Organisation Description
Monitoring, Evaluation, Accountability And Learning Officer (Meal Officer)/Education Project Manager Assistant
Job Type: Full-time
WeWorld is looking for one (1) Monitoring, Evaluation, Accountability and Learning Officer (MEAL Officer) for the project “Pamoja Tudumishe Elimu (2023-2026)” in Dar es Salaam.
Duty station: The MEAL Officer who will based in Dar es Salaam (with travel to the project areas and schools in Kinondoni and Temeke Municipalities and to other areas if requested by the Project Manager).
 
Position reports to: Education Project Manager and ultimately to the Country Representative
Contract Information:
Position/Contract type: Full time – National Employment Contract
Contract Duration: 10 months (including 3 months as probation period), with possibility of extension
Starting date: ASAP, September 2025 

Project Summary
The objective is to improve retention and engagement in a quality primary education for “high risk” and “most at risk” students affected by multiple risk factors in marginalized urban areas in Tanzania. Target interventions, designed to respond to specific risk factors, as well as to better intervene in specific contexts, are based on a tailored holistic and integrated approach, articulated in 3 main areas of intervention:
i) Specific interventions will be realized at school level, to support the identified low performing most at risk students and improve their school performance and engagement (Outcome 1). 
ii) Community-based interventions aiming at mitigating risks associated to background and demographic characteristics for the vulnerable students, in order to promote their retention (Outcome 2). Critical risks factors such as Disability, Gender specific risks factors, Protection concerns, will be tackled. 
iii) Besides, the project will strengthen the capacities of duty bearers to enforce education policies and address barriers affecting access and retention to quality education for vulnerable and marginalized students (Outcome 3), supporting the improvement of the Education Management Information System (BEMIS/S.I.S.). It will also support awareness raising and information processes towards both duty bearers and the local population, about barriers to education and education policies, at local, county/province and national level.

Key Objectives of the Position
Under the supervision of the Project Manager, the MEAL Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.
 
The MEAL Officer contributes to overall program quality through the implementation of MEAL strategies and applying tools that enhance the effectiveness, efficiency and sustainability of WeWorld`s projects.; assisting the Project Manager in preparing termly reports on project progress.

The MEAL Officer will provide technical support to WeWorld’s projects in Education and Child Protection, and oversee the MEAL activities, including but not limited to: carrying out monitoring field visits, roll out data collection activities, handling accountability mechanisms, drafting reports, ensuring data confidentiality and security. The Officer will provide support to WeWorld`s staff and will work closely with partners staff in the implementation sites, providing capacity building/coaching sessions where relevant. The MEAL Officer will be based in Dar es Salaam and will be required frequent travels to WeWorld’s Areas of Intervention on regular basis.
 
Key Responsibilities
Under the supervision of the Project Manager, the Activities Coordinator acts as project focal point for WeWorld’s activities and ensure excellence in implementation of the project activities in terms of impact, reporting, and timeliness. Areas of focus will include the following:
Planning, implementation, monitoring (Project Activities)
• Support the Education Project Manager in all activities
• Support the Activities Coordinators in creating specific methodologies, MEAL plans and tools for the monitoring and evaluation processes of the activities throughout the duration of the project.
• Monitor all project activities and progress towards achieving the project output, outcomes, and impact, conducting regular monitoring field visits (on-site monitoring, quality spot checks, support to learning activities etc.)
• Develop monitoring and impact indicator for the project success.
• Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
• Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project.
• Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team.
• Assist in coordinating across the available components of the Project to ensure effective implementation of M&E.
• Develop M&E system for the Project and for the partners.
• Prepare and maintain database ensuring accuracy, confidentiality, and security of qualitative and quantitative data.
Coordination/Networking/Representation
• Attend the meetings with the project team (i.e. internal weekly meeting and monthly meetings with the partner’s team).
• Organize and conduct training on M&E for project and mission staff.
• Participate in coordination groups, if requested by the Projects Manager.
Documentation and Reporting
• Report monthly, quarterly, half-yearly and annual progress on all project activities to the Project Manager.
• Support the Projects Manager in updating and maintaining the databases of the project.
• Assist the Project Manager in preparing other relevant reports, including the ones on the findings and lessons learned from project innovations.
• Support the Projects Manager in ensuring that scan copies of the project documents are available and properly organized in the digital archive.
• Ensure that the data queries, requests, and reports are addressed in an accurate and timely manner according to WW’s and donors’ requirements.
• Provide feedback to the Project Manager on project strategies and activities, drafting reports on a regular basis to inform the coordination on the activities conducted as well as to capitalize on the data collection activities performed.
Accountability and learning
• Assume responsibility for the implementation of and compliance with WeWorld’s Feedback and Complaint Response Mechanism, tools and Standard Operating Procedure (SOP).
• Assume responsibility for the implementation of and compliance with WW`s policies (PSEAH, Child Safeguarding, Code of Conducts and Ethics).
• Identify strengths and weaknesses in existing data collection and propose solutions, suggesting ways to facilitate data management among projects’ teams and other WeWorld departments.
• Analyse and discuss findings based on regular monitoring data.
• Identify and conduct MEAL-related capacity building activities for all WeWorld-GVC’s program staff.
• Supervise, train, and monitor the daily workers who are contracted periodically for data collection.
• Capitalize on MEAL-related activities drafting reports, guidelines, presentations, and manuals or organizing capitalization exercises, workshops, and sessions.
• In collaboration with the Project Manager, facilitate learning events and disseminate lessons learnt.

