Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities – in more than 40 countries around the world. DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi.DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection, Water, Sanitation and Hygiene (WASH), Shelter and infrastructure, General Food Distribution (GFD), Gender Based Violence (GBV), People with Special Need (PSN, Child Protection (CP) and Livelihoods.

Overall purpose of the role:
The general purpose of the position is to ensure the proper and effective leadership implementation of all general protection-related activities for PSN.
The Integrated Protection Team Leader is responsible to assist the coordination of PSN assistance and services at camp. This entails building effective collaboration with a diversity of stakeholders, ranging from refugees, community representatives, humanitarian partners and local authorities.

The Integrated Protection Team Leader will provide supervision, mentoring/coaching for team members to ensure that the goals and objectives of the program are met in a timely and effective manner, that the approach to program implementation is participatory, team members receive appropriate support and a positive team spirit is fostered, encouraging innovative and quality programming.

Position’s Objectives
The Integrated Protection Team Leader, in coordination and cooperation with the program staff, is expected to:
• Lead and supervise team members activities
• Deliver technical support and guidance to the team
• Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC
• Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.
• In collaboration with Protection Coordinator and Protection Manager, promote and represent the interests of the PSN program with regards to all relevant stakeholders.

Responsibilities:
• Manage and implement appropriate rehabilitation activities focusing on improving the mobility of people living with disabilities.
• Implement the project in accordance with budget and project plans
• Develop a case management referral system targeting existing and new PSNs and PWDs to ensure quality service delivery, identification and tracking of new entrants to the camp
• Establish community mobilization modalities using both community workers as well as PSNs and PWDs themselves in order to increase their access to services
• Coordinate and monitor distribution of assistive devices and NFIs with involvement of all stakeholders to ensure needs of the targeted population are met
• Ensure timely reporting of project activities in alignment with timelines and donor requirements
• Ensure collaboration of project plans and activities with those of other NGOs in the camp and promote intergenerational linkages with other organizations
• Train and share technical knowledge with staff, PSNs and Older People Committees to promote peer support and build capacity in handling various types of disabilities
• Lead awareness raising activities for commemoration of different international days for people with specific needs such as International albinism day, world refugee day, elder abuse awareness day etc and ensure PSN rights are mainstreamed throughout the commemoration events.
• Lead the establishment and identification of community structures within the camp as a gateway to coaching and mentoring on CBR and social protection activities
• Supervise the sign language pre-schools and ensure that PSN and PWD with hearing and visual impairment are supported through sign language and braille dots mainstreaming during activities in the camp
• Continuously monitor project implementation based on budget and work plans to identify project strengths, gaps and lessons learnt to inform project improvements
• Develop tools to facilitate collection of evidence and feedback on CBR and social protection interventions, support documentation of findings and dissemination to various stakeholders
• Identify modalities of building awareness among community members, humanitarian actors and government authorities on inclusion of PSNs and PWDs
• Lead and facilitate distribution of cash-based support and in-kind motivation to targeted PSNs and ensure that all PSNs’ concerns related to distribution are worked upon on timely manner
• Organize and support recreational activities and sports events to PSN for their improved psycho-social support and wellbeing as well as promoting their talents.
• Support and facilitate community-based advocacy initiatives for PSNs and PWDs by organizing them to form groups that aim at integrating their needs with those of other groups within the camp
• Identify and spearhead networking and collaboration activities with CBR and protection actors
• Perform other duties assigned by project coordinator or line manager.
• Ensure efficient and effective program implementation while following the budget and work plan
• Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
• Lead the team in carrying out monitoring and evaluation exercises
• Take initiative on procurement, working with Protection Coordinator and Protection Manager and Supply chain to ensure smooth procurement process and correct use of budget spending.

Coordination and representation
• Collaborate with relevant internal and external technical experts on sector relevant issues
• Represent DRC at meetings and other relevant technical coordination meetings
• Ensure integration with other DRC sectors, such as Camp Coordination and Camp Management livelihoods, WASH, and General Food Distribution (GFD).

Project development
• Asist in developing project plans and budgets for funding
• Work with Protection Coordinator to develop projects tools
• Project implementation and reporting
• Work with MEAL department to monitor and evaluate project

Logistics/Finance
• Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
• Plan and coordinate proactively logistics and movements of staff from and to different operational areas
• Initiate procurements and ensure their execution
• Ensure distribution plans are prepared and shared with logistics in a timely manner

Qualifications and Experience
Essential Experience
• 3-4 years’ work experience in related field
• previous experience working with refugees - preferable
• previous experience working in international organizations – preferable Considerable project management experience in Community-Based Rehabilitation work focusing on people with disabilities
• Experience in working in displacement contexts created by emergencies which require high degree of flexibility and work over extended period including living and working in difficult and hardship environment
• Demonstrable experience in management of multi-stakeholder interventions.
• Experience of project appraisal, assessment, monitoring and evaluation methodologies
• Demonstrable experience in establishing networks with governments, private and public sector entities
• Experience in working with People with Special Needs, People with Disabilities, and other vulnerable groups
• Commitment and ability to foster and support capacity building staff and partners,
• Fluent written and spoken English and the ability to write clear reports for a wide range of audiences
• Strong interpersonal skills with the ability to influence, communicate and negotiate with a wide range stakeholder
• Numeracy and ability to monitor budgets and accounts
• Ability to facilitate trainings and guide group discussions
• Ability and willingness to work at community level with basic living facilities
• Ability to travel regularly within/between the specified districts/areas
• University degree in Physiotherapy, Occupational Therapy, and/or Public Health, community development
• English (spoken and written – very good)
• Kiha (spoken – good) - preferable
