The Women’s Protection and Empowerment program in Tanzania has worked to strengthen gender-based violence (GBV) service delivery, help survivors heal, mobilize communities to prevent violence, and promote women and girls’ inclusion. The IRC works to ensure GBV survivors have access to life-saving care, improved protection and envisions a country in which women and girls are respected, have access to essential services and opportunities, and live free from violence. The IRC Tanzania has been implementing GBV programs in refugee camps.

The WPE Prevention & Advocacy Officer reports to the WPE/GBV Prevention & Empowerment Supervisor and will work closely with other WPE/GBV staff, other IRC sectors and partners. You will lead the IRC’s GBV prevention and advocacy interventions, leads prevention and risk reduction activities, including risk identification, and efforts that mobilize the community and partners to reduce risks/prevent GBV by tackling its root causes.

Program Responsibilities;
• Participate in the development of proposals, concepts notes, and budget as requested.
• With support of the WPE Prevention and Advocacy Supervisor, prepare individual, monthly, quarterly and annual GBV prevention work plans.
• Participate/support in risk reduction activity and the identification of risks to women and girls in assigned refugee camp, by carrying out regular safety audits situational analysis and consultations with women, men, boys and girls and identify trends and changes in the context important for consideration in risk reduction activities.
• Conduct, monitoring and reporting of the Engage Men in Accountable Practices (EMAP) activity.
• Conduct and follow WPE community mobilization strategies to address longer term risks for women and girls, inclusion of community consultation, feedback, and participatory approaches.
• Promote timely referral in awareness session, information dissemination for women & girls in the community, promoting accessibility for GBV services
• Conduct/organize key international events such as commemoration of 16 days of activism against gender based violence and International Women’s day
• Conduct/organize and facilitate trainings and workshops on gender and GBV related issues for implementing partners, MHA, IRC staff, UNHCR, women’s groups, refugee community leaders, religious leaders, youth groups, NGO workers and any other identified groups

• Conduct information dissemination utilizing IRC-developed materials/translation, IEC materials and community engagement, dialogue and reflection tools to ensure ongoing engagement with various groups in the community to tackle the root causes of GBV
• Participate in other key sector meetings in the camp to advocate for gender inclusion, representation and consideration of other potential risk factors to women and girls as identified during safety audits and women center discussions as assign by supervisor.
• Participate in data interpretation and use it to identify information gaps/intervention areas and develop campaign messages.
• Conduct risk monitoring of GBV to inform risk reduction activities.
• Conduct prevention activities in line with program workplan, and prevention strategies.
• In collaboration with other sectors, and actors, ensure the community meets its needs by advocating for identified needs in the community

Data collection and reporting;
• Track indicators, maintain, update and analyze data on WPE prevention activity and indicator
• With support from supervisor, prepare and submit timely and quality weekly, monthly, quality and other donor reports as per the donor requirements. Accountable to meet reporting deadline.
• Support and working closely with WPE M&E Manager on program data collection.
• In collaboration with M&E Manager, participate in GBV rapid assessment and/or other WPE program related-assessment, and contribute to the WPE overall intervention strategy based on feedback received from women and girls throughout community mobilization and engagement.
• Use of WPE Prevention M&E tools sufficiently and systematically.

Program management
• With support and the supervision of WPE Prevention and Advocacy Supervisor participate in all prevention budget planning; accountable for develop and maintain work plans, spending and procurement plans, tracking expenditures and ensure all prevention activities are allowable and allocable according to IRC and donor compliance and regulations; review monthly BvA and bring any over/under expenditure, miss-charge or double charging issues etc to the attention of the supervisor in a timely manner and jointly develop corrective plans and prepare prevention activity cash projection submit to supervisor.
• Build the knowledge and skills of Prevention/outreach incentive social workers and community based groups to be able to advocate, response and prevent GBV.
• Engaging with community activist, volunteers and EMAP graduate to obtain the network and working relationship
• Communicate any incentive staffs issue to supervisor in a timely manner. Any recruitment of the new incentive staff must obtain supervisor approval.

