POSITION DESCRIPTION
TITLE: Consultant, Developing Model Workshops for Gender Equality and Human Rights

REPORTS TO: ESP-Senior Technical Advisor-Gender
LOCATION: The consultant will be based in Tanzania with the flexibility to travel to the location of the Train-the-Trainer workshop (tentatively planned for Morogoro).

CONTEXT/ BACKGROUND
The Empowerment through Skills Program (ESP) is a 7-year program (2021-2028) implemented by Colleges and Institutes Canada (CICan) in close collaboration with Tanzania’s Ministry of Education, Science and Technology (MoEST) through the Department of Technical and Vocational Education and Training (DTVET). The ESP is funded by the Government of Canada.

The ESP will strengthen alternative pathways to education, employment, self-employment, and entrepreneurship for women and adolescent girls. Working with Folk Development Colleges (FDCs) and Community-Based Organizations (CBOs) in 12 Communities across Tanzania, ESP aims to increase rates of participation among women and adolescent girls in skills training programs and improve access to business, skills, and gender and human rights training in their communities. The Program will also expand opportunities in the informal and formal sectors through post-training support to transition to employment or self-employment.

ESP’s Ultimate Outcome 1000: Improved economic participation by women and adolescent girls in Tanzania.

CURRENT SITUATION
The Empowerment through Skills Program (ESP) is collaborating with Key stakeholders from FDCs, CBOs, and Local Government Councils to raise awareness of the Communities on Gender Equality and Human Rights. The targeted groups for awareness-raising and advocacy are girls, women, boys, men, and other groups like boda boda drivers, daladala drivers and conductors, traditional, political, and religious leaders, parents, as well as adolescent mothers.

ESP conducted a successful key stakeholder meeting in June 2022 which included an orientation to ESP, networking, sharing of the program gender analysis and gender equality strategy as well as CBOs capacity assessment. The capacity assessment shows that ESP partners require capacity building on various aspects to be able to deliver workshops, training, seminars, and different campaigns on Gender Equality and Human Rights among different groups in their communities. To prepare these key partners for the role; ESP will implement a Training of Trainers (ToT) in October 2022 to equip our partners with different approaches, techniques and provide them with materials to support their work in their communities.

To achieve this key deliverable, ESP is hiring a short-term consultant specializing in Counselling Psychology and/or Human Rights with experience in Psychosocial support and counseling to support the development of Model Workshops to be delivered by key partners. He/she will undertake the role of developing materials and facilitation during the ToT workshop.

Proposed Work Plan

The consultant will support the delivery of Gender Equality and Human Rights community awareness raising ToT workshop for the ESP key stakeholders. Specifically, the consultant will work with the ESP team to:
  • Review the training needs assessment report and gender equality analysis and strategy
  • Discuss and make recommendations for the content development, and materials required for ToT training toolkit
  • Develop Psychosocial support and Counseling content on Gender Equality and Human Rights and deliver the same during the 5-day ToT workshop October 10-18, 2022
  • Submit the plan and the model workshop materials for review
  • Review plan and model workshop materials as per recommendations given
  • Participate in ToT workshop
  • Remain available for consultations during the preparation of workshop materials and delivery of ToT workshops in October 2022.
  • Complete and submit the final consultant report

Schedule/Deliverables
  • ToT workshop workplan by September 9, 2022
  • Deliver engaging/captivating training ToT content/materials/training modules to be used for awareness creation within communities on Gender Equality and Human Rights for review by CICan by September 26, 2022
  • CICan to provide feedback by September 30, 2022
  • Deliver final version of the ToT toolkit by October 4, 2022
  • Deliver short contents for sessions/training during the ToT workshop on October 10–18 2022
  • A short final report submitted with recommendation on their experience during the ToT workshop to CICan on October 28, 2022.

Reporting
The Consultant will work closely with the ESP Senior Technical Advisor – Gender. The Consultant is expected to work with a high degree of independence and autonomy.

Qualifications
  • A certified psychologist counsellor
  • At least Master’s Degree in Psychology, Counselling, Sociology, or related subject area.
  • Experience conducting psychosocial and counseling sessions on gender equality and human rights with diverse groups of people with varied forms of cultural experiences, religious and cultural sensitivity.
  • Demonstrated understanding of Tanzanian cultural diversities and dynamics within the twelve communities working with ESP. Refer to Annex 1
  • Strong written and verbal communication skills in both English and Kiswahili
  • Strong presentation skills
  • Familiar with development programs for Youth, Women especially young mothers, Gender Equality, and Human Rights
  • Familiar working with Community-Based Organisations or post- secondary institutions
  • At least ten (10) years of progressively responsible experience in a relevant field
  • Strong problem-solving and adaptability/flexibility capabilities.
