BACKGROUND:
Tanzania has been a country of asylum, hosting refugees in one of the protracted refugee situations in in Africa. The IRC began operations in Northwestern Tanzania’s Kigoma region in December 1993 in response to large influxes of refugees from neighboring Rwanda and Burundi and, later, from the Democratic Republic of the Congo (DRC). Currently, the country hosts approximately 311,000 Congolese and Burundian refugees, many of whom arrived over the last 2 years as the crisis in Burundi increased. To date, refugees continue to arrive in the country requiring multiple needs. Within this context, IRC provides protection and basic assistance in the areas of child and youth protection and development, community-based rehabilitation for persons with disabilities and special needs, gender-based violence response / women’s protection and empowerment, livelihoods, mental health services and primary health care, both at border posts for the Burundian new arrivals and in refugee camps in the Kigoma region. Child Protection Working Group Members in Kigoma region in Tanzania are led by UNHCR and include Baba Watoto, IRC, Plan International, Save the Children and UNICEF.

JOB OVERVIEW:
In September 2017, an inter-agency mission and workshop was conducted in Kigoma region to assess context and partner need for CPIMS to improve case management. With UNICEF funding, this position will be responsible for the overall implementation of Case management and information management through the Child Protection Information Management System plus (CPIMS+) in the camps of Nyaragusu, Mtendeli and Nduta in line with child protection guiding principles and best practices. The consultant’s work plan will be guided by the recommendations of the CPIMS+ assessment mission. The consultant will ensure internal and external collaboration including acting as lead to the Case Management task force and active member of the Child Protection Sub-Working Group (CPSWG).

The Consultant will strengthen the quality of case management in Nyarugusu, Nduta and Mtendeli camps through the implementation of CPIMS+ and ensure that the objectives of the roll out and implementation of the system are met in a timely and effective manner; ensure that Case workers and CPIMS administrator staff receive appropriate mentorship and capacity building and that a positive team spirit is fostered encouraging innovative and quality programming. The Consultant will directly provide technical support to one child protection Manager, child protection supervisors, CPIMS administrators from both Plan International and IRC.

The consultant will be based in Kasulu with frequent travel to Kibondo to attend coordination meetings and provide technical support to partners in the districts as well as in Nyarugusu, Mtendeli and Nduta refugee camps. The position reports to the IRC Child and Youth Protection and Development (CYPD) Coordinator based in Kasulu. Technical support is provided by the child protection Technical Advisor and UNICEF Information Management Systems (IMS) consultant.
The consultant will coordinate with the UNHCR progress v4 CP focal point to facilitate the communication of the two systems. They will work closely with the CPSWG to adapt existing information sharing system, protocol and procedures if needed.

Major Responsibilities

• Conduct a skills analysis of front line case workers and case management supervisors on tech-nical skills for case management and information management including knowledge, attitude and communication skills;
• Identify and support the establishment of adequate, effective and appropriate mechanisms to facilitate case management coordination and capacity building (i.e. case management task-force, case conference, facilitators/leads);
• Based on existing tools and resources, design a capacity building implementation plan based on gaps identified with case supervision, peer support and mentoring to build skills and knowledge on case management;
• In collaboration with the IMS Consultant and CPIMS+ system administrators, coordinate the roll out of the CPIMS+ for Plan International and International Rescue Committee in the three camps [Nyarugusu-Nduta-Mtendeli];
• Ensure the appropriate set-up and roll out of the system based on the pre-defined phased ap-proach in line with the case management data flow, referral pathways, SoPs for case manage-ment and the ISP and support the organization and facilitation of CPIMS+ trainings with NGOs focal points and with the IMS Consultant and CPIMS+ system administrator, update the CPIMS+ implementation plan and CPIMS+ user guide;
• Support CPIMS+ system administrators from Plan International and IRC in generating timely, high quality data to inform program implementation and identify bottlenecks. Conduct data analysis workshops and generate reports/content to be shared with CP actors and through other relevant networks;
• Ensure the CPIMS data flow and information generation is in line with case management standards, Kigoma region Standard Operating Procedures (SOPs) and Information Sharing Pro-tocol (ISPs) and data protection protocols;
• Maintain regular contact and information sharing with the Child Protection Coordinators from IRC and Plan International through weekly and monthly updates;
• Create the ToRs for and Lead the case management Task force meetings in coordination with CPSWG lead;
• Maintain regular contact with the IMS consultant through monthly calls
• Maintain regular contact with the UNHCR progress V4 CP focal point and eventually to assess the possibility of the two systems to communicate.
• The consultant will attend meetings at the District level (kasulu/kibondo) or at the Regional level (Kigoma) if needed

Required Qualifications, Experience & Competencies:
• MSc in Counseling Psychology, Social Work, Public Health or related degree preferred.
• 5+ years of experience in Child Protection programming in humanitarian settings
• Experience in effective capacity building on child protection case management
• Expert knowledge and experience of Child Protection case management in humanitarian or development contexts.
• Proven experience in child protection information management and data protection protocols and systems, knowledge on the CPIMS is preferred
• Knowledge and previous use of existing interagency guidance such as case management guidelines and CP minimum standards
• Strong and practical skills for effective coordination
• Experience working in camp settings or in Great Lakes region preferred
• Fluency in written and spoken English.

WORKING ENVIRONMENT:
Lodging in Kasulu is in a shared IRC guesthouse, together with other IRC staff. When in Kibondo, the consultant shall have access to the shared IRC guesthouse in Kibondo. All IRC sites have electricity and internet.

The IRC and IRC workers including consultants must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation which the consultant must agree to abide by.