General Responsibilities:
• Attend and participate in trainings identified organized by your supervisor.
• Follow any new procedures and guidelines designated in circulars from Country Director.
• Support the IRC Tanzania Country SAP implementation in Kibondo field office, coordinate with other IRC actors particularly Health, Education, MHPSS and Operational Department to achieve the IRC strategy outcome with support of WPE Sr. Manager and WPE Coordinator.
• Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (Tanzania and worldwide) as per the IRC Tanzania reporting mechanism. The reporting of violations is an obligation on the part of all staff members.
• Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
• Represent IRC at interagency meetings as assigned.
• Assist in control and proper usage of stationery and other items relating to work.
• Perform other duties as may be assigned by your supervisor.

Qualifications
• A bachelor or Diploma in sociology, social work or relevant social science with at least three years relevant work experience in community mobilization activities.
• Experience working in the protection and empowerment of women and children desirable.
• Experience working with camp-based populations/ rural communities desirable.
• Experience working as a trainer, using participatory techniques desirable.
• Good IT skills: knowledge of MS Word; Excel and Outlook required.
• Swahili and good English written and oral skills required. French a plus.
• Ability to work as part of a team that shares the common goal of preventing violence against women and children.
• Clear understanding of gender, human rights, and issues surrounding violence against women and girls.
• Positive and professional attitude, including ability to lead and work well in a team setting.

• Lead in the development of community mobilization strategies to address longer term risks women and girls face e.g. using GBVIMS data analysis to inform community mobilization in consultation with the WPE Response Manager.
• Implement interventions in response to the identified risks through lobbying and advocacy in consultation with WPE Prevention and Empowerment Manager.
• Operationalize GBV prevention strategy in line with the anthropological study findings/recommendations and GBV SOPs

• Participate in community services, Camp Coordination Meeting and Management (CCCM), Community Leaders Meeting and other sector meetings in the camp to advocate for gender inclusion, representation and consideration of other potential risk factors to women and girls as identified during safety audits and women center discussions.

Leading staffs’ capacity building activity to ensure a sustainable transfer of skills in which all implementing practices follow to GBV highest standard, ethic and GBV guiding principle when working with community.
• Lead WPE prevention program activity and implementation; design, planning of effective community outreach and engagement strategies to strengthen safe and protective environment for women and girls and maximize community participation of women, men, boy and girls in WPE prevention activity
• Ensure WPE prevention activity outcome and impact with maximum coverage to refugee populations including low literacy and other vulnerable/marginalized groups.
• Develop WPE program communication materials, ensuring language and content align with GBV communication standards, terminology and appropriated image/illustration used.
• Engaging men and boys in behavioral change, training and discussion to initiate safe and supportive environment and provide community solution to prevent violence.

Data collection and reporting;

• Supervise and capacitate GBV Prevention and Advocacy Officer, daily mentor, weekly meeting, including manage/train refugee staff for prevention activity by planning and accurate budgeting.
• Planning for prevention incentive staff recruitment in accordance for budget, and provide capacity planning to incentive staffs, managing incentive staffs time and leave management.
• Communicate any incentive staff issue to the WPE Prevention and Empowerment Manager in a timely manner.
• Support, sustain and capacity building to community activist, community volunteers, EMAP Graduated where feasible.
• Submit monthly cash projections in line with spending plan for preventive activities

Qualifications
• A University Degree in Social work or relevant social discipline with at least five (3) year’s relevant work experience
• Have excellent community mobilization, facilitation skills and experience with participatory techniques
• Knowledge of GBV prevention strategies i.e. EMAP, SASA a plus
• Be committed to transformation change in attitudes and behaviors and learning starting with oneself followed by others
• Be capable of facilitating discussions on GBV, gender and power with women or men
