Job Title: Consultant for the Development of the National Guidelines for Integrated GBV Case Management System and Tools for Women Survivors of Violence

Duties and Responsibilities
Under the supervision of Department of Social Welfare and UN Women EVAW Team Leader, the consultant will provide technical support to MoHCDEGC for the development of National Guidelines for Integrated GBV Case Management Framework/System and Tools for Women Survivors of Violence. In particular, the consultant will:
• Develop the inception report for drafting the GBV case management guidelines with an action plan.
• Conduct a desk review and analyze existing data and information which are relevant to the development of this guideline. Besides, refer to the international standards including the WHO and the IASC GBV Guidelines while developing the GBV Case management guidelines for Tanzania.
• Develop and share initial draft of the GBV Case Management Guidelines with the Ministry and other technical team members.
• Facilitate a validation workshop with participation of relevant stakeholders and incorporate the suggestions into the draft guidelines.
• Present and submit the final guidelines with action plan to the Ministry.

Implementation Timeframe and Deliverables:
The consultancy shall be undertaken over a period of 60 days that will start from the date of signing the consultancy agreement as follows:
  1. A word document and brief power-point presentation of the inception report prepared;
  2. An outline of main findings and analysis of all key documents;
  3. Stakeholder consultations to assess models, practices, services, best practices and gaps, if any; Initial draft GBV Case Management Guidelines developed;
  4. Develop power point presentation and incorporate suggestions into the draft guidelines;
  5. Facilitate a consultative meeting with the stakeholders and incorporate the suggestions into the guidelines and share revised guidelines and annexures (three working days);
  6. Capacity building and orientation of service providers on the guidelines and field testing;
  7. Final draft guidelines shared, feedback received and incorporated;
  8. Final integrated GBV Case Management guidelines incorporating annexures related to referral pathways, monitoring tools, and action plan shared with the Ministry.

Schedule of Payments
Payment will be made upon submission of monthly progress reports on the following deliverables:
35% of consultancy fee will be paid upon presentation of the Inception Report and first daft of the GBV Case Management Guidelines.
30% of consultancy fee will be paid upon presentation of the second draft of the guidelines together with the referral pathways, monitoring tools and action plan and a power point presentation, including the inputs from the Ministry, stakeholders and UN Women.
35% of consultancy fee will be paid upon approval of the final draft guidelines and training modules incorporating feedback and comments from the Ministry, stakeholders, including CSOs and UN Women. 
Note: All raw data files, consent forms and relevant documentation must be returned to the Ministry and UN Women before release of final payment.

Required Skills and Experience
• Master’s Degree or equivalent in Gender Studies, Research, Sociology, Law, Development Studies or any other related disciplines;
• At least seven (7) years of experience working with EVAW;
• Previous experience in conducting social research and its analysis related to violence against women and girls, sexual harassment, or relevant field;
• Excellent analytical, management and coordination skills;
• Good interpersonal skills and capacity to liaise with parties concerned;
• Ability to work with diverse group of partners, under strict timelines;
• Strong facilitation, writing and presentation skills;
• Fluency in English and Kiswahili is required.

• Technical proposal of no more than three pages outlining the applicants understanding of the issue to be addressed in the study and proposed methodology for the assignment including stakeholders to be met;

• The financial proposal (with your signature) shall specify a total lump sum amount in TZS including consultancy fees and all associated costs i.e. travel cost, meal, accommodation, tax etc. Please note cost of preparing a proposal and of negotiating a contract including any related travel is not reimbursable as a direct cost of the assignment.
