II. ORGANIZATIONAL CONTEXT AND SCOPE
IOM

IOM Tanzania is a full member of the UN Country Management Team in Tanzania, and a signatory of the UN Development Assistance Plan, receiving financial support through the One Fund, for its work in counter-trafficking and migration management. IOM is active in all joint programming efforts and pipeline proposals, a member of good standing in the Outcome Group on Refugees & Migrants within the Thematic Results Group on Resilience, as well as the Outcome Groups on Democratic Governance and Violence against Women and Children within the Thematic Results Group Democratic Governance, Human Rights & Gender Equality.

Currently, IOM is among 8 other UN agencies, implementing the Zanzibar Joint Programme (ZJP), with programme activities ending in 2021. The ZJP has 4 themes: maternal and new born health, women’s economic empowerment through seaweed production, ending violence against women and children, and capacity building for the SDGs coordination and reporting. IOM Tanzania’s participation in the ZJP, has opened other joint programming potentials under the One UN, in the arena of humanitarian border management and HIV/AIDS prevention, among others

III. RESPONSIBILITIES AND ACCOUNTABILITIES
Under the overall supervision of the Chief of Mission, and the direct supervision of the Programme Coordinator, the Programme Assistant will provide support to the implementation, and reporting of the ZJP, as well as, other One UN joint programme coordination.

Specific duties will include the following:
• Assist with the implementation and monitoring of the on-going ZJP activities, with focus on migrant care assistance (victims of trafficking), and NGO grants/service provider coordination;
• Coordinate functions and take part in promoting IOM within relevant outcome groups and thematic results group, under the One UN;
• Participate in meetings with national and local migration management stakeholders;
• Promote the integration of migration and human rights, internally and externally, including delivering presentations in this regard, on behalf of IOM, to both internal and external stakeholders;
• Provide logistical and administrative support to the establishment and convening of relevant ZJP project activities, and assisting in the liaison between IOM and national/local stakeholders;
• Research and identify opportunities for resource mobilization for IOM migrant care assistance interventions, draft concept notes and proposals for fund- raising, and maintain an up-to-date donor mappings and profiles;
• Actively participate in the meetings of the One UN, and through this and other channels, carry out continuous liaison work with UN agencies and other Development Partners;
• Assist in the submission of joint programming work plans and Monitoring and Evaluation documents.
Undertake any other function as directed by the superiors and as per work plan.

Project Description: Scoping study on commercial exploitation (including trafficking) of women and children in Zanzibar and develop interventions to address the commercial exploitation of women and children in Zanzibar.

It does so by providing services and advice to governments and migrants to promote international cooperation on migration issues, to assist in the search for practical solutions to migration issues, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced persons as per the Guiding Principles and the Kampala Convention. IOM addresses the migration phenomenon through a holistic and development focused perspective in order to maximize the benefits of migration while minimizing its negative effects.
Zanzibar Joint Programme

On 26th August 2017 the Government of Zanzibar launched a National Plan of Action to End Violence Against Women and Children in Zanzibar 2017-2022.

The national plan of action was developed following an extensive programme of national consultation and was collaboratively prepared by a range of government ministries, agencies, non-governmental organisations and development partners. In particular, the United Nations provided key technical and financial support in the development of the national plan of action.

The plan outlines the social and ecological framework in which violence occurs in Zanzibar and adopts a theory of change approach in identifying the causes of violence and the multiple evidence-based interventions needed to effectively address violence against women and children. It provides an overall vision and is organised around three key outcomes areas on enabling environment, prevention and response and support services. Under each outcome area the plan outlines targeted results and the evidenced based and costed interventions required to comprehensively address violence against women and children. The United Nations Joint Programme for Ending Violence Against Women and Children in Zanzibar seeks to support the effective operationalization of the national plan of action through coordinated support for identified key priority interventions under each outcome area of the plan.

Under the United Nations Joint Programme for Ending Violence Against Women and Children in Zanzibar selected priority interventions under each of the three outcome areas identified in the national plan of action will be supported. In targeting key interventions under each outcome of the national plan of action the UN Joint Programme will seek to support the effective implementation of the national plan in achieving its vision to, by 2022, establish and operationalize a national system where government, civil society, communities, families, men, women and children are empowered to prevent and respond to violence against women and children.

The UN Joint Programme on Violence Against Women and Children’s theory of change state that: if there is an enhanced enabling environment for the protection and empowerment of women and children (outcome 1); and if there is enhanced access to prevention programmes and services (outcome 2); and if an integrated system for response and support services is established in Zanzibar (outcome 3); then there will be a national system established and made operational that prevents and respond to violence against women and children and ensures that women and children throughout Zanzibar enjoy their rights to an environment free from all forms of violence. 

Baseline Background
In 2009, the Government of Zanzibar conducted the Zanzibar Violence against Children Study (VAC Study). The VAC Study was the first ever household survey on violence against children in Zanzibar and revealed the scale of sexual, physical and emotional violence against girls and boys under the age of 18 years. The VAC Study reported that over 6 per cent of girls (over 1 in 20 females) and 9 per cent of boys (almost 1 in 10 males) who were surveyed reported experiencing at least one incident of sexual violence before the age of 18. The study also revealed that there is significant stigma associated with reporting sexual violence against children. Less than half of the girls and boys who experienced sexual violence in childhood told someone about it. In addition to low reporting, the number of children experiencing sexual violence who seek services is low and where services are sought they are not always available. Only 1 in 10 children who experienced childhood sexual violence received services for their experiences. 99 per cent of community members in Zanzibar report that they are concerned about violence against children and 6 out of 10 reports that violence against children is common in their communities. However, 7 out of 10 community members report that cases of violence against children are dealt with privately rather than reported to official authorities. Fear of retribution and cultural practices that perceive violence as a private family matter are cited as the main reasons for not reporting violence against children.

