Overall purpose of the role:
The Protection TL (CB) is responsible for managing the overall implementation of DRC Community Based Protection activities in Nduta / Nyarugusu camp.

Responsibilities:

• Ensure that the refugee leadership structures are in place and functioning at all levels (Nyumbakumi, village, zone) throughout the camp
• Ensure that community structures are in place, have inclusive representation and their capacity is strengthened as needed and appropriate
• ensure that regular and ad-hoc meetings with refugee representatives/committees are conducted and any issues/concerns identified are reported to UNHCR and relevant partners
• ensure information is being disseminated to all camp residents and feedback on access to and gaps in services is being collected
• Ensure that refugees have safe and meaningful access to feedback and complaints mechanism and that they receive a timely response to their concerns (help desk, mobile desk)
• Organize and conduct trainings and workshops to ensure all staff and incentive workers are informed and demonstrate understanding of the Code of Conduct and values required, with particular attention to accountability, respectful dialogue with the refugees, and prevention of sexual exploitation and abuse
• mainstream community-based protection in other sectors of DRC intervention, particularly access to information, participation, feedback mechanism
• Participate in camp coordination meetings, community based-protection working group meetings and other working groups meetings as relevant e.g. GBV;
• Facilitate/chair other meetings with refugees including visits of external delegations in consultation with UNHCR, MoHA
• Prepare weekly and monthly work plans in collaboration with CBP team;
• Prepare purchase requisitions and monitor the procurement of goods and services in collaboration with the Protection Manager;
• Monitor budget expenditure in collaboration with Protection manager and participate in BFU meetings;
• Conduct assessments and contribute to developing concept notes and/or proposals and budgets, as requested by the Protection Manager;
• Keep track of indicators and monitor progress towards targets according to logframe and project proposal;
• Write monthly reports for local authorities and donors
• lead a team of protection assistants and protection officers and ensure their performance is evaluated as per DRC procedures
• supervise a team of incentive workers, ensure their daily attendance is recorded, lead the recruitment of new incentive workers and ensure they are trained on CoC and PSEA, report to Protection Manager any issue regarding the behavior or performance of incentive workers
• foster a good working environment and good working relationships within the team;
• cooperate closely with UNHCR, MoHA and other partners working in the camps
• Any other tasks assigned by the Protection Manager to ensure effective implementation of community based protection activities

Experience and technical competencies:
• At least 2-year experience in working in refugee context
• At least 2-year work experience in implementing community-based protection activities or related sector
• Previous experience in international organizations

Education:

• Degree in social sciences, political science, development, law or other related fields

Languages: (indicate fluency level)
• English (spoken and written - excellent)
• Kiha (spoken - good) – preferable
• French (spoken - basic) - preferable
