PURPOSE:
  • Direct and implement local and group financial and management policies and procedures in support of capital, investment, portfolio allocation and strategic business decisions, including financial and regulatory reporting, budgeting, forecasting and balance sheet management.
  • Provide leadership and oversight to ensure delivery of the country financial performance and implementation of strategies for growth, as agreed with the Board and management.
  • To lead the engagement with the Internal Treasury team with respect to capital raising and interface with the local stakeholder base.
  • Acting individually or jointly with other management team members, to enhance relationships with regulators, investors and customers in order to deliver on the Bank's strategic intent.
  • Leadership and development of the Finance function capabilities.

RESPONSIBILITIES:
Business Partnering & Performance Management
  • Contribute to the formulation of strategic and medium term business plans; provide a robust challenge to the businesses and oversee implementation.
  • Support and guide businesses by providing financial expertise, advice and an independent challenge to the businesses regarding day-to-day performance issues, through in depth variance analysis of the financial performances.

Risk Management:
  • Responsible for identifying, monitoring, controlling and mitigating the risks to the company.
  • Act as the Finance risk control owner under the Risk Management Framework (including relevant Operational Risk Framework ownership) Ensure a full understanding of the risk and control environment in area of responsibility.
  • Co-ordinate with the Inhouse Tax advisors and local tax advisors to support the effective management of local tax liabilities.
  • Manage external statutory audit requirements including rationale for accounting positions and analytical and risk reviews.
Governance
  • Responsible for assessing the effectiveness of the company's arrangements to deliver effective governance, oversight and controls in the business and, if necessary, oversee changes in these areas.
  • Ensuring adequate awareness and understanding of the regulatory framework in which the company operates, and the regulatory requirements and expectations relevant to the role.
  • Responsible for delivering effective governance.
Regulatory & Business conduct
  • Display exemplary conduct and live by the Group's Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
People:
  • Provide strong leadership to the finance function; attract, retain and develop finance professionals in the team, to effectively support and advice the business.
  • As a senior leader in the Finance function, actively drive and participate in learning & development initiatives to continue to build the skills of the function to meet the changing demands of the industry and provide a pipeline of talent for the function and the Bank.
  • Embed a high performance culture and ensure a robust approach is taken to deliver high quality succession pipelines.

Stakeholder / Regulatory Engagement:
  • Individually or through participation in banking committees provide thought leadership to the industry stakeholders.
  • Establish and maintain strong relationships with the local regulators to maximise the Bank's positioning in the market.

QUALIFICATIONS
  • A qualified accountant, likely to have 8+ years experience in a finance role within a bank, with at least 5 years experience in a senior finance leadership role at a country level.
  • A member of the National Board of Accountants & Auditors (NBAA).
  • Understanding and working knowledge of international and local financial reporting standards, corporate law and secretarial practices, tax laws and other applicable regulatory standards such as Basel / Internal Control Standards / other regulations.
  • Expertise in the application of best practice governance and control frameworks.
  • Extensive banking experience and familiarity with accounting for a broad spectrum of products; an understanding of the changing external environment and ability to anticipate and communicate changes and impact to the business.
  • A strong communicator with excellent written and oral communication skills and experience of effective management of senior stakeholders, including at Board level.
  • Ability to effectively balance conflicting demands and to provide constructive challenge and feedback to business leaders.
  • Ability to make independent decisions with a strong sense of empowerment.
  • Comfortable with change, demonstrable experience of continuous improvement and re-engineering initiatives.
  • Strong people leadership capabilities, with proven experience of building teams and developing talent.
  • Strong stakeholder management abilities with proven experience of sustainable working relationships with peers in the organization.
