Proposal: Survey of Nutrition International’s maternal nutrition, birth and post-natal package, and weekly iron and folic acid projects in six selected regions in Tanzania using Nutrition International’s Nutrition Information Monitoring Surveys (NIMS) toolkit

Background
Nutrition International (NI) aims to improve the health of adolescent girls and women of reproductive age; pregnant women and their new-borns; and infants and young children through reducing anaemia, birth defects, low birth weight and stunting. To achieve this NI implements interventions with local governments and partners in selected high-burden countries in Africa and Asia.

NI programs in Tanzania are poised to take off in an exciting new direction as of 2019. The 2019/20 financial year marks the end of the Right Start (RS) grant, which ran from 2015 to 2020, and the start of the new Institutional Support Grant (ISG). The ISG program is an opportunity for NI to build on the success of the RS program, a chance to concentrate our efforts on the strategic areas and opportunities we will focus on in the next five years.

Toward the end of 2019 or early 2020, NI in Tanzania will implement a survey in the six intervention regions which will serve as the baseline for the ISG program (Mwanza, Simiyu, Katavi, Shinyanga, Lindi, Mtwara). The survey will cover three NI interventions – birth practices (BP), exclusive breast feeding (EBF); and maternal Iron and Folic Acid supplementation (IFA). The survey design will measure the three interventions in the six Regions covered by the ISG program. In addition, the survey will also serve as the endline in the two RS regions – Mwanza and Simiyu, and in addition will measure weekly Iron and Folic Acid supplementation (WIFA) in Simiyu.

To facilitate surveys across NI programs, NI has developed a survey toolkit, the Nutrition Information Monitoring Surveys (NIMS) toolkit. This NIMS toolkit contains the tools required to plan, implement, quality assure, and analyse the surveys we require to monitor our programs. It is expected that using the toolkit will make the process of conducting the survey more efficient, since many of the tasks which previously had to be completed for each survey, such as questionnaires, indicators, tabulation plans for questionnaires, Open Data Kit (ODK) questionnaires, and syntax, can now be achieved with minimal adaptation of the standardized tools. The NI Tanzania survey will make use of the NIMS toolkit to reduce the workload of the survey.

Objectives
Goal:
To conduct a baseline project survey toward the end of 2019 or early 2020 for Nutrition International’s BP, IFA, and WIFA programs in the six selected ISG Regions using the NIMS toolkit.

Specific objectives:
The above goal will be achieved by completing the following 3 objectives:
1. Complete all necessary planning and preparation for the NI Tanzania NIMS baseline survey
2. Coordinate, supervise and quality assure data collection for the NI Tanzania NIMS baseline survey
3. Clean, analyse, and present the data from the NI Tanzania NIMS baseline survey according to the standards set out in the NI ‘Guide to Data Analysis’. 

Scope of work
The following section describes the activities the consultancy team will complete, and the products and deliverables they will prepare for NI.
