Project Summary
The Opportunities for Youth Employment (OYE) Programme focuses on creating in agribusiness, sustainable energy and WASH. The OYE approach had its first implementation in Mozambique, Rwanda and Tanzania in partnership with Mastercard Foundation since 2013 and has provided (self-)employment for an estimated 25,000 young people (with 40% young women) between 2013-2019. OYE is currently being implemented in a number of other countries, including Zambia, Zimbabwe, Mali, Niger and Ethiopia. OYE uses a market-based approach which requires a combination of youth competencies with a business orientation; emphasis on youth economic empowerment and entrepreneurship that involves much more than vocational training.

OYE has been operating in Tanzania since 2013 over several phases and is shortly expected to start a new phase funded by the Swiss Agency for Development and Corporation (SDC). This next phase, working initially in Singida and Morogoro Regions aims sustainably to improve youth livelihoods by skills and capacity development and subsequently link these youth to market opportunities for employment and enterprise development in growth sectors that have concrete potential for youth – notably agriculture and renewable energy.
The next phase of this project aims to achieve access to direct employment and business opportunities in agriculture and renewable energy sectors targeting at least 4,500 direct beneficiaries in the Central and Northern Regions of Tanzania.

Job Description
Overview of the Position
The OYE Project Manager will have overall responsibility for management of the of the OYE project in Tanzania and ensure that the objectives and targets are achieved on time and on budget. S/he will manage programmatic, financial, and operational and HR resources dedicated to the project; oversee performance and expenditures in close collaboration with the SNV finance team and ensure timely and compliant procurement together with the SNV Operations Department. S/he will report to the SNV Deputy Country Director and maintain effective relations and coordination with all project stakeholders including youth clients, local government authorities, local service providers and private sector value chain actors. The Project Manager will work closely with Country Finance and Operations team. Strategic guidance and backstopping is provided by the SNV international Global Youth Coordinator.
Reporting to the SNV Deputy Country Director, the position is based in Dodoma and requires regular travel across the Central and Northern regions of Tanzania.

Key responsibilities:
  • Guide the project planning and implementation in Tanzania including engagement with local stakeholders and subcontractors; development of annual operational work plans and budgets on the basis of the existing project activity plans and budget;
  • Project management: effectively manage the human, physical and financial resources allocated to the project ensuring that work is implemented no time and to budget and achieves the promised deliverables;
  • Monitor and guide local implementing partner organisations;
  • Provide monthly, quarterly and annual reports to donors and contribute to development of overall SNV global annual report;
  • Contribute to synergy between the SNV’s other programmes in Tanzania and the OYE projects worldwide by providing strategic guidance to guarantee a balance between contextual opportunities and effective implementation of the project approach;
  • Monitor performance of the project team to ensure that all milestones set in the annual work plans are met, and develop mitigation plans to reduce setbacks; take corrective actions to fix any deviation from work plans;
  • Guide knowledge development, documentation and communication & branding – in close collaboration with the OYE Regional Hub (in southern Africa), the Country Director and the donor; and
  • Effectively manage in-country donor relations and establish professional partnership with key private and public sector stakeholders.
Read Also:
Master’s Degree in a relevant discipline e.g. related to development studies, agriculture or social studies;
At least 10 years work experience of which at least five years must be with a proven track record in the management of development projects;
Proven experience in one or more of the following areas:
  • market systems approaches
  • inclusive business/market models;
  • public – private partnerships;
Experience with development of youth skills towards employability is desired;
Demonstrated experience in managing capacity building programmes.
Demonstrated experience as a trainer is desired.
