Background
Hand in Hand EA-TZ is a registered NGO by the Ministry of Community Development, Gender and Children with a mandate to operate within the United Republic of Tanzania, working for the economic and social empowerment of its poorest citizens to enable program participants to lift themselves out of poverty. HiH EA-TZ is part of the Hand in Hand network. HiH EA-TZ works with the marginalized, vulnerable poor rural and peri-urban smallholder farmers (80% women) to help them lift themselves out of poverty through the power of entrepreneurship.
Hand in Hand Tanzania operates in 6 regions: Arusha, Kilimanjaro, Dodoma, Singida, Simiyu, and Manyara Regions. HIH TZ was registered in 2016, with its headquarters in Arusha. Hand in Hand Tanzania has so far mobilized and trained over 50,000 members who have created over 26,000 enterprises and over 30,000 jobs in the Tanzanian programs. Hand in Hand model is based on setting up or mobilizing self-help groups that act as savings groups, delivering enterprise skills through trainings, promote financial access, and provide linkage to broader markets.
Project Description:
The Working Together for Change, a gender transformative approach to women’s entrepreneurship, is a 3.4-year project (April 2024 – July 2028) funded by Fund for Innovation in Development, seeks to test the effectiveness of the existing (Hand in Hand) livelihoods model compared to an enhanced version that integrates gender transformative approach. The project will reach 4,800 members in Singida and Dodoma, creating a total of 3,360 enterprises and 4,368 jobs.
Poultry Value Chain
Given poultry’s significance in rural livelihoods and the potential for quick income generation, the project identifies poultry husbandry as a strategic intervention area for improving household incomes, especially among women. According to the situational analysis report by Circular Africa (2021), about 35% of the farmers are currently involved in poultry farming, however they get very low profit from poultry farming. The analysis identified a number of areas that need strengthening on poultry husbandry best practices to help smallholder poultry keepers to increase their incomes through poultry farming businesses. These include:
With this context, Hand in Hand Eastern Africa, Tanzania is dedicated to improving the livelihoods of rural communities through sustainable agricultural practices. In line with this objective, we seek to enhance poultry husbandry best practices in Dodoma and Singida regions of Tanzania. A total of 450 poultry keepers (300 from Dodoma and 150 from Singida) will benefit from this training, aimed at improving their knowledge and skills in modern poultry farming techniques, thereby boosting productivity and profitability.
Purpose of the Assignment
Hand in Hand Tanzania is seeking a consultancy firm/group of consultants with experience in poultry management best practices to train 450 poultry keepers (300 in Dodoma and 150 in Singida region). The training will equip participants with the knowledge and skills necessary to adopt improved practices in poultry rearing, including but not limited to vaccination, disease management, feeding, breeding, practical feed formulation, and housing.
Objective of the Consultancy
The general objective of the consultancy is to train and mentor group members’ skill sets in good poultry-keeping practices to improve their productivity.
Scope of the Work
The consulting firm will be responsible for conducting training in poultry keeping to 450 members whereby 50 members in each of the following villages: Iringa Mvumi, Chalinze, Chamhumba, Msamalo, Chita, and Ndebwe in Chamwino District, Dodoma region, and Muhalala, Chikuyu, and Kintiku in Manyoni District, Singida region. Each village will have one center of 50 members. Specifically, the consultant will be required to provide poultry training to community members on:
Duration of the Assignment
The consulting firm is expected to spend a maximum of 3 days for training for each village, giving a total of 27 days, while the firm considers preparation of training materials, traveling days, training, and report writing.

Hand in Hand EA TZ are requesting the consultants to submit proposals to respond to this Terms of Reference outlined above. We expect the consultancy firm or consultant to demonstrate the skills and experience outlined below (or equivalent):
Payment Modality
The Hand in Hand Eastern Africa Tanzania standard of payment is the output-based installment scheme and payment will be made upon completion of the tasks as agreed at the time of signing of a contract. The amount paid shall be inclusive of all associated costs necessary for the delivery of the assignment. The financial proposal must have an adequate breakdown of expenses such as consultancy fees (inclusive of transport, lunch & dinner, transport to the training center) and training materials costs such as training manuals, notebooks, marker pen, and flip charts.
Confidentiality and Ownership of Materials
All training materials, reports, and databases developed under this assignment will be the property of Hand in Hand Eastern Africa – Tanzania.

- Photographic evidence and attendance lists signed by training participants

Qualification
Hand in Hand EA TZ are requesting the consultants to submit proposals to respond to this Terms of Reference outlined above. We expect the consultancy firm or consultant to demonstrate the skills and experience outlined below (or equivalent):
- Proven expertise in poultry husbandry with a minimum of 5 years of experience
- Demonstrated experience in conducting similar training programs in rural settings and employ appropriate adult learning methodology and be practical as much as possible
- Strong communication skills and the ability to convey complex information in a simple and practical manner
- Familiarity with the agricultural context in Tanzania, particularly in the Dodoma and Singida regions, will be an added advantage
- Track record of working on projects targeting grassroots entrepreneurs and enterprises, self-help groups, and financial institutions
- Demonstrated experience of successfully developing training approaches (curriculum, training materials, and practical capacity building) for value chain-focused programs. Job Type: Full-time
- Proven experience of working alongside international and national teams within civil society organizations, NGOs, academic institutions, social enterprises, etc.
- Ability and willingness to travel across the project areas, Dodoma and Singida in Tanzania
- Fluency in verbal and written English and Kiswahili
- Able to provide EFD receipt