Qualifications, Skills and Experience
• Bachelor in a relevant discipline e.g. related to social sciences, international cooperation, politics and international affairs, statistics, or related disciplines.
• Excellent communication (writing and oral) skills and reporting skills in English
• High proficiency in mobile data collection tools such as KoboToolBox, ODK, Survey123 is mandatory.
• Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis is mandatory.
• Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
• Demonstrated experience in developing data collection tools and methodologies is preferred.
• Ability to independently organize work and prioritize tasks but also to work as part of a team.
• Familiarity with IM systems and analysis software (PowerBI, R, Python, Stata etc.) or with any coding language is a plus.
• Computer skills, in particular MS Office, web and social media skills
• Proven leadership skills and excellent social/networking skills, ability to engage with government, private sector and civil society
• Proven organizational skills and ability to manage effectively multiple tasks
• Demonstrates integrity concerning NGO values and ethical standards
• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
• Professional Experience: at least 3 years of experience working in a similar position with local/international organizations including minimum 1 year within M&E/MEAL department. The ideal candidate has previously worked for (I)NGOs in the programs/MEAL department and has concrete and proven experience with Monitoring and Evaluation activities.

POSITION: Accountant/Admin Assistant
WeWorld is looking for one (1) Accountant/Admin Assistant to be based in Dar es Salaam, Tanzania. Duty station: Dar es Salaam (with travel to project areas and other locations as requested by the Country Representative).

Project Summary
In Tanzania, WeWorld has been implementing since 2010 programs in Kigoma, Tanga, Mbeya, Njombe, Mtwara, Zanzibar and Dar es Salaam regions. In particular, the school-centered programs focused in 32 primary schools of Dar es Salaam and Njombe regions. The projects have reached more than 630,000 direct beneficiaries, mainly children, adolescents, parents, school personnel and Local Authorities (LA).

WeWorld applies in Tanzania a multisector and community-based approach to ensure an integrated and coordinated response. We aim at improving the lives of vulnerable populations, by supporting them in the fight against poverty and inequality together with promoting a culture of mutual support, social engagement, and respect for human rights for a sustainable development. The main sectors of intervention are: climate change, education & child protection, WASH & urban regeneration and Youth & Peace.

Key Objectives of the Position
The Accountant/Admin Assistant will provide financial, administrative, and HR support to ensure smooth functioning of WeWorld’s operations in Tanzania. The position contributes to the effective implementation of donor-funded projects through accurate accounting, proper management of administrative processes, compliance with HR procedures, and support to partner organisations.

Key Responsibilities
1. Finance & Accounting
  • Manage petty cash transactions, ensuring timely and accurate recording in the SQUARE double-entry accounting system.
  • Record expenditures for projects, ensuring accuracy and compliance with WeWorld and donor requirements.
  • Conduct monthly bank and cash reconciliations.
  • Archive and digitally scan all financial vouchers and supporting documents by project and budget line, updating SharePoint regularly.
  • Support the Head of Support Service in donor financial reporting and preparation of monthly financial statements.
  • Liaise with Tanzanian authorities including TRA, NHIF, WCF, NSSF, and other relevant institutions
  • Prepare and submit monthly payments and statutory returns for staff salaries and other deductions.
  • Ensure compliance with national labor and tax regulations.
2. Partner Financial Support & Sub-Grants
  • Verify financial reports from partner organisations and CSOs, including checking supporting documentation.
  • Support field missions to partner organisations for financial monitoring and verification.
  • Provide technical support to partners in revising financial reports, ensuring compliance with donor and WeWorld standards.
  • Maintain a proper archive (physical and digital) of CSO financial reports and supporting documents.
3. Administration & Logistics
  • Assist in preparation of requests for quotations, purchase orders, and contracts in compliance with WeWorld procurement procedures.
  • Monthly airtime recharge for staff and guests as may be required
  • Support/Collaborate Proc & Log on proper filing and archiving of administrative documents, contracts, and procurement files.
  • Support day-to-day office operations and liaise with service providers when needed.
4. Human Resources
  • Assist in preparation and management of staff contracts (new and renewals).
  • Maintain HR files (physical and digital), ensuring confidentiality and proper record keeping.
  • Manage staff leave records, attendance registers, and monthly timesheets for donor-funded projects.
  • Support communication with staff on HR-related matters.
  • Act as a focal point for employment-related matters with We World’s legal consultant.
  • Support visa, resident, and work permit applications for WeWorld guests and new expatriate employees.
  • Act as focal person for updates on employment matters to all staff, ensuring timely dissemination of relevant information.
5. Other Duties
  • Perform any other tasks assigned by the Admin Coordinator, Head of Support Service, or Country Representative in line with the role.

Qualifications, Skills and Experience Education:
  • Bachelor’s degree in accounting, Finance, Business Administration, or a related field.
Professional Experience:
  • At least 3 years of proven experience in finance, administration, or HR with local or international NGOs.
  • Experience working with donor-funded projects and sub-granting arrangements is an asset.
Technical Skills:
  •  Strong knowledge of accounting principles and practices.
  • Experience with accounting software (knowledge of SQUARE system is an added advantage).
  •  Strong computer skills, particularly MS Excel and MS Office Suite.
  • Familiarity with HR administration processes (contracts, leave management, timesheets).
  • Knowledge of procurement and logistics procedures within an NGO setting.
Soft Skills:
  • Excellent organizational and multitasking skills.
  • Strong communication and interpersonal skills.
  • Ability to work independently while being a team player.
  • High level of integrity, accuracy, and attention to detail.
  • Cultural sensitivity, adaptability, and commitment to NGO values.
