Plan International Tanzania has responded to the Burundian Emergency program in Kibondo and Kasulu since October 2015 due to Burundian refugees’ influx with special focus on Case Management, Psychosocial support activities and Education in Emergencies (EiE). Following the Accountability and level of support required thus, the role of Data assistant is to ensure the effective use of designed monitoring tools, quality of data collected and consistency in reporting.

role PURPOSE

Data assistant will ensure that monitoring tools are effectively used by the project staff and quality data are submitted timely including the monitoring of accountability and feedback mechanism for the Child Protection, Education and Youth programs (and other projects as requested).

S/he will be responsible for routine monitoring of interventions in the camps, submitting the cleaned data for reporting, accountability mechanisms, evidence collection, storage and management of all field data including informing Data needs/capacity requirement to influence learning for Plan Programming.

S/he will support MEAL Manager at the field level by providing the evidence and identification of key areas of lessons, success of the interventions and further documentation of evidence for planning, implementation and reporting of project progress.

Dimensions of the Role

The Data Assistant will supervise Feedback Data Clerks including Volunteers and Incentive Workers at camp level. S/he will provide onsite support to all Plan Programs in the implementation areas, supporting all camp MEAL initiatives especially training, follow-up activities, feedback activities, and document beneficiary tracking. The role will also support data quality assessment, post distribution monitoring activities, satisfaction surveys, impact assessments and other surveys conducted by the department. S/he will ensure quality weekly and monthly plans and reports are submitted to MEAL Manager timely for review and submission

The position is based in Kibondo and Kasulu reporting to the MEAL Manager, with a dotted line to the CPIE Coordinator CM & PSS for Kasulu.

Accountabilities
The Data Assistant specific roles will be:
  • Reviewing and consolidating weekly and monthly program monitoring data and reports from the camp.
  • Prepare and share the weekly/monthly MEAL plans and reports to MEAL Manager for support
  • Update the Daily tracking tools, training activities implemented by the project staff for effective weekly and weekly/monthly reports and timely.
  • Routinely spot check project implementation in the field and timely reporting on gaps for quick actions to improve performance.
  • Ensure the incentive workers are provided with necessary support as backstopping to his/her routine activities.
  • Lead and supervise data collection processes especially FGDs and questionnaires during beneficiary satisfaction survey.
  • Supervise implementation of distribution and participate in post distribution monitoring activities at camp level.
  • Ensure all trainings use pre and post tests to measure the training outcomes and submit to Project staff for analysis of the training report.
  • Work with refugee volunteers, Feedback data clerks (MEAL incentives) and project staff in supporting M&E initiatives such as carrying out routine activities and during surveys, evaluations and collecting case studies.
  • In all MEAL initiatives ensures MEAL and Plan operation procedures, standards and Policies are adhered.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

  • Work with stakeholders at camp levels to share fitting practices and to identify/implement opportunities for collaboration in MEAL activities (very minimum).

Technical expertise, skills and knowledge
Essential

  • Demonstrate experience in supporting Data related initiative for Child Protection, Education and Youth, some of which must have been in refugee camp.
  • Good knowledge and understanding of Data privacy and confidentiality that will be of advantage in ensuring humanitarian principles and child protection standard are adhered during field implementation.
  • Experience and ability in using data collection methods and tools.
  • Demonstrate ability to support the direct reporting colleagues especially volunteers and data incentives.

Desirable
  • Diploma/Degree in social work, social work, psychology, social sciences or statistics related field.
  • Fluency in English, Kiswahili, Kirundi and French written and spoken, highly desirable
  • Familiarity with Core humanitarian standards, Child Protection Minimum Standards and International Network for Education in Emergencies (Minimum Standards for Education) will be added advantages.
  • Strong interpersonal skills and ability to work in a diverse team and sensitive in maintaining organizational relationships.
