TOR for the Water, Sanitation and Hygiene Needs Assessment for Tumbatu community in Zanzibar
Background:
SOS Children’s Villages Zanzibar is Local Non- Government Organization (NGO) affiliated to SOS Children’s Villages International, a worldwide childcare organization that work to protect and care for children who have lost parental care, or who stand at risk of losing it. SOS Children’s Village Zanzibar started working in Zanzibar almost now 30 years with the main goal of creating an enabling environment for children to grow in secure family settings. The organisation runs four Children’s Villages in Arusha, Dar es Salaam, Mwanza and Zanzibar and other programmes in Pemba, Iringa and Mufindi.

The family Strengthening Programme (FSP) is one of the main interventions through which SOS Children’s Villages seek to achieve this goal, by ensuring that families are empowered and enabled to cater for children’s needs and protect them from exposure to child abuse risks. Caring for children who lack family support, education and support for young people constitute some of the core interventions of SOS Children Village in Zanzibar. Child labour and child abuse are common challenges to the children of Zanzibar, the majority of whom come from poorfamilies whereby basic services like water, sanitation and hygiene are poor and often hard to access.

SOS Children’s Village Zanzibar, through its FSP, works with communities, families, and local authorities in Tumbatu to address the challenge of poor access to WASH services by children since 2017, starting with children in kinship care. The main purpose of the FSP is to enable children who are at risk of dropping out of their homes to grow within a caring and safe family environment. The programme covers four shehias of Jongowe, Uvivini, Gomani and Mtakuja, and reaches 119 families and 404 children (203 male. 201 female). Direct beneficiaries are children, young people, and their caregivers. The intervention aims at building their capacity to access essential services in fulfilling their survival and development.

WASH Programme focus:
SOS children’s villages has set out to strengthen its WASH program component in Tumbatu to address the acute short of WASH services at household (HH), schools and Health Care facilities (HF) levels in the target area. Interventions like water system renovation/improvement and addressing identified gaps in sanitation and hygiene requirements for children in schools and health centers will be addressed together with implementing authorities like Zanzibar Water Authority (ZAWA). All interventions will aim at providing a suitable environment for children and protect them from the risks/ vulnerabilities associated with poor WASH services at home, school, and health care facilities.

WASH baseline Assessment:
As part of this program, SOS Children’s Villages intends to conduct the WASH baseline assessment to inform subsequent interventions. This will be a comprehensive WASH assessment covering the four Shehias of Tumbatu. Results from this exercise will inform the WASH FSP design, implementation, monitoring and final evaluation. The survey will assess WASH services at HH, Schools, HF, and other public Institutions. Whenever possible, heads of HH, the children and youths, health workers, teachers and community leaders will actively participate and support the exercise.

Consultancy Team and Results:
SOS Children’s Village Zanzibar is therefore seeking for a consultant to lead the above exercise. He/ she will be required to possess extensive experience in community WASH programming in Zanzibar and Tanzania at large. Public and environment health background will better a key requirement to qualify for this work. Results from the exercise will be managed by SOS Children’s Villages for internal use and dissemination to strategic partners in government and civil society, to garner who will be expected to support the FSP to be more sustainable.

Expected timeline:

The exercise will cover 8 weeks, whereby fieldwork will be conducted in 4 weeks and analysis, compilation of data and report writing in 2-3 weeks. One week will be for sharing results with SOS Children’s Villages and finalizing the report after feedback.

Financial Proposal (must be in TZS)

  • The financial proposal shall indicate the total budget estimated in TZS as well as detailed breakdown of budget items such as program/consultancy fee and reimbursable costs. All payments will be done based on outputs such as upon delivery of the services specified in the TOR (payments based on deliverables). Note that, WHT of 5% will be charged from program/ consultancy fee. (The financial proposal to be sealed in a closed envelope or in a separate PDF files)
