Time Commitment:
12 months (renewable subject to performance and funding)
Location: Based in Kibondo with travel to Dar es Salaam and field sites
Position Summary: The Program Manager contributes to the mission of the organization by managing all aspects of Medical Team International’s field program in Tanzania. The Program Manager will have wide responsibility for the overall development, management, and coordination of field operations, representing Medical Teams to partners and key stakeholders in country, providing financial oversight and accountability of Medical Teams International resources and compliance with policies and procedures, and reporting regularly on program activities and finances. The Program Manager will report to the Country Manager. 



Medical Teams International Refugee Response Programme – Kibondo, Tanzania
Medical Teams International provides life-saving medical care for people in crisis, such as survivors of natural disasters and refugees. Daring to love like Jesus, we care for all people – regardless of religion, nationality, sex or race. We believe every person – matter where they are or how desperate their situation – matters.

Beginning March 2018, MTI is operational in facility and community-based health services through privately funded projects, implementing direct services in partnership with TRCS in Mtendeli and Nyarugusu refugee camps in Kakonko and Kasulu districts. Additionally, MTI is piloting a health behavior change methodology engaging local faith leaders in Nyarugusu.

Key Duties and Responsibilities
Program design and implementation
-Manage implementation of Medical Teams International’s health programs in Nyarugusu and Mtendeli camps and ensure that all the services are provided in accordance to Medical Teams International and other donor standards and in line with Ministry of Health/WHO/SPHERE standard guidelines. Ensure that the program is implemented according to the agreed upon schedule and budget, and that project objectives are met.
-Oversee the development of strong project proposals and ensure that project design and implementation meet quality standards of best practice.

Partnership development
-Develop, manage, and maintain the partnership with TRCS and other partner organizations.
-Represent Medical Teams International to the Government of Tanzania, Ministry of Health, UN agencies, international donor agencies, NGOs, faith-based organizations, community leaders and other stakeholders across the country.
-Develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners, represent the program in the stakeholders meeting and communicate outcomes with program staff.
-Act as a point of contact for all program stakeholders.

Finance and Compliance
-Ensure strong financial accountability and compliance with Medical Teams International, government, and donor policies and procedures.
-Develop and manage annual operating budgets and work plans.
-Ensure compliance with government laws and policies in Tanzania and with Medical Teams International’s internal policies and procedures.
-Ensure budget is accurate and maintained and Medical Teams International and partner finance and procurement procedures are followed.
-Oversee and supervise efficient use of Medical Teams’ assets including vehicles.
-Keep proper filing system of all project related documents in hard and soft form.
-Submit required program and operational reports according to Medical Teams International and/or donor standards.

Security
-Review and oversee implementation of effective security risk management policies and procedures.

Monitoring and Evaluation
-Carryout program assessments, monitoring and evaluation through regular field visit and other appropriate methods.
-Promote and undertake the documentation of good practices and synthesis of lessons learned and ensure that these are reflected in improved training and management tools.

Other
-Communicate professionally and effectively with all Medical Teams International staff, volunteers, donors, partners, and service vendors. Facilitate and maintain effective communication between the field and Headquarters.
-Perform any other duties as assigned.

Qualifications
Desired Minimum Qualifications

-Strong working knowledge of health-sector issues and effective interventions in developing countries.
-Master’s degree or equivalent academic and management experience in field relevant to maternal and child programs in the country.
-5 years working experience in a similar functions and portfolio.

Skills and Competencies
-Proven organizational and management skills, including strategic planning, achieving results, coordinating and supporting a diverse team, and resource management.
-Ability to network and cultivate strong relationships with government, donors, partners, and other stakeholders.
Strong financial management skills, including ability to prepare, monitor, and control budgets.
-Knowledge and expertise in project cycle management, proposal development and reporting.
-Ability to work in a manner that respects local religious and cultural sensitivities.
-Commitment to achieving excellence, program growth, and organizational strengthening.
-Transparent, open, empowering management style.
-Understanding of international relief and development principles and humanitarian issues.
-Ability to handle multiple projects simultaneously; flexible.
-Competency in use of computers in a Windows environment including MS Word, Excel, and use of internet and email.
-Ability to work flexible schedule and weekends as needed.
-Excellent written and verbal communication skills.
-Ability to negotiate and communicate professionally and effectively with all constituents.
-Commitment to and understanding of Medical Teams’ values
-Fluent speaking and writing in English and Swahili.
-Ability to travel 10% of the time.
