Senior Technical Advisor [one position based in Dar es Salaam]
Position Overview: 
The Safe Surgery Senior Technical Advisor will provide overall technical leadership for the Safe Surgery 2020 Tanzania program which aims to build the capacity of surgical teams in Kagera and Mara regions with the ultimate goal of reducing complications related to surgery and improving surgical outcomes. Working with the project team, the Senior Technical Advisor will ensure that the leadership, clinical and mentorship components of the SS2020 project are implemented in an effective and efficient way leading to the intended improved surgical outcomes.

Responsibilities: 
  • Work with the Project Director to represent the project at global and national level and elevate surgery as a priority in improving universal health coverage 
  • Represent Jhpiego in meetings and discussions pertaining to the Safe Surgery initiative with PORALG, and MOHCDGEC, Safe Surgery 2020 partners, and other relevant stakeholders 
  • Oversee and lead the overall implementation of the leadership clinical and mentorship components of the project in Kagera and Mara regions 
  • Ensure that all leadership, mentorship and clinical training activities are conducted using the available curriculum and surgical providers acquire the relevant competencies 
  • Ensure that the quality improvement projects developed by the surgical teams through the leadership program are implemented and monitored to transform surgical service in the respective project facilities 
  • Provide technical oversight for safe caesarean care component through skills standardization for the mentors and providers and advocating for evidence-based practices to reduce surgical complications
  • Provide mentorship and clinical guidance to surgical teams during Jhpiego-led supportive supervision visits in the project sites 
  • Ensure that the mentorship visits by external mentors are well-coordinated and conducted according to the stipulated terms of reference 
  • Work with the project team to ensure that professional associations — TSA, AGOTA, SATA, TAMA and TANA are engaged and support the safe surgery initiative for sustainability of the project beyond the project life time 
  • Present and share lessons, best practices and successes related to the SS2020 project and overall surgical practices with partners and Government of Tanzania in order to institutionalize practices for scale-up. 
  • Lead appropriate sections of annual work planning and reporting requirements of the program 
  • Contribute/coordinate with project's M&E activities to ensure that quality data is collected, analyzed and used so the project meets set targets in accordance with national and global standards 
  • Ensure compliance with project donor policies and regulations 

Qualifications and Requirements: 
  • Advanced Medical degree required; specialty in general surgery obstetrics and gynecology preferred; prior clinical teaching and mentorship experience preferred 
  • At least 7 years work experience in the health sector or hospital setting with progressively increasing responsibilities 
  • In-depth understanding of current international evidenced-based surgery and obstetrics best practices
  • Knowledge and experience in mentorship approaches at the global or national level 
  • Prior training experience; excellent classroom and clinical training skills including participatory and experiential learning methods; strong skills in clinical coaching and curriculum design 
  • Knowledge of strategic planning, training program development, implementation, quality assurance, management and monitoring and evaluation 
  • Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers 
  • Excellent interpersonal, writing and oral presentation skills 
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform 
  • Fluency in English and Swahili 
  • Ability to travel nationally and internationally
