The Madrasa Early Childhood Programme – Zanzibar (MECP-Z)
Overview
The Madrasa Early Childhood Programme – Zanzibar (MECP-Z) is an Early Childhood Development (ECD) organization supported by the Aga Khan Foundation (AKF). MECP-Z has been implementing ECD programs in Zanzibar for over 25 years. MECP-Z received full registration as a pre-primary Teacher Training Institute and is working in partnership with the government and other local and international ECD stakeholders to support early childhood development and care for child development in Tanzania.

MECP-Z has secured grants from Global Affairs Canada and Armstrong Foundation, through Aga Khan Foundation to support Early Childhood Education in Zanzibar and Lindi in the next four years. The project is aimed at strengthening delivery of quality, gender-responsive, and inclusive education, early childhood development, and other sustainable development services in Zanzibar and Lindi.

Project Officer – Human Rights Advocacy

Position: Project Officer – Human Rights Advocacy
Background
Madrasa Early Childhood Programme -Zanzibar (MECR-Z) is an affiliate of The Aga Khan Foundation (AKF). For 33 years MECR-Z has been implementing Early Childhood Development (ECD) programmes in Zanzibar and in 2014 started to deliver its programming in mainland Tanzania.

Currently MECR-Z is implementing Community Based Inclusive Development (CBID) project in Zanzibar aimed at airing the voices of people with disability to ensure disability issues are addressed and mainstreamed in social, economic, and political aspects and able to show everyone that disability is not inability. The project is delivered in partnership with Department of Disability Affairs (DDA) and Shirikisho la Jumuiya za Watu Wenye Ulemavu Zanzibar (SHIJUWAZA) under the support of Norwegian Association of Disabled (NAD).

MECR-Z is looking for one committed and qualified professional to fill the above position for a duration of three years.

Position : Project officer: Human Rights Advocacy (HRA)
Roles and Responsibilities
General:

i. Work as Liaison officer between SHIJUWAZA and MECR-Z in the project.
ii. Liaise closely with NAD Oslo when required, while keeping MECR-Z and other actors informed.
iii. Liaise with key CBID actors on the CBID capacity development of key government structures, which includes HRA elements, when requested.
iv. Verify/Monitor the work undertaken by the partners and service providers and reporting.
v. Promote gender mainstreaming and inclusiveness within the project.
vi. Identify local challenges and risks that may affect the project and propose mitigation options.
vii. Ensure a harmonious relationship between the project, the communities, the government and other stakeholders.
viii. Facilitate smooth working conditions for external technical advisers on both HRA components.

Specific focus:

Component 1 : Capacity Building and strengthening of SHIJUWAZA the project, the government and other stakeholders. Lead human rights advocacy (HRA) work in Zanzibar and work closely with Federation of Disability People’s organizations (SHIJUWAZA). Collaborate in building the organization capacity of SHIJUWAZA. Produce project reports including activities accomplished, targets reached, and ongoing monitoring information. Develop work plan and budget, request funds for activities and timely retirement of implemented activities.

Component 2: Mainstreaming disability through the process of CBID Promote gender mainstreaming and inclusiveness in the selected districts. In collaboration with appropriate stakeholders, identify DROs in selected area of project implementation. Maintain good communication with other NGOs and other local government officers, implementing partners and other relevant stakeholders. Follow up and observe the practice of rights of People with disability and in collaboration with DROs take actions where needed. Identify potential success stories and learnings from the field. Identify local challenges and risks that may affect the project and propose mitigation options. Ensure a harmonious relationship between

Qualification, Requirements and experiences
The applicant is expected to have:

i. At least a Degree in Law, Social Sciences, Project Management. (Masters is an added advantage).
ii. Knowledge and/or experience working with rights based civil society organisations.
iii. Experience working as a facilitator of participatory learning and active grassroots engagement.
iv. Experience in coordinating and collaboration between several actors
v. Social organization skills and experience in Human rights chains
vi. At least 2 years of successful work with results-based project management.
vii. Strong computer skills (Ms. Word, Excel and PowerPoint).
viii. Fluent in writing and speaking for both English and Swahili languages.
