Base And Facilities Officer at Médecins Sans Frontières September 2025
Title: Base And Facilities Officer
Direct Reports: LOGISTICS MANAGER
Location: KIMAMBI, LIWALE District, LINDI Region
MAIN PURPOSE
Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions.
ACCOUNTABILITIES
· Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
· Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
· Checking the maintenance of the various open spaces (gardens, courtyards…) and ensuring that domestic waste is correctly discarded.
· Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings etc. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
o Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
§ Inventories and the reallocation of equipment.
§ Renewing the authorization to use radio material with local authorities.
§ Checking the quality of the work carried out on generators and electrical installations
· Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
· Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
· Participating in trainings at the request of the line manager
MSF SECTION/ CONTEXT SPECIFIC ACCOUNTABILITIES
· Knowledge in plumbing, electricity, and basic construction, to be responsible for minor maintenance of the Kimambi sub-base and within the health facility.
· Support the supply team in case of needs.
· Responsible for tracking the vehicles available at the Kimambi sub-base, ambulance and support vehicle.
· Responsible for security at the sub-base, in the dispensary and in village visits.
· Responsible for the correct operation of MSF equipment (Generator, communication equipment, laptops, others).
· Responsible for the follow-up of regular consumables in the sub-base (drinking water, fuel, small cleaning material, coffee break, among others) and keep track and inventory of equipment and furniture available.
· Schedule the departure and arrival times of the support vehicle that travels with the medical team to the communities/villages in Kimambi.
· Daily review of external vehicle conditions, handover report together with the driver and provide timely and accurate reporting of vehicle and safety related incidents.
· Support for waste management in the Kimambi Waste Zone. Waste management in intermediate burner, glass crusher and SBR.
· Participate in community visitation days to support the medical activities carried out.
· Share any relevant information received from the community to the line manager, particularly regarding MSF and suspected cholera cases in the dispensary or the community.
· Establish and maintain a good, professional relationship with village authorities and the chairman to ensure smooth operational support.
· Support MOH staff and the Watsan team in managing the waste zone by coordinating with the appropriate personnel.
· Assist the Watsan team in ensuring the provision of safe drinking water at the dispensary.
· Report context, security incidents reports, and 100% implementation of security protocols to ensure safety and security in the base.
MSF has been working intermittently in Tanzania since 1993, supporting MOH in a variety of areas, notably the provision of primary and secondary health care and the response to epidemics such as cholera, malaria, and HIV/AIDS. MSF’s latest intervention in the country started in May 2015 with an emergency response to a cholera outbreak affecting both the refugee and the host populations in Kigoma region. During the emergency phase MSF expanded medical and water/sanitation activities to all three refugee camps in the region.
Liwale project officially launched in December 2022, Liwale project is an integrated project supporting MoH in Community based, Primary and Secondary health care for mother and child under 5. MSF is currently supporting 7 health facilities including 4 secondary health care facilities (1 district hospital, 3 health centres) where CEmONC are offered and 3 primary health care where BEmONC are offered. This support includes facilitation for recruitment of 102 health care workers including 50 community health care workers, medical supply, empowerment of team (trainings, team management, quality of care improvement), referrals, Watsan activities and rehabilitations.
Minimum Educational Qualification:
o Good English and Kiswahili are essential.
Competencies:
· Representing MSF externally together with the Project Coordinator (PC) or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed messaging, assisting in safeguarding and promoting MSF’s image externally
· Monitoring, analyzing and reporting on key issues (security, risk, etc.) to the Project Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities and military groups, in different administrations/parties and governorates/districts in order to improve understanding and decision-making processes. Maintaining the security database and providing a biweekly context analysis based on recent incidents and developments
· Assisting in exploratory missions and assessments as needed and participating in the development of security plans
· Assisting the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities, community leader, military actors, security forces) in order to improve awareness, understanding of MSF principles and services and public opinion adhesion. Write meeting minutes and contribute to the meeting logbook.
· Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.) and filing and updating field contacts and correspondence in order to ensure information sources accuracy and its availability on regular basis. Organizing advocacy contacts and appointments for the Project Coordinator.
· Translating and reviewing documents and acting as an interpreter when needed, assisting the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) to ensure fluent and accurate communication flows.
· Preparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment. Ensuring regular security briefings/trainings of assessment team, drivers, and guards in consultation with the Project Coordinator.
· Being contactable by phone and available to assist the Project Coordinator with important context, security and operational issues that may occur outside of regular working hours unless otherwise agreed with the PC (e.g., holidays)
· Field visits to peripheral areas to meet village leaders and chairpersons to discuss contextual information and report
· Organizing and following up on meetings with departments, especially for issues involving authorities (e.g., new staffing top-up model and behavior concerns, SRH project activities, arranging meetings, support to visitors).
· Participate in (hospital) weekly meetings, district authories monthly meetings, and regional quartely meeting in Lindi especially when the project coordinaotr is unavailable, to assess the situation and provide updates.
· Provide 100% support to the project coordinator in understanding the local context of Kiamambi, Lilombe, and Kibutuka, (All supported locations) including changes, needs, and relevant information, to help improve the project particularly in enhancing medical services and ensuring smooth operations.

Minimum Educational Qualification:
o University Diploma Level, preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, Economics, etc.)
Experience:

MAIN PURPOSE

- Operating the HF and VHF radios, avoiding using any sensitive or security related information and following the MSF security rules. Ensures radio frequencies’ (HF and VHF) quality and transmission capacity. Installs and programs frequencies in all type of radios when necessary
- Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio logbook. Responding to radio contacts from other approved organizations and forwarding it on the information via this channel.
- Making radio contacts with reference bases according to communication rules / schedules and forwards all information concerning the security of the teams to the Project Coordinator.
- Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays.
- Supervising and monitoring the VHF radio allocation book (handsets) and registering the loan of handsets to all staff, following it up on a regular basis.
- Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft.
- Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising HF VHF batteries status in good maintenance conditions.
- Providing basic radio training when necessary to MSF staff.
- Manage all mobile phones assigned to radio room and receive all incoming calls.
- Work close with Head Driver on planning and sending vehicles/ambulances according to the request received.
- Changing one generator to another then call the mechanic to come and fix in case of any generator shut down during night hours or weekends.
- Make sure all MSF staff assigned to use walky talky, tablet and radio handset are signing out before taking and signing in on the return.
