact of COVID-19 on human lives. A critical aspect of the COVID-19 response is strengthening case management and IPC. In this regard, WHO wants to recruit temporary staff to be deployed to Zanzibar to support the COVID-19 response.

The Technical officer is expected to work in close collaboration with Ministry of Health,Social Welfare, Gender, Elderly and Children, Other relevant Ministries and departments and other partners in achieving the expected results.

Scope and Methodology
Under the direct supervision of the EPR Team Lead and WHO Representative, the incumbent’s duties shall be to:
Summary of Assigned Duties:
  • Build capacity of front-line health care workers in Case management and IPC at health facilities in regions and districts through training, on-site mentorship, and supportive supervision
  • Assess IPC capacity at all levels of healthcare system. Minimum requirements include functional triage system and isolation rooms, trained staff (for early detection and standard principles for IPC); and sufficient IPC materials, including personal protective equipment (PPE) and WASH services/hand hygiene stations
  • Provide technical support in updating training package for case management for COVID-19 and Infection Prevention and Control, build capacity at national level, and cascade training in all districts using ToTs
  • Ensure utilization of appropriate SOPs and protocols for case management and IPC at treatment centres and health facilities; and provide technical support in reviewing the SOPs and protocols when deemed necessary
  • Operationalize guidelines, SOPs and care protocols for the implementation of triage, emergency preparedness, emergency care and critical care.
  • Provide support for the implementation of Comprehensive plan for Oxygen and critical care, by Ensuring effective use of oxygen and build capacity for maintenance of equipment for emergency and critical care.
  • Support resource mobilization to support implementation of critical activities for Case Management and IPC
  • Ensure timely submission of reports
  • In collaboration with the RCCE pillar, develop relevant messaging to the community on COVID-19 case management and Infection Prevention
  • Provide support in forecasting and planning of IPC supplies for responding to COVID-19
  • Perform any other duties as assigned by the Incident Manager, EPR Team lead, Case management and IPC team lead.

Technical Supervision
Objective

The objectives of the WHO Regional Office and the CDS Cluster are to assist Member States to rapidly scale up access to treatment and care whilst accelerating prevention and strengthening health systems to make the health sector response to HIV/AIDS and VH more effective and comprehensive. This includes the provision of intensified technical and resource mobilization support to Member States in an effective, appropriate and timely manner, by increasing WHO technical assistance and resources at country level to assist the government and other key partners in developing and implementing a national scale-up plan for Case Management and Infection prevention for emereging epidemics included COVID 19.

Specific Requirements
LANGUAGE:

Essential: Fluency in both English and Swahili language.
Desirable: Working knowledge of other UN language is an added advantage.

EDUCATION:
Essential:
Minimum university degree in Medicine. A Postgraduate training in Internal Medicine, Emergency Medicine or Public health is desirable
Desirable: Postgraduate qualification in Health and/or Social Sciences or equivalent.

Experience:
Essential: At least 5year experience in working in healthcare setting, field epidemiology or emergency management;
Past experience in case management, training and mentorship at national or regional level is important
Desirable: Working experience with WHO or other UN Agency would be an asset.

SKILLS AND COMPETENCIES
  • Demonstrated knowledge and understanding of the dynamics around COVID-19 emergency response; with focus on Case Management and IPC
  • This work will require active clinical experience in case management of COVID-19 or severe acute respiratory infection patients within healthcare settings or in the context of outbreaks. Applicants in active clinical work and situated in the regions having experience of working with the MOHCDGEC at a central level will be given priority in the selection process.
  • Demonstrated knowledge of emergency response situations in the field of Case Management and Infection Prevention and Control with proven ability to identify and solve technical problems in difficult circumstances.
  • Excellent analytical and organizational skills, with proven ability to elaborate and implement projects.
  • Excellent interpersonal skills with ability to promote cohesive action and convince officials with tact and diplomacy.
  • Knowledge of WHO, the UN system or a nongovernmental organization (NGO) work in the field of response relief and/or of their practices and procedures as related to the work.

Other Skills (e.g. IT):
  • Basic IT skills is a requirement: Good command of MS office software: Word, Excel, Access, PowerPoint and use of the Internet.
  • Good computer skills in Microsoft Office.
  • Submission of weekly activity plans and end of week update reports
  • Report on the rapid infrastructural and operational analysis of isolation and treatment units of designated facilities. This should include HCWM infrastructure, supplies needs, capacity/no. of beds, staffing needs for HCWM, coordination, diversion of non-essential staff, supplies, equipment, etc.
  • End of contract report documenting all activities including gaps and recommendations

PLACE OF ASSIGNMENT
National Professional Officer, Case Management and IPC Technical Expert will be working in Tanzania Zanzibar.
