POST OF DIRECTOR GENERAL OF THE RURAL WATER SUPPLY AND

SANITATION AGENCY (RUWASA)

The Rural Water Supply and Sanitation Agency (RUWASA) is a newly established agency responsible for the development and sustainable management of water supply and sanitation projects and water service delivery in rural areas. The agency has been established by the new Water Supply and Sanitation Act No. 5 of 2019, which becomes effective on 01 July 2019.

The Permanent Secretary of the Ministry of Water invites qualified candidates to apply for the position of Director General of RUWASA. 

Reporting and Responsibilities:

The Director General reports to the Board of Directors and shall be responsible for the day to day operations of the Agency. Specifically, the responsibilities of the Director General are:

i) To plan, design, construct and supervise rural water supply projects;

ii) To conduct ground water survey including prospecting and explorations, and undertake drilling operations including water well flushing and pumping test, and rehabilitation of water wells;

iii) To design and construct dams of different types and carry out geotechnical and soil investigation for dam construction and other civil engineering structures;

iv) To monitor and evaluate performance of community organizations in relation to rural water supply and sanitation services;

v) To promote and sensitize rural communities on sanitation, hygiene education and practice as well as protection and conservation of rural water sources;

v) To provide financial and technical support to community organizations for major maintenance of rural water schemes;

vi) To provide support to community organizations in relation to management, operation and maintenance of rural water supply schemes;

vii) To advise the Minister on issues related to rural water supply and sanitation;

viii) To facilitate participation of communities in the identification, planning, construction and management of rural water and sanitation projects;

ix) To facilitate private sector engagement in the provision of the rural water supply and sanitation services;

x) To facilitate training and capacity building to community organizations in financial, technical and management of rural water supply schemes;

xi) To register and regulate the performance of community organizations according to this Act and Regulations made by the Minister; and

xii) To undertake any other initiative or activity aimed at ensuring the Agency attain its objectives,

Required Qualifications and Skills are:

The ideal candidate for this position should have the following qualifications and experience:

i) Is a holder of a degree or its equivalent from a recognised institution;

ii) Possesses at least eight (8) years’ experience in managerial position or such other qualification as may be required;

iii) Has knowledge and experience of water sector;

iv) Has satisfied the Board that he is unlikely to have conflict of interest with the principal functions of RUWASA; and

v) Is, in the opinion of the Board, otherwise well suited to execute the functions of RUWASA.