Physical violence is experienced by the majority of children in Zanzibar. 71 per cent of boys and 62 per cent of girls experience physical abuse before turning 18 years. The most frequent reported perpetrators of physical violence against children were relatives and teachers. 4 out of 10 community members report that children are often physically punished by their parents and 1 in 3 reports that it is necessary to physically punish children in order to raise them well. 6 out of 10 community members report that children are often physically punished by their teachers and 1 in 2 reports that it is necessary to physically punish children to ensure that they are well education. About 1 in 7 girls and 1 in 5 boys report experiencing emotional violence before the age of 18. Being called bad names was the most frequent form of abuse.

There is also strong evidence available that shows that exposure to violence has serious health, development and economic consequences. Exposure to violence can impair brain development and, increases the risks of injury and the risk of HIV and other sexually transmitted infections. Experiences of physical, sexual and emotional violence have a direct link with increased mental health problems; delayed development; poor school performance and dropout; early pregnancy; reproductive health problems; and communicable and non-communicable diseases.

Moreover, there is limited research data on the magnitude, trends, and dynamics of trafficking in persons (TIP) in Zanzibar. This study will provide the magnitude and dynamics of TIP in the country based on first-hand data This information is important for the IOM’s continuous support activities for the Anti-Trafficking in Persons Committee and Secretariat (ATIP), the Zanzibari representative to the Committee, and towards preventing and responding to violence against women and children in Zanzibar.

This scoping study will identify specific needs and gaps in VAWC – (Trafficking in Person related) response and services, with the end in view of supporting national action plan implementation, respectively for Tanzania Mainland and Zanzibar, towards preventing different forms of VAWC including TIP, nationwide. 

Objectives of Scoping Study:
The objective of this scoping study is to (i) Explore and map shelter services in Zanzibar; (ii) Research on dynamics of trafficking in persons (TIP) in Zanzibar; (iii) 4W (Who, What, Where and When) mapping of Service Providers and nature of services provided for Victims of Trafficking, VAWC and related issues, (iv) establish a link between socio-economic status and vulnerability to trafficking in persons including child labour issues. 

Methodology
It is anticipated that this research will be a mixed methods research. However, the methodology and other finer details will be agreed with the consultant(s) and IOM Tanzania before developing the study protocol.

Broadly the selected service provider will be expected to conduct:
(1) Desk Review which should cover the following key areas:
• Detailed review to identify available services and service providers for Victims of Trafficking, Violence Against Women and Children (VAWC) services, dynamics of trafficking in persons (TIP) in Zanzibar and establish a link between socio-economic status and vulnerability to trafficking in persons including child labour issues.

(2) Primary data collection/Survey:
The primary data collection will include five components:
• Institutional mapping/facility assessment focusing on available health services: A survey administrated in selected service facilities in the selected study sites.
• In-depth interviews focusing on selected key informants: Key informants will be selected in the study sites and interviewed individually with the help of a semi-structured interview guide.
• Focus group discussions: Focus group interviews will be conducted with women and men representing different groups of community members.
• Individual survey – self-administered questionnaire or interview administered questionnaire: A survey on the patterns of access to services, perception on availability and quality of services and any other concerns will be conducted among the target population. 

Duties and Responsibilities
• Conduct a literature on the available services and service providers for Victims of Trafficking, Violence Against Women and Children (VAWC) services and related issues in Zanzibar;
• Design appropriate methodology and develop data collection instruments (ensuring data disaggregation) in line with this ToR and the study purpose, objectives and the outlined assessment focus areas
• Conduct pilot testing of the data collection tools and conduct necessary adjustments if needed;
• Develop a field manual to guide the data collection process;
• Ensure that ethical clearance for the assessment is obtained (If applicable);
• Manage and oversee data collection process;
• Ensure quality assurance mechanisms are adhered to at all stages of the data collection process
• Manage the process of data entry and cleaning;
• Analyze and synthesize data;
• Submit the raw and processed data sets to IOM Tanzania;
• Submit a narrative report of findings and recommendations using a format that shall be agreed upon.

Expected Deliverables
1. An inception report detailing the scope, methodology and data collection tools;
2. Study protocol that provides systematic description of the research procedure including study tools/instruments and manuals used during the research.
3. Desk review report which includes available literature on services and service providers for Victims of Trafficking, Violence Against Women and Children (VAWC) services and related issues in Zanzibar, a link between socio-economic status and vulnerability to trafficking in persons including child labour issues;
4. Ethical clearance (if applicable);
5. Data collected;
6. Data analysed; Draft report including key findings, challenges and lessons learned that respond to all study objectives.
7. Presentation of findings (including PPT and Summary/Briefs);
8. Final assessment report

Time Frame

Maximum of 2 months from date of commencement.

Desired Background and Experience:
The assignment calls for the following background and experience: An advanced degree in Public Health, or related field considered as relevant;
• Deep understanding of violence against women and children (VAWC), Trafficking in persons and accompanying vulnerabilities;
• Excellent understanding and experience of quantitative and qualitative research methods, field research, data collection and data analysis;
• Experience in formal report and research protocol writing.
• Previous experience of working or conducting research specifically with refugees and migrants will be an added advantage.
