PURPOSE:
Responsible for providing technical support in the design, implementation and review of World Renew Tanzania country monitoring and evaluation activities. The position involves making recommendations on program implementation and related policies to the Country Management Team for their consideration and approval. This position involves interacting with the Country Director, Management team and all staff within the organization. Further, outside the organization this position involves interacting with partner organizations, consultants, research networks and monitoring and evaluation networks

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Monitoring Activities

  • Provide guidance in development/updating of project monitoring and evaluation plan(s) in accordance with World Renew and donor requirements.
  • Provide Monitoring and Evaluation (M&E) quality assurance and improvement in programming
  • Ensure Routine Data Quality Assessments (RDQA) are routinely completed and on file.
  • Ensure that feedback is provided to all relevant stakeholders and assist the World Renew country team in conducting self assessment, and building their capacity in the area of monitoring and evaluation, including the development of indicators, data collection analysis and interpretation of data to be used by the Program Consultants and the Country Consultant.
  • Identify sources of relevant data and the process of data management.
  • Provide guidance in collecting, analyzing and aggregating M&E data across all the projects and partners.
  • Oversee input, storage and appropriate use of data to track programs.
  • Establish a system for sharing of program data in the form of recommendations with the country team.

Evaluation Activities
  • Coordinate evaluation of World Renew and Partner Projects, Partner Evaluations in collaboration with Program Consultants and the Country Consultant.
  • Work with Program Consultants and partners to design and review evaluation instruments(e.g. questionnaires, interview guides, surveys, observational checklists, etc), and coordinate the collection of data, monitor data quality and analyze findings.
  • Prepare drafts of Terms of Reference and project deliverables.

Reporting and Documentation
  • Provide input into and assure that all donors reporting requirements (USAID, CIDA, FRB, CFGB) on program impact are met and assist implementing agencies in setting up reporting and tracking systems to provide information in an efficient and timely manner.
  • Ensure that reporting by World Renew and partners remain current with the best practice in reporting.
  • Produce quarterly and annual progress reports and support the partners in developing reporting formats and communication tools.
  • Conduct periodic sessions for World Renew staff and partners on report writing and documentation.

Knowledge Management and Learning

  • Design and implement (in liaison with Program Consultants) knowledge management systems that partner
  • staff use to review and analyze data and information on relevant technical areas as a basis for providing up-to-date information on impact, effectiveness, outputs and inputs to programs.
  • Develop a system for data and information use.
  • Coordinate development of stories of transformation and qualitative data for the various reports and publications.
  • Promote capacity strengthening in partner organizations through mentoring, ongoing coaching and training in monitoring, evaluation and reporting.
  • Define information management goals, objectives and initiatives.
  • Organize periodic forums for sharing results and milestones between partners and other stakeholders.
  • Coordinate ongoing learning forums with World Renew-Tanzania.
  • Perform any other duties and responsibilities which may be assigned by the supervisor from time to time.

QUALIFICATIONS:

Other competencies:
  • Strong IT skills and knowledge especially with statistical software like SPSS, Epi Info, Stata and other database management systems.
  • Experience in leading research or evaluations from design to analysis and survey report writing. Experience with multi-faceted projects is required.
  • Organizational skills, analytical skills and attention to details.
  • Knowledge in Result Based Management (RBM) approach and other strategic planning approaches.
  • Ability to develop and carry out work plans and budgets.
  • Ability to convey results to stakeholders.
  • Strong written and oral communication skills.
  • Ability to work effectively in a team and with minimal supervision.
  • Strong critical and analytical skills

EDUCATION AND/OR EXPERIENCE:
  • (The knowledge, skills and abilities may be required through a combination of formal schooling, self education and prior experience or on-the-job- training).
  • Level of education: Master’s degree in statistics, demography or population studies.
  • Job experience: At least five (5) years relevant work experience.

PHYSICAL DEMANDS & WORK ENVIRONMENT:

The position periodically requires the jobholder to work long and odd hours when necessary, to meet deadlines or respond to specific situations. Frequent travels in sometimes difficult Circumstances may be necessary.
