Position: Health Information Systems (HIS) Team Lead

Overview
Management Sciences for Health (MSH) is seeking a Health Information Systems (HIS) Team Lead for a potential 5-year, US Centers for Disease Control (CDC)-funded, Sustained Health Systems Strengthening (SHSS) Project in Tanzania. This project will provide technical assistance (TA) to the Government of Tanzania (GOT) in the form of capacity building of Public Health Institutions (PHIs) to implement and sustain quality health services, focusing on improving information systems, human resources capacity, financial management, and data use and integration, as part of achieving HIV epidemic control.
Recommended:

The HIS Team Lead to coordinate the provision of technical services in the area of HIS, that includes system analysis, health enterprise architecture, expertise with client level systems, data security and protection, personal identifying information. S/he will hold primary responsibility for achieving increased capacity of the Tanzania information system to utilize de-duplicated client level data across service and sites for patient-centered care and improved health outcomes.

Specific Responsibilities
  • Set technical direction in the HIS area, ensure alignment with Tanzania national and CDC/PEPFAR strategies in Tanzania.
  • Direct a team of HIS professionals to support increased availability of client level data at facility level in Tanzania, and automated aggregation of data for national reporting, which includes integration of facility systems with the National Health Client Register and Shared Health Record via Health Information Mediator; increased utilization of common data dictionaries aligned with WHO standards, governance for information and communication technology (ICT) and health enterprise architecture, and detailed system analysis.
  • Provide technical assistance to GOT and PHIs to ensure that a national de-duplicated data set covering full cascade of HIV and TB services is made available to stakeholders at national, regional, and council levels; increase capacity for detailed system analysis; and to improve linkage, retention, and viral suppression for HIV through high quality patient centered care supported by digital systems
  • Provide senior level expertise and experience with systems analysis, health enterprise architecture, client level data systems, data security and protection of personal identifying information.
  • Supervise up to three HIS technical staff setting expectations and performance goals, addressing performance issues, and supporting professional development, with the ultimate goal of achieving desired project results in the HIS and other project areas.
  • Effectively summarize and communicate the objectives, strategies, innovations, key messages, results and impact of the project’s technical areas to key global health community audiences and internal organizational audiences via fact sheets, highlights, technical briefs, peer-reviewed papers, conference presentations and other communication channels to create project identity and visibility, promote the donor investment in the country.
  • Perform other duties on request of Project Director or home office Support team.

  • Masters’ degree in computer/information sciences, health information systems, or related field.
  • Minimum of 8 years of experience providing technical assistance to government agencies in developing and strengthening HIS and ICT systems in Tanzania.
  • Demonstrated experience designing and managing electronic data management systems and platforms such as EMR, Shared health records, National identification systems, Open Health Information Exchange including system analysis, development of user-and system requirements, and oversight of software development.
  • Senior level expertise and experience with systems analysis, health enterprise architecture, client level data systems, data security and protection of personal identifying information.
  • Demonstrated experience building GOT and PHI capacity in the development and use of HIS of ICT solutions, data analysis, interpretation and use for program management
  • Deep knowledge of the Tanzania Health System, the Tanzania Health Sector HIV/AIDS epidemic response strategies, country structures for the provision of HIV services, and PEPFAR goals in Tanzania.
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, government agencies, NGOs, other US Government funded cooperating agencies and donor organizations; and successfully bring together diverse groups of partners to achieve project goals.
  • Excellent organizational, analytical, oral and written communication skills
  • Demonstrated excellent English and Swahili language skills (both written and oral) with the ability to conduct business in English.
Candidates should note the possibility of relocation to Dodoma within 1-2 years of project implementation, depending on donor and MOH requirements
